أعلنت القيادة الأمريكية في أوروبا اليوم (الخميس)، أن الولايات المتحدة وروسيا اتفقتا على استئناف الحوار العسكري رفيع المستوى بين الجانبين.
وذكرت القيادة العسكرية الأوروبية في بيان، أنه تم تعليق العمل بهذه القناة في خريف عام 2021، قبيل اندلاع الحرب في أوكرانيا، لكن إعادة تفعيلها جاء عقب اجتماعات عُقدت بين الجنرال أليكسوس غرينكويتش، قائد القيادة الأمريكية الأوروبية، وكبار المسؤولين العسكريين من روسيا وأوكرانيا.
وأشار إلى أن الحفاظ على الحوار بين الجيوش يعد عاملاً مهماً في تعزيز الاستقرار والسلام العالميين، اللذين لا يمكن تحقيقهما إلا من خلال القوة، كما يوفر هذا الحوار وسيلة لزيادة الشفافية وخفض التصعيد.
وأشارت إلى أن هذه القناة ستوفّر تواصلاً عسكرياً منتظماً بين الطرفين، في وقت يواصلان فيه العمل من أجل التوصل إلى سلام دائم، مبينة أن الجنرال غرينكويتش، يتمتع بحكم منصبه قائداً أعلى لقوات حلف شمال الأطلسي في أوروبا، بصلاحيات قائمة تتيح له الحفاظ على الحوار العسكري مع رئيس هيئة الأركان العامة للاتحاد الروسي الجنرال فاليري جيراسيموف، بهدف تفادي سوء التقدير وتوفير آلية لتجنب أي تصعيد غير مقصود من أي من الجانبين.
وذكرت أن غرينكويتش يتطلع إلى الشروع في هذا الحوار الرفيع المستوى.
The U.S. European Command announced today (Thursday) that the United States and Russia have agreed to resume high-level military dialogue between the two sides.
The European military command stated in a statement that this channel had been suspended in the fall of 2021, just before the outbreak of the war in Ukraine, but its reactivation came after meetings held between General Alexus Greenkwich, the commander of the U.S. European Command, and senior military officials from Russia and Ukraine.
It was noted that maintaining dialogue between the armies is an important factor in enhancing global stability and peace, which can only be achieved through strength, and this dialogue provides a means to increase transparency and reduce escalation.
It was pointed out that this channel will provide regular military communication between the two parties, at a time when they continue to work towards achieving lasting peace, indicating that General Greenkwich, by virtue of his position as the Supreme Commander of NATO forces in Europe, has existing authorities that allow him to maintain military dialogue with the Chief of the General Staff of the Russian Federation, General Valery Gerasimov, in order to avoid miscalculations and provide a mechanism to prevent any unintended escalation from either side.
It was mentioned that Greenkwich looks forward to embarking on this high-level dialogue.
