أعلن وزير المالية الروماني أليكساندرو نازاري أن وزارته أعدت مسودة مقترح لتطبيق ضريبة استهلاك متغيرة ومؤقتة على الوقود، بغرض المساعدة في كبح الزيادة الحالية في الأسعار الناتجة عن الصراع في الشرق الأوسط.
وأوضح نازاري أن مستوى ضريبة الاستهلاك قد يتراوح بين 5% و25% حسب السوق والرسوم الجمركية على النفط. وأشار إلى أن التأثير المقدر على الميزانية يبلغ نحو 100 مليون ليو شهرياً.
ومن المقرر أن يناقش البرلمان الروماني المقترح في جلسة برلمانية خاصة خلال الأسبوع الحالي. وسيتم تطبيق الإجراء لمدة 3 أشهر، ولن يؤدي إلى زيادة في عجز الميزانية المستهدف للعام الحالي بنسبة 6.2% من إجمالي الناتج المحلي.
هامش ربح
أقرت الحكومة الرومانية أخيراً حزمة ثانية من الإجراءات لمواجهة تطورات أسعار الوقود، بعد قرارها تحديد هامش الربح التجاري على البنزين والديزل منذ الأول من أبريل الماضي. تشمل الإجراءات الجديدة تخفيض ضريبة الإنتاج على الديزل العادي بمقدار 36 بانياً للتر، مع احتساب ضريبة القيمة المضافة في السعر.
الحد من التضخم
المتحدثة باسم الحكومة إيوانا دوجيويو أوضحت أسباب تخفيض ضريبة الإنتاج على الديزل العادي فقط، قائلة: «تم تخفيض ضريبة الإنتاج لأن أسعار الديزل هي الأكثر ارتفاعاً، كما أن استهلاك الديزل يشكل 75% من إجمالي الاستهلاك في السوق الرومانية، كما يجب أن نأخذ في الاعتبار أن سعر الديزل هو الأكثر تأثيراً على التضخم؛ لذا فإن التدخل لتحديد أسعار الديزل يساهم في الحد من التضخم، وتلك الإجراءات الممولة من ميزانية الدولة يجب أن تحمي غير المشترين للديزل من ارتفاع الأسعار قدر المستطاع».
The Romanian Minister of Finance, Alexandru Nazare, announced that his ministry has prepared a draft proposal to implement a variable and temporary consumption tax on fuel, aimed at helping to curb the current price increases resulting from the conflict in the Middle East.
Nazare clarified that the level of the consumption tax could range between 5% and 25% depending on the market and customs duties on oil. He noted that the estimated impact on the budget is around 100 million lei per month.
The Romanian parliament is scheduled to discuss the proposal in a special parliamentary session during this week. The measure will be applied for 3 months and will not lead to an increase in the budget deficit targeted for this year at 6.2% of GDP.
Profit Margin
The Romanian government has recently approved a second package of measures to address developments in fuel prices, following its decision to set a profit margin on gasoline and diesel since April 1st. The new measures include a reduction in the production tax on regular diesel by 36 bani per liter, with value-added tax included in the price.
Inflation Control
Government spokesperson Ioana Dogioiu explained the reasons for reducing the production tax only on regular diesel, stating: "The production tax has been reduced because diesel prices are the highest, and diesel consumption accounts for 75% of total consumption in the Romanian market. We must also consider that the price of diesel has the most significant impact on inflation; therefore, intervening to set diesel prices helps to curb inflation, and these measures funded by the state budget should protect non-diesel buyers from price increases as much as possible."
