كشف مسؤول في وزارة الخارجية الأمريكية، اليوم (الثلاثاء)، عن موعد عقد جولة المفاوضات الجديدة بين لبنان وإسرائيل، مؤكداً أنها ستعقد في روما مطلع سبتمبر القادم. واتهم المسؤول الأمريكي «حزب الله» بالسعي لعرقلة المفاوضات، موضحاً أن «المحادثات الفنية في روما اختتمت الخميس بعد ثلاثة أيام من النقاشات البنّاءة والمفصّلة».
وأشار في حديثه للصحفيين إلى أن الأطراف أنجزت التفاصيل اللازمة لتنفيذ المناطق التجريبية وجوانب أخرى من اتفاق الإطار، بما في ذلك التعاريف المشتركة لعمليات التحقق والتطهير، مبيناً أنه جرت مناقشة الجهود الدبلوماسية التي تقودها الولايات المتحدة لدعم اتفاق الإطار، بما في ذلك التحقق من قِبَل طرف ثالث من عمليات التطهير التي يقوم بها الجيش اللبناني.
ولفت المسؤول إلى أن الوفد الأمريكي أجرى محادثات ثنائية منفصلة مع الوفد اللبناني بشأن تقديم الدعم اللازم لإعادة الإعمار في الوقت المناسب، مشدداً على ضرورة أن تدرك جميع الأطراف التحديات الأمنية التي تواجه عملية التنفيذ، وهو ما أظهرته أحداث ليل الثلاثاء/الأربعاء.
وأوضح أن المجموعة العسكرية للتنسيق من أجل لبنان قدمت معلومات دقيقة وسريعة للطرفين، وستواصل تسهيل التواصل بينهما.
وقال المسؤول: «الوفود العسكرية أنجزت تحديد معايير التشغيل والخرائط المشتركة، واتفقت على خريطة طريق لفتح مناطق تجريبية مستقبلية» مضيفاً: «لدينا الآن تعاريف واضحة ومقاييس للنجاح، وفي الجولة القادمة من المحادثات الفنية، سيقدم لبنان خرائط طريق مفصّلة لتأمين مناطق جديدة بالتزامن مع المضي قدماً في تنفيذ العمليات في المناطق الحالية».
وجددت الولايات المتحدة تأكيد موقفها بشأن تجديد ولاية قوة الأمم المتحدة المؤقتة في لبنان (اليونيفيل)، فيما اتفق الطرفان على العمل مع الولايات المتحدة لتحديد مسار مستقبلي يدعم اتفاق الإطار.
A U.S. State Department official revealed today (Tuesday) the date for the new round of negotiations between Lebanon and Israel, confirming that it will take place in Rome at the beginning of next September. The U.S. official accused "Hezbollah" of trying to obstruct the negotiations, explaining that "the technical talks in Rome concluded on Thursday after three days of constructive and detailed discussions."
He noted in his remarks to reporters that the parties had completed the necessary details for implementing the pilot areas and other aspects of the framework agreement, including the common definitions for verification and clearance operations, indicating that the diplomatic efforts led by the United States to support the framework agreement were discussed, including third-party verification of the clearance operations conducted by the Lebanese army.
The official pointed out that the U.S. delegation held separate bilateral talks with the Lebanese delegation regarding the necessary support for timely reconstruction, emphasizing the need for all parties to recognize the security challenges facing the implementation process, as demonstrated by the events of Tuesday/Wednesday night.
He explained that the military coordination group for Lebanon provided accurate and timely information to both parties and will continue to facilitate communication between them.
The official stated: "The military delegations have completed the identification of operational standards and common maps, and agreed on a roadmap for opening future pilot areas," adding: "We now have clear definitions and success metrics, and in the next round of technical talks, Lebanon will present detailed roadmaps to secure new areas while proceeding with the implementation of operations in the current areas."
The United States reiterated its position on renewing the mandate of the United Nations Interim Force in Lebanon (UNIFIL), while both parties agreed to work with the United States to determine a future path that supports the framework agreement.
