أدرجت لجنة تنفيذ قرارات مجلس الأمن الصادرة بموجب الفصل السابع، والمتعلقة بمكافحة الإرهاب ومنع انتشار أسلحة الدمار الشامل في الكويت، اليوم (الأحد)، 8 مستشفيات لبنانية على القائمة الوطنية لكافة الشركات والمؤسسات المالية المصنفة على قوائم الإرهاب.
وأفادت وسائل إعلام كويتية بأن اللجنة التي تتبع وزارة الخارجية الكويتية صنفت المستشفيات اللبنانية الثمانية على قوائم الإرهاب.
وتقوم اللجنة سواء من تلقاء نفسها أو استناداً إلى طلب من جهة أجنبية مختصة أو جهة محلية، بإدراج أي شخص يشتبه به بناء على أسس معقولة أنه ارتكب أو يحاول ارتكاب عمل إرهابي، أو يشارك في أو يسهل ارتكاب عمل إرهابي.
والمستشفيات المدرجة هي: مستشفى «الشيخ راغب حرب الجامعي»، في مدينة النبطية، مستشفى «صلاح غندور»، في بنت جبيل، مستشفى «الأمل»، في بعلبك، مستشفى «سان جورج»، في الحدث، مستشفى «دار الحكمة»، في بعلبك، مستشفى «البتول»، في الهرمل، بمنطقة البقاع، مستشفى «الشفاء»، في خلدة، مستشفى «الرسول الأعظم»، بطريق المطار، في بيروت.
وطلبت اللجنة تنفيذ قرار الإدراج حسب ما نصت عليه المواد 21 و22 و23 من اللائحة التنفيذية الخاصة باللجنة.
وتنص المادة 21 على الطلب «من كل شخص تجميد الأموال والموارد الاقتصادية، التي تعود ملكيتها أو يسيطر عليها، بشكل مباشر أو غير مباشر، بالكامل أو جزئياً، (الأشخاص المنصوص عليهم) دون تأخير ودون إخطار مسبق».
وتحظر المادة 23 «على أي شخص داخل حدود دولة الكويت أو أي مواطن كويتي خارج البلاد تقديم أو جعل الأموال أو الموارد الاقتصادية متاحة لأي شخص مدرج، أو تقديم خدمات مالية أو خدمات ذات صلة لصالح شخص مدرج، سواء بشكل مباشر أو غير مباشر سواءً بالكامل أو جزئياً، أو من خلال كيان يملكه أو يُسيطر عليه بشكل مباشرة أو غير مباشر، أو يعمل بتوجيه من شخص مدرج». ولا يشمل هذا الحظر إضافة الفوائد المستحقة على الحسابات المجمدة.
The Committee for the Implementation of Security Council Resolutions issued under Chapter VII, related to combating terrorism and preventing the proliferation of weapons of mass destruction in Kuwait, today (Sunday), included 8 Lebanese hospitals on the national list of all companies and financial institutions classified on the terrorism lists.
Kuwaiti media reported that the committee, which is affiliated with the Kuwaiti Ministry of Foreign Affairs, classified the eight Lebanese hospitals on the terrorism lists.
The committee, either on its own initiative or based on a request from a relevant foreign entity or a local entity, includes any person suspected on reasonable grounds of having committed or attempting to commit a terrorist act, or participating in or facilitating the commission of a terrorist act.
The listed hospitals are: "Sheikh Raghib Harb University Hospital" in Nabatieh, "Salah Ghandoor Hospital" in Bint Jbeil, "Al-Amal Hospital" in Baalbek, "Saint George Hospital" in Hadath, "Dar Al-Hekma Hospital" in Baalbek, "Al-Batoul Hospital" in Hermel, in the Bekaa region, "Al-Shifa Hospital" in Khaldeh, and "Al-Rasoul Al-Azam Hospital" on the airport road in Beirut.
The committee requested the implementation of the listing decision as stipulated in Articles 21, 22, and 23 of the executive regulations of the committee.
Article 21 states the request "from any person to freeze the funds and economic resources that are owned or controlled, directly or indirectly, in whole or in part, (the designated persons) without delay and without prior notice."
Article 23 prohibits "any person within the borders of the State of Kuwait or any Kuwaiti citizen abroad from providing or making available funds or economic resources to any listed person, or providing financial services or related services for the benefit of a listed person, whether directly or indirectly, in whole or in part, or through an entity owned or controlled directly or indirectly, or acting under the direction of a listed person." This prohibition does not include the addition of accrued interest on frozen accounts.
