أدان أعضاء مجلس الأمن الدولي -بأشد العبارات- الهجوم الانتحاري الذي وقع خارج مركز للشرطة في منطقة كبل بمقاطعة سوات في إقليم خيبر بختونخوا شمال غربي باكستان، وأسفر عن مقتل ما لا يقل عن 16 شخصاً، معظمهم من المدنيين، وإصابة العشرات.
وأكد أعضاء المجلس أن الهجوم يمثل عملاً إرهابياً «شنيعاً وجباناً»، معربين عن خالص تعازيهم ومواساتهم لأسر الضحايا ولحكومة وشعب باكستان، ومتمنين الشفاء العاجل للمصابين.
وشدد المجلس على أن الإرهاب بجميع أشكاله ومظاهره يمثل أحد أخطر التهديدات للسلم والأمن الدوليين، مؤكداً ضرورة محاسبة مرتكبي الهجوم ومنظميه ومموليه وداعميه وتقديمهم إلى العدالة.
وحث أعضاء المجلس جميع الدول على التعاون الفعال مع الحكومة الباكستانية في التحقيقات وملاحقة المسؤولين عن الهجوم، بما يتوافق مع التزاماتها بموجب القانون الدولي وقرارات مجلس الأمن ذات الصلة.
وأعلنت حركة طالبان الباكستانية مسؤوليتها عن الهجوم، في أحدث اعتداء يسلط الضوء على التحديات الأمنية المتصاعدة في إقليم خيبر بختونخوا، الذي يشهد منذ سنوات نشاطاً مكثفاً للحركة وجماعات مسلحة أخرى.
وتُعد حركة طالبان الباكستانية، المعروفة اختصاراً بـ«تحريك طالبان باكستان»، من أبرز الجماعات المسلحة الناشطة على الحدود الباكستانية الأفغانية، وقد نفذت خلال السنوات الماضية هجمات استهدفت قوات الأمن والمدنيين، ولا سيما في خيبر بختونخوا.
وتصاعدت الهجمات في باكستان خلال السنوات الأخيرة، خصوصاً منذ عودة حركة طالبان إلى السلطة في أفغانستان 2021، وسط اتهامات باكستانية للحركة الأفغانية بعدم اتخاذ إجراءات كافية ضد مسلحي طالبان الباكستانية الذين تتهم إسلام آباد بالاحتماء داخل الأراضي الأفغانية، وهو ما تنفيه كابول.
ويأتي هجوم سوات في وقت تكثف السلطات الباكستانية عملياتها الأمنية ضد الجماعات المسلحة، بينما تحذر الأمم المتحدة من استمرار خطر الإرهاب في المنطقة وضرورة تعزيز التعاون الإقليمي والدولي لمواجهته.
Members of the United Nations Security Council condemned -in the strongest terms- the suicide attack that occurred outside a police station in the Kabal area of Swat District in Khyber Pakhtunkhwa, northwestern Pakistan, which resulted in the deaths of at least 16 people, most of whom were civilians, and injured dozens.
The Council members affirmed that the attack represents a "heinous and cowardly" act of terrorism, expressing their heartfelt condolences and sympathy to the families of the victims and to the government and people of Pakistan, wishing a speedy recovery to the injured.
The Council emphasized that terrorism in all its forms and manifestations represents one of the gravest threats to international peace and security, reaffirming the necessity of holding accountable those who carried out, organized, financed, and supported the attack and bringing them to justice.
The Council members urged all countries to cooperate effectively with the Pakistani government in the investigations and in pursuing those responsible for the attack, in accordance with their obligations under international law and relevant Security Council resolutions.
The Pakistani Taliban claimed responsibility for the attack, in the latest assault highlighting the escalating security challenges in Khyber Pakhtunkhwa, which has witnessed intensified activity from the group and other armed factions for years.
The Pakistani Taliban, known as "Tehrik-i-Taliban Pakistan," is one of the prominent armed groups active along the Pakistan-Afghanistan border, and has carried out attacks targeting security forces and civilians, particularly in Khyber Pakhtunkhwa, over the past years.
Attacks in Pakistan have surged in recent years, especially since the Taliban's return to power in Afghanistan in 2021, amid Pakistani accusations that the Afghan movement has not taken sufficient action against Pakistani Taliban militants whom Islamabad accuses of sheltering within Afghan territory, a claim Kabul denies.
The Swat attack comes at a time when Pakistani authorities are intensifying their security operations against armed groups, while the United Nations warns of the ongoing threat of terrorism in the region and the need to enhance regional and international cooperation to combat it.
