رجّح المبعوث الأمريكي الخاص إلى أوكرانيا كيث كيلوغ، احتمال أن يزور الرئيس الأوكراني فولوديمير زيلينسكي الولايات المتحدة لبحث خطة واشنطن لتسوية الصراع بين موسكو وكييف.
ووصف كيلوغ في مقابلة مع قناة «فوكس نيوز»، أوردتها، اليوم (الأحد)، الخطة الأمريكية بأنها «جيدة»، لكنها تشمل نقاطاً تحتاج إلى تنظيم وتوضيح أكبر، ونحن على وشك الانتهاء. وقال: أعتقد أنه عندما يزور زيلينسكي الولايات المتحدة، وهو أمر مرجح، رغم عدم وجود ضمانات، ستكون هناك فرصة للنظر إلى هذه الخطة باعتبارها مناسبة.
وألمح المسؤول الأمريكي إلى احتمال إرفاق وثائق إضافية بخطة السلام، بينها «ملحق قد يتضمن ضمانات أمنية».
وأضاف المبعوص الخاص: «تحدثت أخيراً مع صهر الرئيس الأمريكي جاريد كوشنر، الذي ذكرت وسائل إعلام أنه شارك في إعداد الخطة، وأعتقد أننا سنضيف ذلك إلى الخطة، ولكنها أقرب إلى وثيقة إطارية».
وكشفت وسائل إعلام غربية تفاصيل خطة جديدة تتعلق بالتسوية في أوكرانيا، ووفقاً للتسريبات ستقوم الولايات المتحدة وعدد من الدول الأخرى بالاعتراف بسيادة روسيا على شبه جزيرة القرم ودونباس ومناطق أخرى ستتخلى عنها أوكرانيا، مقابل حصول كييف على ضمانات أمنية أمريكية وأوروبية، وتتضمن الخطة أيضاً إنشاء منطقة منزوعة السلاح في المناطق التي ستنسحب منها القوات الأوكرانية.
ونقل موقع «أكسيوس»، عن مسؤول أمريكي، أن خط التماس بين طرفي النزاع في مقاطعتي خيرسون وزاباروجيا سيتم تجميده، وستعيد روسيا بعض المناطق إلى أوكرانيا، كما سيتم تقليص الجيش الأوكراني بشكل كبير وتجريده من الأسلحة بعيدة المدى، وسيتم حظر نشر قوات أجنبية على الأراضي الأوكرانية، وستمنح اللغة الروسية صفة رسمية في الدولة.
وكشفت وكالة «بلومبيرغ» بأن الخطة الأمريكية الجديدة تتضمن أيضاً رفع العقوبات المفروضة على روسيا.
The U.S. special envoy to Ukraine, Keith Kellogg, suggested the possibility that Ukrainian President Volodymyr Zelensky may visit the United States to discuss Washington's plan for resolving the conflict between Moscow and Kyiv.
Kellogg described the American plan in an interview with Fox News, reported today (Sunday), as "good," but noted that it includes points that need further organization and clarification, and we are close to finalizing it. He said: I believe that when Zelensky visits the United States, which is likely, although there are no guarantees, there will be an opportunity to view this plan as suitable.
The American official hinted at the possibility of attaching additional documents to the peace plan, including "an annex that may include security guarantees."
The special envoy added: "I recently spoke with U.S. President Jared Kushner, who media reports have indicated was involved in drafting the plan, and I believe we will add that to the plan, but it is closer to a framework document."
Western media revealed details of a new plan regarding the settlement in Ukraine, and according to leaks, the United States and several other countries will recognize Russia's sovereignty over Crimea, Donbas, and other areas that Ukraine will relinquish, in exchange for Kyiv receiving American and European security guarantees. The plan also includes the establishment of a demilitarized zone in the areas from which Ukrainian forces will withdraw.
The Axios website reported, citing a U.S. official, that the line of contact between the two sides in the Kherson and Zaporizhia regions will be frozen, and Russia will return some areas to Ukraine. The Ukrainian army will also be significantly reduced and stripped of long-range weapons, the deployment of foreign troops on Ukrainian territory will be prohibited, and the Russian language will be granted official status in the state.
Bloomberg revealed that the new American plan also includes lifting the sanctions imposed on Russia.
