فيما تواجه أوكرانيا ضغوطاً أمريكية للقبول بتنازلات عن مساحات واسعة من الأراضي لروسيا، تتحرك العواصم الأوروبية نحو بلورة ضمانات أمنية قوية وإعداد خطة سلام جديدة، بالتوازي مع صياغة حزمة واسعة من تدابير إعادة الإعمار.
إحباط أمريكي علني
وعقد الرئيس الأوكراني فولوديمير زيلينسكي، أمس (الإثنين)، محادثات في لندن مع قادة بريطانيا وألمانيا وفرنسا، لبحث إعداد مقترحات سلام يُعتزم عرضها على الولايات المتحدة، الثلاثاء، حيث أعلن زيلينسكي عقبه رفض التنازل عن أي أراض لروسيا.
ووسط إحباط أمريكي علني إزاء كييف، كشف مسؤول أوروبي رفيع أن واشنطن تصر على أن تتخلى أوكرانيا عن إقليم دونباس بالكامل، والذي لا تزال تسيطر على نحو 30% منه، لعقد اتفاق سلام مع روسيا لإنهاء الحرب.
واعتبر الرئيس الفرنسي إيمانويل ماكرون عبر منصة «إكس»، أن الاجتماع مع زيلينسكي «أسهم في التقدم على طريق الوصول إلى سلام عادل ودائم»، لافتا إلى أن العمل جارٍ لإعداد ضمانات أمنية قوية وتدابير لإعادة إعمار أوكرانيا.
مقترح أوروبي للسلام
فيما أعلن زيلينسكي أن المقترح الأوكراني الأوروبي للسلام، سيكون جاهزاً بحلول، اليوم (الثلاثاء)، لمشاركته مع الولايات المتحدة.
وقال زيلينسكي في طريقه من لندن إلى بروكسل لحضور اجتماعات مع قادة حلف شمال الأطلسي الناتو والاتحاد الأوروبي: أعتقد أن خطة السلام الجديدة ستكون جاهزة مساء (الثلاثاء)، أعتقد أننا سندرسها مرة أخرى، ونرسلها إلى الولايات المتحدة.
من جانبه، أعرب المستشار الألماني فريدريش ميرتس عن شكوكه في بعض التفاصيل التي تظهر في الوثائق الأمريكية، مؤكداً دعم أوروبا الكامل لأوكرانيا.
تنازلات وضغوط متصاعدة
ونقل موقع أكسيوس عن مسؤولين أوكرانيين قولهم: إن زيلينسكي يواجه ضغوطاً متصاعدة من الولايات المتحدة للقبول بتنازلات كبيرة، بينها التخلي عن مساحات واسعة من الأراضي، في إطار خطة السلام التي طرحها الرئيس الأمريكي.
وبحسب الموقع، يرى مسؤولون أوكرانيون أن بعض جوانب الخطة الأمريكية الحالية تميل لمصلحة موسكو، وأن واشنطن تمارس ضغوطاً على زيلينسكي أكثر مما تفعل مع الرئيس الروسي فلاديمير بوتين، وهو ما نفاه مسؤول أمريكي، مؤكداً أن الولايات المتحدة ضغطت أيضا على بوتين لتخفيف مطالبه.
وأفصح الموقع أن مسار التفاوض الحالي يركز على قضيتين رئيسيتين هي مطالبة روسيا بأن تتخلى أوكرانيا عن كامل منطقة دونباس، بما في ذلك أجزاء لا تسيطر عليها موسكو، ومطالبة أوكرانيا بالحصول على ضمانات أمنية قوية من الولايات المتحدة لمنع أي عدوان روسي مستقبلي.
لا اختراق حتى الآن
ووصف مسؤول أوكراني العرض الأمريكي بأنه «أصبح أسوأ» من وجهة نظر كييف بعد اجتماع استمر 5 ساعات بين المبعوثين الأمريكيين ستيف ويتكوف وجاريد كوشنر وبوتين في الكرملين الأسبوع الماضي.
ولفت إلى أن ويتكوف وكوشنر بديا وكأنهما يسعيان للحصول على جواب «نعم» واضح من زيلينسكي خلال مكالمة استمرت ساعتين، السبت، على عرضهما للتسوية.
وأضاف المسؤول: «شعرنا أن الولايات المتحدة كانت تحاول عرض الرغبة الروسية بالاستيلاء على كامل دونباس بطرق مختلفة، وأن الأمريكيين أرادوا من زيلينسكي قبول ذلك خلال المكالمة».
وأكد مسؤولون أوكرانيون وأمريكيون، أنه لم يتم تحقيق أي اختراق في ملفيّ الأراضي أو الضمانات الأمنية، رغم إحراز بعض التقدم.
الضمانات الأمنية
وبينما يواصل زيلينسكي جولته الأوروبية في بروكسل وروما، أفاد مسؤولون أمريكيون وأوكرانيون بأن إدارة ترمب اعتبرت لقاءات زيلينسكي في لندن «محاولة غير مفيدة» لكسب الوقت في مفاوضات خطة السلام.
لكن مسؤولين أوكرانيين قالوا إن واشنطن تحاول إبعاد زيلينسكي عن القادة الأوروبيين لتتمكن من الضغط عليه بشكل أكبر، فيما شدد أحدهم على أن زيلينسكي لا يستطيع اتخاذ قرارات مصيرية دون التشاور مع حلفائه الأساسيين في أوروبا.
ولفت المسؤولون إلى أن إدارة ترمب تضغط للإسراع في العملية، بينما ينصح الأوروبيون بالتمهل. وأعربت مصادر في البيت الأبيض عن غضبها من الدور الأوروبي الذي تعتبره «عقبة رئيسية» أمام التوصل إلى اتفاق.

Public American Frustration
Ukrainian President Volodymyr Zelensky held talks in London yesterday (Monday) with leaders from Britain, Germany, and France to discuss preparing peace proposals intended to be presented to the United States on Tuesday, where Zelensky announced afterward that he would not concede any land to Russia.
Amid public American frustration towards Kyiv, a senior European official revealed that Washington insists Ukraine must completely relinquish the Donbas region, of which it still controls about 30%, to reach a peace agreement with Russia to end the war.
French President Emmanuel Macron stated via the platform "X" that the meeting with Zelensky "contributed to progress on the path to achieving a just and lasting peace," noting that work is underway to prepare strong security guarantees and measures for the reconstruction of Ukraine.
European Peace Proposal
Zelensky announced that the Ukrainian-European peace proposal would be ready by today (Tuesday) to share with the United States.
Zelensky said on his way from London to Brussels for meetings with NATO and European Union leaders: "I believe the new peace plan will be ready by Tuesday evening; I think we will review it again and send it to the United States."
For his part, German Chancellor Friedrich Merz expressed doubts about some details appearing in the American documents, affirming Europe's full support for Ukraine.
Concessions and Rising Pressures
Axios reported that Ukrainian officials said Zelensky is facing rising pressure from the United States to accept significant concessions, including relinquishing vast areas of land, as part of the peace plan proposed by the American president.
According to the site, Ukrainian officials believe that some aspects of the current American plan lean in favor of Moscow, and that Washington is exerting more pressure on Zelensky than it does on Russian President Vladimir Putin, which an American official denied, asserting that the United States also pressured Putin to ease his demands.
The site revealed that the current negotiation path focuses on two main issues: Russia's demand for Ukraine to relinquish the entire Donbas region, including parts not controlled by Moscow, and Ukraine's demand for strong security guarantees from the United States to prevent any future Russian aggression.
No Breakthrough Yet
A Ukrainian official described the American offer as "having become worse" from Kyiv's perspective after a 5-hour meeting between American envoys Steve Witkoff, Jared Kushner, and Putin at the Kremlin last week.
He noted that Witkoff and Kushner appeared to be seeking a clear "yes" answer from Zelensky during a two-hour call on Saturday regarding their settlement proposal.
The official added: "We felt that the United States was trying to present the Russian desire to seize all of Donbas in various ways, and that the Americans wanted Zelensky to accept that during the call."
Ukrainian and American officials confirmed that no breakthrough has been achieved on the issues of territory or security guarantees, despite some progress being made.
Security Guarantees
While Zelensky continues his European tour in Brussels and Rome, American and Ukrainian officials reported that the Trump administration considered Zelensky's meetings in London "an unhelpful attempt" to buy time in the peace plan negotiations.
However, Ukrainian officials said that Washington is trying to distance Zelensky from European leaders to exert more pressure on him, while one emphasized that Zelensky cannot make fateful decisions without consulting his key allies in Europe.
Officials noted that the Trump administration is pushing to expedite the process, while Europeans advise caution. Sources in the White House expressed anger at the European role, which they consider a "major obstacle" to reaching an agreement.
