كشفت صحيفة «ذا أوبزرفر» البريطانية أن رئيس الوزراء البريطاني المستقيل، كير ستارمر، يعتزم الترشح لمنصب الأمين العام لحلف شمال الأطلسي (الناتو) بعد مغادرته رئاسة الحكومة، في خطوة قد تبقيه حاضراً في المشهد السياسي والدبلوماسي الدولي.
وذكرت الصحيفة أن منصب الأمين العام للحلف من المتوقع أن يصبح شاغراً في 2028، مشيرة إلى أن ستارمر ينظر إلى المنصب باعتباره وجهته السياسية القادمة، في ظل ما يتمتع به من حضور متزايد على الساحة الأوروبية خلال فترة توليه رئاسة الحكومة.
وأضاف التقرير أن نجاح أي ترشح محتمل سيتطلب دعماً واضحاً من الحكومة البريطانية، إلى جانب توافق بين الدول الأعضاء في الحلف، وهو ما يجعل فرصه مرتبطة بالتوازنات السياسية داخل الناتو خلال السنوات القادمة.
ونقلت الصحيفة عن مؤيدين لستارمر قولهم إن أداءه خلال القمم الدولية، ولا سيما قمة مجموعة السبع الأخيرة، حظي بإشادة عدد من القادة الأوروبيين، كما أشارت إلى طبيعة العلاقة الوثيقة التي جمعته بالرئيس الأوكراني فولوديمير زيلينسكي، في ظل التنسيق المستمر بين البلدين بشأن ملفات الأمن والدفاع.
وكان ستارمر قد أعلن في 22 يونيو استقالته من زعامة حزب العمال ورئاسة الحكومة، وأبلغ الملك تشارلز الثالث بقراره، في وقت تواجه بريطانيا تحديات سياسية واقتصادية متزايدة.
ويشغل منصب الأمين العام لحلف شمال الأطلسي أحد أبرز المناصب السياسية والأمنية في العالم، إذ يتولى صاحبه تنسيق أعمال الحلف، ورئاسة اجتماعات مجلس شمال الأطلسي، وقيادة المشاورات السياسية بين الدول الأعضاء، إضافة إلى تمثيل الحلف على الساحة الدولية.
ويُختار الأمين العام بالتوافق والإجماع بين جميع الدول الأعضاء في الحلف، وليس عبر انتخابات مباشرة، وعادة ما يكون شخصية سياسية أوروبية بارزة، بينما يتولى قائد عسكري أمريكي تقليدياً منصب القائد الأعلى لقوات الحلف في أوروبا.
وعلى مدار تاريخ الحلف، تولى المنصب عدد من الشخصيات الأوروبية البارزة من دول أعضاء، من بينها المملكة المتحدة، إذ شغل السياسي البريطاني اللورد هاستينغز إسماي منصب أول أمين عام للناتو بين 1952 و1957، كما سبق أن تولى المنصب مسؤولون من هولندا والدنمارك وبلجيكا وإيطاليا وإسبانيا والنرويج. ويشغل المنصب حالياً رئيس الوزراء الهولندي السابق مارك روته، الذي تولى مهماته في أكتوبر 2024 بعد حصوله على توافق جميع أعضاء الحلف.
وفي ظل استمرار الحرب في أوكرانيا وتصاعد التوترات مع روسيا، اكتسب منصب الأمين العام للناتو أهمية متزايدة، باعتباره أحد أبرز المناصب المؤثرة في رسم السياسات الأمنية والدفاعية للدول الغربية خلال السنوات القادمة.
The British newspaper "The Observer" revealed that the resigned British Prime Minister, Keir Starmer, intends to run for the position of Secretary General of NATO after leaving the premiership, a move that could keep him present in the international political and diplomatic scene.
The newspaper mentioned that the position of Secretary General of the alliance is expected to become vacant in 2028, noting that Starmer views the position as his next political destination, given his increasing presence on the European stage during his tenure as Prime Minister.
The report added that the success of any potential candidacy would require clear support from the British government, along with consensus among the member states of the alliance, which makes his chances dependent on the political balances within NATO in the coming years.
The newspaper quoted Starmer's supporters as saying that his performance during international summits, particularly the recent G7 summit, received praise from several European leaders. It also highlighted the nature of the close relationship he has built with Ukrainian President Volodymyr Zelensky, amid ongoing coordination between the two countries on security and defense issues.
Starmer announced his resignation from the leadership of the Labour Party and the premiership on June 22, informing King Charles III of his decision, at a time when Britain is facing increasing political and economic challenges.
The position of Secretary General of NATO is one of the most prominent political and security roles in the world, as the holder coordinates the alliance's activities, chairs meetings of the North Atlantic Council, leads political consultations among member states, and represents the alliance on the international stage.
The Secretary General is chosen by consensus among all member states of the alliance, rather than through direct elections, and is usually a prominent European political figure, while a U.S. military leader traditionally holds the position of Supreme Allied Commander in Europe.
Throughout the history of the alliance, several prominent European figures from member countries have held the position, including the United Kingdom, where British politician Lord Hastings Ismay served as the first Secretary General of NATO from 1952 to 1957. The position has also been held by officials from the Netherlands, Denmark, Belgium, Italy, Spain, and Norway. The position is currently held by former Dutch Prime Minister Mark Rutte, who assumed his duties in October 2024 after gaining consensus from all alliance members.
In light of the ongoing war in Ukraine and rising tensions with Russia, the position of NATO Secretary General has gained increasing importance, as it is one of the most influential roles in shaping the security and defense policies of Western countries in the coming years.
