UN experts revealed that Boeing 727 aircraft transported mercenaries, weapons, and drones for the Rapid Support Forces, according to a draft report by the United Nations set to be published next September, which Reuters linked to the business network of an American military contractor.
Weapons and Drones
According to the report, the expert committee received reliable information from four sources indicating that the aircraft transported fighters affiliated with the Rapid Support Forces and mercenaries, in addition to military equipment, including drones and weapons. A Reuters investigation published on July 15 traced three old Boeing aircraft operated by companies linked to Stephen Shoulis, a former U.S. Army special forces soldier and long-term contractor with the U.S. government, from an airport in Chad to logistical centers used by the Rapid Support Forces in Sudan, Libya, and Somalia. The agency reported that one of the aircraft—a Boeing 737—was carrying fighters from the Rapid Support Forces when it was destroyed in May 2025, but many details about the aircraft's cargo remained unclear.
Landing of Several Aircraft in Nyala
Reuters found no evidence that authorities imposed sanctions on Shoulis or his companies or accused them of wrongdoing. The UN report was prepared by the expert committee on Sudan, a group tasked by the Security Council with monitoring the arms embargo imposed on Darfur in 2004. A draft of the report was submitted. The United Nations report stated that three Boeing 727 aircraft—one sold in Brazil to a company linked to Shoulis and two purchased from Kalitta Charters 2 in Michigan—appeared in Chad starting November 2024, operating from the military aircraft yard at N'Djamena Airport. The UN committee confirmed that there had been no recorded movements of any of the three aircraft since their arrival in N'Djamena, adding that it suspected the Boeing aircraft were taking "deliberate steps to avoid detection while flying," without providing further details. The report noted that between January and July 2026, several Boeing 727 aircraft and some Il-76 transport planes landed in Nyala at night.
Support from Colombian Mercenaries
Reuters tracked the movements of Boeing aircraft from N'Djamena to Rapid Support Forces centers in Libya and Sudan using satellite imagery, mobile phone data, and video from open sources, but found no record of these flights in independent tracking systems that monitor the signals typically broadcast by aircraft during flight.
The report stated that "the Rapid Support Forces used the air corridor between N'Djamena and Nyala to transport fighters, foreign mercenaries, and military equipment, including drones and weapons, to Darfur." According to records reviewed by the agency, Shoulis and his business partner Craig Monroe are the co-owners of Contractor Airways, the South African company that purchased two 727 aircraft from Kalitta. UN investigators provided details about the extent of support provided to the Rapid Support Forces by Colombian mercenaries, stating that estimates indicate a number between 1,500 and 2,000 men are reliable. The report indicated that the Colombian mercenaries—known as the "Desert Wolves"—established a base in Nyala in March 2025 and fought alongside the Rapid Support Forces, operated drones, and participated in planning during the siege of El Fasher in Darfur and its takeover in October 2025.
