وسط خلافات بشأن الالتزام بالاتفاق المؤقت، شرع مفاوضون أمريكيون وإيرانيون في محادثات فنية غير مباشرة، اليوم الأربعاء، في الدوحة في إطار تنفيذ بنود مذكرة التفاهم لإنهاء الحرب.
وأعلن دبلوماسي مطّلع على سير المفاوضات، أن «مسؤولين أمريكيين وإيرانيين يُجرون محادثات فنية غير مباشرة عبر الوسطاء القطريين والباكستانيين بشأن مذكرة التفاهم، استناداً إلى التقدم المحرز خلال قمة بحيرة لوسيرن» في سويسرا، بحسب ما نقلت «فرانس برس».
ونقلت وكالة «رويترز» عن مصدر مطلع قوله إن محادثات فنية غير مباشرة بين أمريكا وإيران جارية في الدوحة بوساطة قطر وباكستان وبمشاركة كبار المفاوضين وفرق متخصصة. وأشار إلى أن الوفد الأمريكي التقى رئيس وزراء قطر أمس؛ لوضع الأسس لمحادثات اليوم الفنية دون حضور الجلسات.
من جهته، أكد رئيس الوزراء القطري محمد بن عبدالرحمن آل ثاني للمبعوثين الأمريكيين ستيف ويتكوف وجاريد كوشنر استمرار قطر في جهود الوساطة، ودعمها لكافة مسارات المحادثات المنبثقة عن مذكرة التفاهم بين أمريكا وإيران.
وذكرت الخارجية القطرية أن ويتكوف وكوشنر أكدا التزام الولايات المتحدة بمواصلة المسار التفاوضي ودعم الجهود الدبلوماسية الهادفة إلى التوصل إلى اتفاق شامل.
من جانبها، رجّحت إيران أنه بموجب مذكّرة التفاهم مع الولايات المتّحدة، ستجري في قطر مباحثات بشأن الإفراج عن أصولها المجمّدة، مؤكّدة أنّها لا تعتزم لقاء الوفد الأمريكي الذي وصل إلى الدوحة.
وقال كبير المفاوضين الإيرانيين محمد باقر قاليباف إن طهران لن تدخل في مفاوضات أخرى حتى استيفاء شروط المذكرة.
ذكرت وسائل إعلام رسمية إيرانية، الأربعاء، أن «سفينة حاويات أجنبية جنحت في مضيق هرمز، بعد دخولها مياهاً ضحلة خارج الممر الملاحي الذي حددته السلطات الإيرانية».
وأشارت إلى «تحذير الحرس الثوري بضرورة مرور السفن عبر الممر الواقع جنوبي جزيرة لارك الإيرانية»، الذي تعده طهران «الممر الوحيد المعتمد لدخول وخروج السفن العابرة للمضيق».
Amid disagreements over adherence to the interim agreement, American and Iranian negotiators began indirect technical talks today, Wednesday, in Doha as part of implementing the terms of the memorandum of understanding to end the war.
A diplomat familiar with the negotiations announced that "American and Iranian officials are conducting indirect technical talks through Qatari and Pakistani mediators regarding the memorandum of understanding, based on the progress made during the Lake Lucerne summit" in Switzerland, according to what was reported by "AFP".
Reuters reported from a knowledgeable source that indirect technical talks between the U.S. and Iran are ongoing in Doha, mediated by Qatar and Pakistan, with the participation of senior negotiators and specialized teams. He noted that the American delegation met with the Prime Minister of Qatar yesterday to lay the groundwork for today's technical discussions without attending the sessions.
For his part, Qatari Prime Minister Mohammed bin Abdulrahman Al Thani assured the American envoys Steve Wietcov and Jared Kushner of Qatar's continued mediation efforts and its support for all negotiation tracks stemming from the memorandum of understanding between the U.S. and Iran.
The Qatari Foreign Ministry stated that Wietcov and Kushner affirmed the United States' commitment to continue the negotiation process and support diplomatic efforts aimed at reaching a comprehensive agreement.
For its part, Iran suggested that under the memorandum of understanding with the United States, discussions regarding the release of its frozen assets would take place in Qatar, confirming that it does not intend to meet with the American delegation that arrived in Doha.
Iran's chief negotiator Mohammad Baqer Qalibaf stated that Tehran will not enter into further negotiations until the conditions of the memorandum are fulfilled.
Iranian state media reported on Wednesday that "a foreign container ship ran aground in the Strait of Hormuz after entering shallow waters outside the shipping lane designated by Iranian authorities."
It pointed to "the Revolutionary Guard's warning about the necessity for ships to pass through the lane located south of Iran's Lark Island," which Tehran considers "the only approved passage for ships transiting the strait."
