كشفت وحدة الأمن البحري التابعة لـ(PTOC Yemen)، عن تحويل مليشيا الحوثي الخزان العائم «يمن» قبالة الحديدة إلى مركز لنقل أعمال غير تجارية عبر ما يسمى بسفن الظل الإيراني (أسلحة وصواريخ إيرانية).
وذكر التقرير بعنوان «محطة التهريب العائمة قبالة رأس عيسى»، أنه اعتمد على صور وبيانات تتبع ملاحي امتدت من يوليو 2023 حتى أغسطس 2026، وتبين أن هناك شبكة بحرية تتحرك بعيداً عن الأنشطة التجارية المعتادة، وتتقاطع فيها حركة سفن وناقلات مرتبطة بما يعرف بـ«أسطول الظل» الإيراني مع زوارق بحرية صغيرة، في نمط يوحي بوجود عمليات منظمة للنقل والتخزين والمناقلة خارج الموانئ الرسمية وبعيداً عن العمليات التجارية المعتادة.
ورصد التقرير تحركات غير اعتيادية، شملت اقتراب سفن من الخزان العائم «يمن» ومكوثها ومناورتها في محيطه، ما يثير تساؤلات بشأن طبيعة الوظيفة التي يؤديها الخزان والمنطقة المحيطة به ضمن شبكة الإمداد البحرية المرتبطة بمليشيا الحوثي.
وذكر التقرير أن من أبرز الحالات التي وثقها، ناقلة «MEER GAS»، المدرجة على قائمة العقوبات الأمريكية منذ أبريل 2026، إذ جرى تتبع تحركاتها ومطابقة بياناتها الملاحية بالصور، لتوثيق مساراتها بين ميناء رأس عيسى ومحيط الخزان العائم «يمن»، إلى جانب مؤشرات إلى التوقف والاقتراب والمناورة، كما يكشف التقرير عن سفينة نفطية ضخمة مجهولة الهوية بقيت في محيط الخزان العائم لسنوات، مع توثيق مرحلة سابقة لاقترابها من الخزان وتنفيذ عملية مناولة مباشرة بالتزامن مع حركة زوارق صغيرة.
ويرى التقرير أن هذه الواقعة تمثل مؤشراً مهماً إلى وجود نمط من نقل الشحنات وإعادة توزيعها بعيداً عن الموانئ الرسمية، مبيناً أن نمط «تكتيك القواعد العائمة»، حوّل السفن الثابتة أو شبه الثابتة إلى نقاط ارتكاز لوجستية تتصل بها سفن وناقلات وزوارق صغيرة، بما يسمح بنقل الشحنات ومناولتها بعيداً عن الرقابة المباشرة.
ولفت التقرير إلى أن هذه المعطيات في منطقة رأس عيسى تضعنا أمام فرضية أمنية خطيرة، مفادها أن النشاط البحري حوّل الخزان «يمن» لأعمال قد يتجاوز الاستخدام التجاري، ليشكل جزءاً من شبكة بحرية منظمة توفر لمليشيا الحوثي نقاطاً مرنة للنقل والتخزين والمناولة، وتمنحها قدرة على تجاوز القيود المفروضة على الموانئ الرسمية خصوصاً أن الخزان يقع في منطقة إستراتيجية على البحر الأحمر وقريبة من خطوط الملاحة الدولية.
يذكر أن هناك تقارير دولية بما فيها أممية كانت قد ذكرت أن هناك تنسيقاً بين حركة الشباب الصومالية التابعة لتنظيم القاعدة والحوثيين في القرصنة وتهريب الأسلحة الإيرانية إلى اليمن.
The maritime security unit of (PTOC Yemen) revealed that the Houthi militia has converted the floating tank "Yemen" off the coast of Hodeidah into a center for transporting non-commercial activities via what is known as Iranian shadow ships (Iranian weapons and missiles).
The report titled "The Floating Smuggling Station Off Ras Issa" stated that it relied on images and maritime tracking data extending from July 2023 to August 2026, showing that there is a maritime network operating away from usual commercial activities, where the movement of ships and tankers linked to what is known as the Iranian "shadow fleet" intersects with small boats, in a pattern suggesting organized operations for transport, storage, and transshipment outside official ports and away from usual commercial operations.
The report observed unusual movements, including ships approaching the floating tank "Yemen," lingering, and maneuvering in its vicinity, raising questions about the nature of the function performed by the tank and the surrounding area within the supply chain linked to the Houthi militia.
The report noted that among the most prominent cases documented was the tanker "MEER GAS," which has been on the U.S. sanctions list since April 2026. Its movements were tracked, and its maritime data was matched with images to document its routes between Ras Issa port and the vicinity of the floating tank "Yemen," along with indicators of stopping, approaching, and maneuvering. The report also reveals a massive unidentified oil tanker that remained in the vicinity of the floating tank for years, documenting a previous phase of its approach to the tank and executing a direct transshipment operation simultaneously with the movement of small boats.
The report sees this incident as an important indicator of a pattern of transporting and redistributing shipments away from official ports, indicating that the "tactic of floating bases" has turned fixed or semi-fixed ships into logistical hubs connected to ships, tankers, and small boats, allowing for the transport and handling of shipments away from direct oversight.
The report pointed out that this data in the Ras Issa area presents a serious security hypothesis, suggesting that maritime activity has transformed the tank "Yemen" into operations that may exceed commercial use, forming part of an organized maritime network that provides the Houthi militia with flexible points for transport, storage, and handling, granting them the ability to bypass restrictions imposed on official ports, especially since the tank is located in a strategic area on the Red Sea and close to international shipping lanes.
It is noted that there are international reports, including from the United Nations, that have mentioned coordination between the Somali al-Shabaab movement affiliated with al-Qaeda and the Houthis in piracy and smuggling Iranian weapons to Yemen.
