أعلنت الولايات المتحدة، اليوم (الثلاثاء)، عقد جولة محادثات جديدة من المفاوضات بين إسرائيل ولبنان في العاصمة الإيطالية روما خلال الفترة من 4 إلى 6 أغسطس القادم، في إطار إنشاء «المناطق التجريبية» وفقاً لاتفاق الإطار بين الجانبين.
ونقلت وكالة الصحافة الفرنسية عن مسؤول في وزارة الخارجية، قوله: إن «الوفود الفنية ستركز في روما على دفع عجلة التنفيذ الكامل للاتفاق الإطاري»، مشيراً إلى توسيع نطاق عملية «المناطق التجريبية»، وتسوية كل القضايا الحدودية العالقة وصياغة اتفاق شامل للسلام والأمن.
وأضاف: «ستساعدنا الخبرة المكتسبة من المناطق الأولية على تحسين تنفيذ المناطق التجريبية، بما يتيح توسيع نطاقها بشكل تدريجي».
ونقل موقع «أكسيوس» عن مسؤول في الخارجية الأمريكية تأكيده أن المحادثات الفنية في روما ستركز على المضي قدماً في التنفيذ الكامل للاتفاق الإطاري بين إسرائيل ولبنان.
وأضاف أن اتفاق الإطار الثلاثي هو السبيل الوحيد لتحقيق سلام دائم بين إسرائيل ولبنان، مشيراً إلى أن «التنفيذ الكامل للاتفاق يصب في المصلحة الواضحة لإسرائيل ولبنان، والإدارة الأمريكية ملتزمة بإنجاحه».
وأشار المسؤول إلى أن المنطقة النموذجية الأولى التي يجري تنفيذها حالياً في جنوب لبنان تُعد فرصةً لتحقيق تقدم ملموس على أرض الواقع واستعادة سلطة الدولة اللبنانية، مشيراً إلى أن تجربة المناطق الأولية ستساعد على إتقان تنفيذ المناطق التجريبية بما يتيح توسيع نطاقها على مراحل.
ويواصل الجيش اللبناني انتشاره في بلدة زوطر الغربية تنفيذاً لأول منطقة تجريبية في جنوب لبنان، وفقاً لاتفاق الإطار بين لبنان وإسرائيل.
وبموجب الاتفاق الإطاري الذي وُقع في يونيو الماضي، يُفترض أن يعمل الجيش اللبناني -بعد انتشاره في «المناطق التجريبية»- على نزع سلاح حزب الله منها، وحظر أي وجود عسكري لأي مجموعة خارج القوى الحكومية، على أن يشكّل ذلك تجربة لانسحاب إسرائيلي تدريجي من مناطق أخرى.
ورغم هدوء وتيرة القتال، يواصل الجيش الإسرائيلي شنّ ضربات متقطعة في الجنوب، واستنكر الجيش اللبناني العمليات العسكرية الإسرائيلية المستمرة في جنوب لبنان، وقال إنها تتسبب في إعاقة استكمال انتشاره بموجب اتفاق الإطار.
وكان الرئيس جوزيف عون حذر من أن لبنان لن يقبل باستمرار خرق إسرائيل بنود صيغة اتفاق الإطار، معرباً عن خشيته من أن يؤدي ذلك إلى التأثير على فعالية الاتفاق.
The United States announced today (Tuesday) the holding of a new round of negotiations between Israel and Lebanon in the Italian capital, Rome, from August 4 to 6, as part of the establishment of "experimental zones" according to the framework agreement between the two sides.
The French news agency reported a statement from a State Department official, who said that "the technical delegations will focus in Rome on advancing the full implementation of the framework agreement," pointing to the expansion of the "experimental zones" process, settling all outstanding border issues, and drafting a comprehensive agreement for peace and security.
He added: "The experience gained from the initial zones will help us improve the implementation of the experimental zones, allowing for their gradual expansion."
The Axios website quoted a U.S. State Department official confirming that the technical talks in Rome will focus on moving forward with the full implementation of the framework agreement between Israel and Lebanon.
He added that the trilateral framework agreement is the only way to achieve lasting peace between Israel and Lebanon, noting that "the full implementation of the agreement serves the clear interests of both Israel and Lebanon, and the U.S. administration is committed to its success."
The official pointed out that the first model area currently being implemented in southern Lebanon represents an opportunity to achieve tangible progress on the ground and restore the authority of the Lebanese state, indicating that the experience from the initial zones will help refine the implementation of the experimental zones, allowing for their phased expansion.
The Lebanese army continues its deployment in the town of Zawtar al-Gharbiyah as part of the first experimental zone in southern Lebanon, according to the framework agreement between Lebanon and Israel.
Under the framework agreement signed last June, the Lebanese army is supposed to work - after its deployment in the "experimental zones" - on disarming Hezbollah from those areas and prohibiting any military presence of any group outside of government forces, which is intended to serve as a trial for a gradual Israeli withdrawal from other areas.
Despite the calm in fighting, the Israeli army continues to carry out intermittent strikes in the south, and the Lebanese army condemned the ongoing Israeli military operations in southern Lebanon, stating that they hinder the completion of its deployment under the framework agreement.
President Joseph Aoun warned that Lebanon will not accept the continued violation of the framework agreement's terms by Israel, expressing concern that this could affect the effectiveness of the agreement.
