عندما تتحدث عن لبنان تحضر إلى الأذهان شخصيات سياسية عدة؛ لكن يبقى الأكثر ثباتاً في الموقف في بلد تتغيّر فيه التحالفات والتوجهات «الحكيم» سمير جعجع. الشخصية الأكثر حضوراً على مسرح السياسة اللبنانية والأكثر شراسة في معركة سيادة واستقلال لبنان، بل الأكثر وضوحاً في معركته من أجل نزع سلاح «حزب الله» وحصره بيد الدولة اللبنانية.
«جعجع» الذي طالما دفع ثمن حريته من أجل لبنان يعتقد بأن الإنجازات السياسية فيما يتعلق بمسألة نزع سلاح «حزب الله» أفضل من وقت مضى، مشيراً إلى أن الدولة اللبنانية قطعت أكثر من نصف الطريق.
«عكاظ» التقت رئيس حزب القوات اللبنانية سمير جعجع وحاورته حول الوضع اللبناني والقضايا الإقليمية، فقال: «نحن أطلقنا دعوة منذ أكثر من 20 عاماً حول حصر السلاح بيد الدولة وتعزيز سيادتها لم تذهب سدى.. بل حققت نتائج كبيرة».
وحول ما يشاع عن تدخل سوري في لبنان، أوضح أن الشخص الوحيد الذي تحدث عن تدخل عسكري سوري في لبنان هو الرئيس الأمريكي دونالد ترمب. أما في سورية أو لبنان أو المنطقة، بدءاً من تركيا وصولاً إلى المملكة العربية السعودية، فهناك إجماع ضد هذا التدخل. وإلى تفاصيل الحوار:
قطعنا أكثر من نصف الطريق
• لديكم دائماً مفردات فيما يتعلق بالوضع اللبناني ونزع سلاح «حزب الله» والاستقلال نتيجة تراكم تدخلات سورية.. البعض يسأل إلى متى يبقى «جعجع» يفرط في هذه المفردات بلا جدوى.. هل هناك نهاية لهذا الاعتقاد؟
•• أولاً بلا جدوى غير صحيح.. والدليل أننا اليوم قطعنا أكثر من نصف الطريق.
الحكومة الحالية تختلف بشكل جذري ونوعي عن الحكومات والرؤساء السابقين.. يكفي أن نرى أنها دخلت في مفاوضات مع إسرائيل في واشنطن.. رغم أن الجميع يعرف موقف «حزب الله» الرافض لهذا المسار.. ليس انطلاقاً من موقف وطني، بل بسبب ارتباطه بإيران ورغبتها في استخدام لبنان كورقة ضمن مفاوضاتها الكبرى.
لذلك فإن الدعوة التي أطلقناها منذ أكثر من 20 عاماً حول حصر السلاح بيد الدولة وتعزيز سيادتها لم تذهب سدى، بل حققت نتائج كبيرة.
العمل السياسي يحتاج صبراً طويلاً
• كيف تقيّم أهمية العمل السياسي في الوصول إلى هذه النتائج؟
•• العمل السياسي يقوم على التراكم.. عليك أن تطرح رؤيتك وقناعاتك والحقيقة كما تراها، وتستمر في طرحها حتى تتمكّن من بناء أكثرية تؤيد هذا الخيار، خصوصاً في نظام مثل لبنان.
لبنان إذا تجاوز تأثير «حزب الله» يعود إلى نظام ديمقراطي حقيقي، بحيث تصبح الأكثرية هي التي تحدد الاتجاه.. وليس الأقلية التي تفرض رأيها. العمل السياسي يحتاج صبراً طويلاً، يتطلب أن تقوم بعملية سياسية أولى وعملية سياسية ثانية وثالثة، وهذا هو الفرق بينه وبين العمل العسكري. فالعمل العسكري قد يحقق نتيجة عبر عملية واحدة، أما العمل السياسي فيحتاج إلى خطوات متراكمة حتى الوصول إلى الهدف.
• بنفس السؤال.. هل لا يزال لديك تفاؤل؟
•• نعم، استمررنا بالتفاؤل حتى في أصعب الظروف خلال فترة سيطرة النظام السوري السابق على لبنان، وواصلنا العمل السياسي. واليوم أعتقد أننا قطعنا أكثر من نصف الطريق. برأيي الشعب اللبناني قطع نحو 60 إلى 70% من الطريق باتجاه بناء دولة فعلية، وهذا هو مفتاح أي نجاح.
الحرب الإقليمية تتوسع
• لبنان ساحة لتأثيرات الصراعات الإقليمية والدولية.. كيف تنظر إلى مستقبله في ظل الحرب الإقليمية الحالية؟
•• للأسف الحرب الإقليمية تتوسع ولا تبدو قريبة من نهايتها، قد تمر بمراحل تصعيد أو تراجع، لكن نهايتها الفعلية ما زالت بعيدة.. لأنها حرب إقليمية ودولية في المنطقة، أما بالنسبة للبنان فإن مسار الحكومة اللبنانية الحالي، لا سيما المسار الذي تقوده السلطة اللبنانية عبر رئيسَي الجمهورية والحكومة في واشنطن، بدأ يفصل الأزمة اللبنانية عن الصراعات الجارية في المنطقة، هذا الأمر كان مطلوباً منذ زمن وهو ما يحدث اليوم.
• هل تعتقد أن لبنان سيتمكّن من تجنّب أن يكون ساحة للصراع الإقليمي؟
•• نعم، أعتقد أن مسار واشنطن سيسمح للبنان أكثر فأكثر بالخروج من وضعية الساحة إلى وضعية الدولة المستقلة صاحبة القرار.. صحيح أننا لم نصل بعد إلى هذه المرحلة بشكل كامل، لكننا نسير في هذا الاتجاه.
إيران تحرّك القوى غير الشرعية
• هناك من يقول إن إيران هي التي تحرك القوة العسكرية غير الشرعية في لبنان، كيف تنظر إلى ذلك؟
•• صحيح.. إيران هي التي تحرّك القوة العسكرية غير الشرعية في لبنان، لكن هذه القوة أصبحت اليوم ضعيفة جداً ولم تعد قادرة على القيام بالأعمال التي كانت تقوم بها سابقاً، وفي أفضل الحالات فإن ما تسعى إليه هذه القوة هو الحفاظ على ما تبقى منها.. كما أن الحكومة اللبنانية وقّعت اتفاقاً مع إسرائيل في واشنطن، وعلى الرغم من أن «حزب الله» يعارض هذا المسار فإنه لم يتمكّن من منعه أو تغييره على أرض الواقع لأنه لم تعد لديه المقوّمات التي تسمح له باستمرار القتال.
إجماع ضد التدخل السوري
• هناك حديث في سورية ولبنان وبعض الأوساط الإقليمية عن احتمال تدخل سوري في لبنان للمساعدة في نزع سلاح «حزب الله».. ما حقيقة هذا الأمر؟
•• الشخص الوحيد الذي تحدث عن تدخل عسكري سوري في لبنان هو الرئيس الأمريكي دونالد ترمب، أما في سورية أو لبنان أو المنطقة، بدءاً من تركيا وصولاً إلى المملكة العربية السعودية، فهناك إجماع ضد هذا التدخل. أما بالنسبة لاحتمال أن تطلب الحكومة اللبنانية ذلك فأعتقد أن لبنان لن يطلبه بأي حال من الأحوال قبل أن يقوم بما هو مطلوب منه داخلياً.
حتى الآن لم يقم لبنان بما هو مطلوب منه على هذا الصعيد، وهناك اعتبارات عديدة لدى رئيس الجمهورية الذي يفضّل دائماً حل الأمور بالطرق السلمية والحسنة ما دام ذلك ممكناً.
ليس وارداً لا سورياً ولا لبنانياً
• هل لدى القيادة السورية الحالية نية للتدخل في لبنان؟
•• لا.. هذا الأمر ليس وارداً لا لدى الحكومة اللبنانية ولا لدى الحكومة السورية، الرئيس السوري أحمد الشرع كان واضحاً دائماً بأنه لا يريد هذه المهمة؛ لأنها قد تعرّض النظام السوري للخطر.. فلو افترضنا نظرياً حدوث تدخل سوري في لبنان فإن إيران لن تقف مكتوفة الأيدي وقد تحاول الرد عبر تحريك ما تبقى لها من نفوذ في العراق على الحدود السورية العراقية، أو عبر الخلايا التابعة لها داخل سورية.. لذلك فالأمر ليس بهذه البساطة أو السهولة.
• إذا حدث مثل هذا السيناريو.. هل يمكن أن يتحوّل لبنان من دولة صديقة إلى دولة معادية لسورية؟
•• لا لن يحدث ذلك.. لم ألمس أي نية لدى أي مسؤول لبناني وعلى مختلف المستويات لطلب مساعدة من سورية في هذا المجال، كما لم ألمس أي نية سورية للقيام بذلك.. قبل أسبوعين كان وزير الخارجية السوري أسعد الشيباني في لبنان ولم يكن هذا الموضوع مطروحاً على الإطلاق.
زيارة دمشق في أقرب وقت
• متى يمكن أن تزور دمشق؟
•• وزير الخارجية السوري نقل لي دعوة كريمة لزيارة دمشق، وأنا لدي رغبة في تلبيتها منذ بداية المرحلة الجديدة في سورية.. أحاول أن ألبّي الدعوة في أقرب وقت ممكن فهي ليست مجرد واجب بروتوكولي بل لديّ رغبة حقيقية بالقيام بها. هناك وضع أمني دقيق، خصوصاً أن الوصول إلى دمشق يتطلب المرور بمناطق عدة داخل لبنان، لا سيما المناطق الحدودية، لذلك تحتاج الزيارة إلى دراسة وترتيب.. وقد تحدثت مع الوزير الشيباني حول ذلك ووافقني الرأي.
الخطاب السياسي السوري مطمئن
• هل أنت مطمئن إلى القيادة الحالية في دمشق؟
•• أنا لا أتعامل مع الأمر بعاطفة بل بطريقة علمية، ومنذ استلام القيادة الحالية في دمشق وحتى الآن لم ألحظ أي أمر يدعو إلى القلق.. ما سمعته من خطاب سياسي هو الخطاب الذي كنا نتمناه منذ وقت طويل، وما رأيته من خطوات على الحدود اللبنانية السورية أو داخل سورية يدعو إلى الاطمئنان.
• هل يعني ذلك أنك أصبحت مطمئناً بشكل كامل إلى مستقبل العلاقة مع سورية؟
•• إذا أردت أن أكون علمياً فلا يمكن إصدار حكم نهائي، فالأيام القادمة ستوضح الكثير، لكن يمكن القول إن كل ما جرى حتى الآن يدعو إلى الاطمئنان ونحن بانتظار تطورات المرحلة القادمة؛ لذلك فالأمر ليس بهذه البساطة أو السهولة.
When talking about Lebanon, several political figures come to mind; however, the most steadfast in his position in a country where alliances and orientations change is "the wise" Samir Geagea. He is the most prominent figure on the Lebanese political stage and the fiercest in the battle for Lebanon's sovereignty and independence, as well as the most vocal in his fight to disarm "Hezbollah" and confine its arms to the Lebanese state.
Geagea, who has long paid the price for his freedom for the sake of Lebanon, believes that political achievements regarding the issue of disarming "Hezbollah" are better than ever, pointing out that the Lebanese state has made significant progress.
"Okaz" met with the head of the Lebanese Forces Party, Samir Geagea, and discussed with him the Lebanese situation and regional issues. He stated: "We launched a call over 20 years ago to confine arms to the state and strengthen its sovereignty, and it has not gone in vain... rather, it has achieved significant results."
Regarding the rumors of Syrian intervention in Lebanon, he clarified that the only person who spoke about Syrian military intervention in Lebanon is U.S. President Donald Trump. As for Syria, Lebanon, or the region, from Turkey to Saudi Arabia, there is a consensus against this intervention. Here are the details of the dialogue:
We have crossed more than half the way
• You always have terminology regarding the Lebanese situation, the disarmament of "Hezbollah," and independence due to the accumulation of Syrian interventions... some ask how long Geagea will continue to use this terminology without purpose... Is there an end to this belief?
•• First, saying it is without purpose is incorrect... and the proof is that today we have crossed more than half the way.
The current government is fundamentally and qualitatively different from previous governments and presidents... it is enough to see that it has entered into negotiations with Israel in Washington... even though everyone knows "Hezbollah's" position rejecting this path... not from a national stance, but due to its ties with Iran and its desire to use Lebanon as a card in its larger negotiations.
Therefore, the call we made over 20 years ago to confine arms to the state and strengthen its sovereignty has not gone in vain, but has achieved significant results.
Political work requires long patience
• How do you assess the importance of political work in achieving these results?
•• Political work is based on accumulation... you have to present your vision and convictions and the truth as you see it, and continue to present it until you can build a majority that supports this option, especially in a system like Lebanon.
If Lebanon overcomes the influence of "Hezbollah," it will return to a true democratic system, where the majority determines the direction... not the minority imposing its opinion. Political work requires long patience; it requires you to engage in one political process, then a second and a third, and this is the difference between it and military work. Military work may achieve results through one operation, while political work requires cumulative steps to reach the goal.
• On the same question... do you still have optimism?
•• Yes, we have continued to be optimistic even in the most difficult circumstances during the period of the previous Syrian regime's control over Lebanon, and we continued political work. Today, I believe we have crossed more than half the way. In my opinion, the Lebanese people have completed about 60 to 70% of the way towards building a real state, and this is the key to any success.
The regional war is expanding
• Lebanon is a field for the influences of regional and international conflicts... how do you view its future in light of the current regional war?
•• Unfortunately, the regional war is expanding and does not seem close to its end; it may go through phases of escalation or retreat, but its actual end is still far away... because it is a regional and international war in the area. As for Lebanon, the current path of the Lebanese government, especially the path led by the Lebanese authority through the Presidents of the Republic and the Government in Washington, has begun to separate the Lebanese crisis from the ongoing conflicts in the region, which has been needed for a long time and is what is happening today.
• Do you think Lebanon will be able to avoid being a battleground for regional conflict?
•• Yes, I believe that the Washington path will allow Lebanon more and more to move from being a battleground to being an independent state with decision-making power... it is true that we have not yet fully reached this stage, but we are moving in this direction.
Iran moves the illegal forces
• Some say that Iran is the one moving the illegal military force in Lebanon; how do you view that?
•• It is true... Iran is the one moving the illegal military force in Lebanon, but this force has become very weak today and is no longer capable of carrying out the operations it used to conduct previously. In the best cases, what this force seeks is to maintain what remains of it... and the Lebanese government has signed an agreement with Israel in Washington, and although "Hezbollah" opposes this path, it has not been able to prevent or change it on the ground because it no longer has the capabilities that allow it to continue fighting.
Consensus against Syrian intervention
• There is talk in Syria and Lebanon and some regional circles about the possibility of Syrian intervention in Lebanon to help disarm "Hezbollah"... what is the truth of this matter?
•• The only person who spoke about Syrian military intervention in Lebanon is U.S. President Donald Trump. As for Syria, Lebanon, or the region, from Turkey to Saudi Arabia, there is a consensus against this intervention. As for the possibility that the Lebanese government would request it, I believe that Lebanon will not request it under any circumstances before it does what is required of it internally.
So far, Lebanon has not done what is required of it in this regard, and there are many considerations for the President of the Republic, who always prefers to resolve matters peacefully and amicably as long as that is possible.
Neither Syrian nor Lebanese intervention is on the table
• Does the current Syrian leadership have any intention to intervene in Lebanon?
•• No... this matter is not on the table for either the Lebanese government or the Syrian government. Syrian President Ahmad al-Shara has always been clear that he does not want this mission; because it could endanger the Syrian regime... If we theoretically assume that a Syrian intervention in Lebanon occurs, Iran will not stand idly by and may try to respond by activating what remains of its influence in Iraq along the Syrian-Iraqi border, or through its affiliated cells inside Syria... therefore, it is not that simple or easy.
• If such a scenario occurs... could Lebanon turn from a friendly state to an enemy state to Syria?
•• No, that will not happen... I have not sensed any intention from any Lebanese official at various levels to request assistance from Syria in this regard, nor have I sensed any Syrian intention to do so... Two weeks ago, the Syrian Foreign Minister Asaad al-Shibani was in Lebanon, and this topic was not raised at all.
Visit to Damascus as soon as possible
• When can you visit Damascus?
•• The Syrian Foreign Minister conveyed to me a gracious invitation to visit Damascus, and I have a desire to respond to it since the beginning of the new phase in Syria... I am trying to fulfill the invitation as soon as possible, as it is not just a protocol duty but I have a genuine desire to do so. There is a delicate security situation, especially since reaching Damascus requires passing through several areas within Lebanon, particularly the border areas, so the visit needs to be studied and arranged... and I have discussed this with Minister al-Shibani, and he agreed with me.
The Syrian political discourse is reassuring
• Are you reassured about the current leadership in Damascus?
•• I do not approach the matter emotionally but scientifically, and since the current leadership in Damascus took over until now, I have not noticed anything that raises concern... what I have heard from the political discourse is the discourse we have long hoped for, and what I have seen of steps on the Lebanese-Syrian border or inside Syria is reassuring.
• Does this mean that you are completely reassured about the future of the relationship with Syria?
•• If I want to be scientific, a final judgment cannot be made; the coming days will clarify much, but it can be said that everything that has happened so far is reassuring, and we are awaiting developments in the coming phase; therefore, it is not that simple or easy.
