فرضت أمريكا (الأربعاء) عقوبات جديدة على كيانات روسية وإيرانية في إطار مكافحة انتشار الأسلحة والإرهاب.
وذكر موقع وزارة الخزانة الأمريكية أن العقوبات شملت سبعة أفراد وكيانات، موضحاً أنهم يشكلون جزءاً من شبكة دولية تدعم جهود شراء الأسلحة لصالح الحرس الثوري الإيراني، وذلك عقب الهجمات الإيرانية على سفن تجارية في مضيق هرمز.
وقالت الوزارة إن الشبكة استخدمت شركات طيران ونقل أجنبية، وقنوات مالية، ومنسقي سفر لإخفاء دور الحرس الثوري في عمليات شراء الأسلحة بشكل غير مشروع، ونقل المعدات والأفراد عبر دول عدة، مبينة أن العقوبات الجديدة تأتي استكمالاً لإجراءات اتخذتها في 8 مايو و10 يونيو 2026، واستهدفت شبكات مسؤولة عن تأمين أسلحة للحرس الثوري ولمركز الابتكار والتعاون التكنولوجي الإيراني، بما في ذلك أنظمة الدفاع الجوي المحمولة على الكتف (MANPADS).
وذكرت الوزارة أن العقوبات صدرت بموجب الأمر التنفيذي 13382 الخاص بمكافحة انتشار أسلحة الدمار الشامل، والذي يستهدف الجهات الداعمة لبرامج التسلح الإيرانية.
وأفادت الوزارة أن الشبكة يقودها الإيراني بهروز نمازي، وتعمل على تأمين الأسلحة لصالح الحرس الثوري، ويشغل منصب المدير العام لشركة نيكا جيت في طهران، المتخصصة في خدمات إنتاج وتوزيع وصيانة قطع غيار الطائرات والطائرات المسيّرة.
وأفاد بيان الوزارة أن شركة «فانغارد تاكتيكال سبلاي» النيجيرية عملت وسيطاً في عمليات التوريد، بينما شاركت المواطنة الإيطالية دونيا الطيب، المقيمة في ميلانو، في جهود شراء الأسلحة لصالح نمازي.
وبحسب بيان الوزارة، فإن العقوبات شملت أيضاً المواطنة الروسية ماريا فلاديميروفنا سيلينا، التي وصفتها واشنطن بأنها تعمل منذ سنوات في شراء المعدات لصالح إيران، وتشغل منصب رئيسة الإدارة المالية في شركة «أفراتيك» الروسية للنقل الجوي، متهمة إياها بدعم عمليات التوريد الخاصة بالحرس الثوري، كما فرضت أمريكا عقوبات على المواطن الروسي فاديم أناتوليفيتش دروجبين، الموظف في شركة «أفراتيك»، والذي قالت إنه يعمل على تنسيق سفر أعضاء الشبكة والمشاركة سابقاً في تنسيق شحنات إيرانية.
On Wednesday, the United States imposed new sanctions on Russian and Iranian entities as part of its efforts to combat the proliferation of weapons and terrorism.
The U.S. Treasury Department's website stated that the sanctions included seven individuals and entities, noting that they are part of an international network supporting efforts to purchase weapons for the Iranian Revolutionary Guard, following Iranian attacks on commercial ships in the Strait of Hormuz.
The department indicated that the network used foreign airlines and transportation companies, financial channels, and travel coordinators to conceal the Revolutionary Guard's role in illicit arms purchases and the transportation of equipment and individuals across several countries, explaining that the new sanctions are a continuation of measures taken on May 8 and June 10, 2026, targeting networks responsible for securing weapons for the Revolutionary Guard and the Iranian Center for Innovation and Technological Cooperation, including shoulder-fired air defense systems (MANPADS).
The department stated that the sanctions were issued under Executive Order 13382 aimed at combating the proliferation of weapons of mass destruction, which targets entities supporting Iranian armament programs.
The ministry reported that the network is led by Iranian Behrouz Namazi, who works to secure weapons for the Revolutionary Guard and serves as the general manager of Nika Jet in Tehran, specializing in the production, distribution, and maintenance of aircraft and drone spare parts.
The ministry's statement noted that the Nigerian company "Vanguard Tactical Supply" acted as an intermediary in the supply operations, while Italian citizen Donia Al-Tayeb, residing in Milan, participated in efforts to purchase weapons on behalf of Namazi.
According to the ministry's statement, the sanctions also included Russian citizen Maria Vladimirovna Selina, whom Washington described as having worked for years in procuring equipment for Iran, serving as the head of the financial department at the Russian air transport company "Avratic," and accused her of supporting supply operations for the Revolutionary Guard. Additionally, the U.S. imposed sanctions on Russian citizen Vadim Anatolievich Druzhbin, an employee at "Avratic," who was said to coordinate travel for network members and previously participated in coordinating Iranian shipments.
