أعلن الرئيس الأوكراني فولوديمير زيلينسكي، أن بلاده مستعدة لإجراء محادثات سلام في أي مكان باستثناء روسيا وبيلاروسيا، حال أنهت تلك المحادثات الحرب مع روسيا، مشدداً على أن قوات بلاده «لن تتراجع» في ساحة المعركة للتنازل عن الأراضي.
وقال زيلينسكي في تصريحات صحفية، إن أوكرانيا استخدمت صواريخ «روتا» و«فلامنجو»، المنتجة محلياً على أهداف روسية، وأنه يأمل في إطلاقها بكميات أكبر.
وأضاف أن الضربات الأوكرانية بعيدة المدى على روسيا تسببت في انخفاض إنتاج الوقود بنسبة 22 إلى 27% وفقدان أكثر من 20% من طاقة تكرير النفط.
ودعا زيلينسكي المشرعين الأمريكيين إلى إقرار عقوبات أشد على روسيا، معلناً أن أوكرانيا «ستحتاج إلى تمويل مستقر من حلفائها الأوروبيين لمدة عامين أو 3 أعوام أخرى».
خطة سلام جديدة
وكشف الرئيس الأوكراني، أمس الإثنين، وجود تحركات دبلوماسية جديدة لصياغة «خطة سلام» مع روسيا مستوحاة من خطة الرئيس الأمريكي دونالد ترمب بشأن غزة، وقال إنه ناقش الفكرة مع رئيس الوزراء البريطاني كير ستارمر وعدد من القادة الأوروبيين، بهدف إعداد «خطة قصيرة ومباشرة» تتضمن نقاطاً أولية لوقف إطلاق النار خلال الأيام القادمة.
وناقش زيلينسكي المسألة مع القادة الأوروبيين، الأسبوع الماضي، وقال إن «الوضعين في غزة وأوكرانيا مختلفان، لكنه مستعد للعمل على الأمر»، بحسب ما نقل موقع «أكسيوس» الأمريكي الذي أشار إلى أن المقترح جاء عقب اللقاء الذي جمع الرئيسين الأمريكي والأوكراني بالبيت الأبيض في 17 أكتوبر.
وشدد الرئيس الأوكراني في تصريحات على ضرورة أن «تكون الخطة قصيرة، ببعض النقاط السريعة مثل خطة لوقف إطلاق النار، واتفقنا على العمل عليها خلال الأسبوع أو الأيام العشرة القادمة».
مواجهة مطالب بوتين
وكانت وكالة «بلومبيرغ» أفصحت أن دولاً أوروبية تعمل مع أوكرانيا على إعداد مقترح خطة من 12 نقطة؛ لإنهاء الحرب مع روسيا، يستند إلى واقع خطوط القتال الحالية، في خطوة تهدف إلى مواجهة مطالب الرئيس الروسي فلاديمير بوتين المتجددة، التي وجّهها إلى الولايات المتحدة، ودعا فيها كييف إلى التنازل عن أراضٍ مقابل اتفاق سلام.
وتضمنت الخطة تشكيل مجلس سلام برئاسة الرئيس الأمريكي، للإشراف على تنفيذ الخطة المقترحة، وهي خطوة مشابهة لما تم الاتفاق عليه بين إسرائيل وحركة حماس.
واعتبر زيلينسكي أن العقوبات الجديدة التي فرضها ترمب ستضر آلة الحرب الروسية، لكنه جدّد التأكيد على أن أوكرانيا لا تزال بحاجة إلى صواريخ بعيدة المدى لإجبار بوتين على السعي نحو السلام.
وفرضت واشنطن الأسبوع الماضي، عقوبات على أكبر شركتين روسيتين للنفط، هما «روسنفت» و«لوك أويل»، بالتزامن مع موافقة الاتحاد الأوروبي على الحزمة الـ19 من القيود ضد موسكو، التي تشمل حظر واردات الغاز الطبيعي المسال الروسي وتوسيع قائمة الكيانات المشمولة بالعقوبات.
Ukrainian President Volodymyr Zelensky announced that his country is ready to engage in peace talks anywhere except Russia and Belarus, provided that those talks end the war with Russia, emphasizing that his country's forces "will not retreat" on the battlefield to concede territory.
Zelensky stated in press remarks that Ukraine has used domestically produced "Rota" and "Flamingo" missiles on Russian targets, and he hopes to launch them in larger quantities.
He added that Ukrainian long-range strikes on Russia have caused fuel production to drop by 22 to 27% and resulted in a loss of more than 20% of oil refining capacity.
Zelensky urged U.S. lawmakers to impose tougher sanctions on Russia, announcing that Ukraine "will need stable funding from its European allies for another two or three years."
New Peace Plan
On Monday, the Ukrainian president revealed new diplomatic moves to formulate a "peace plan" with Russia inspired by former U.S. President Donald Trump's plan regarding Gaza. He stated that he discussed the idea with British Prime Minister Keir Starmer and several European leaders, aiming to prepare a "short and straightforward plan" that includes initial points for a ceasefire in the coming days.
Zelensky discussed the matter with European leaders last week, stating that "the situations in Gaza and Ukraine are different, but he is ready to work on the issue," according to the American website Axios, which noted that the proposal came after the meeting between the U.S. and Ukrainian presidents at the White House on October 17.
The Ukrainian president emphasized in his remarks the necessity for the "plan to be short, with some quick points such as a ceasefire plan, and we agreed to work on it over the week or the next ten days."
Confronting Putin's Demands
Bloomberg reported that European countries are working with Ukraine to prepare a 12-point proposal to end the war with Russia, based on the current realities of the front lines, in a move aimed at confronting Russian President Vladimir Putin's renewed demands directed at the United States, in which he called on Kyiv to concede territory in exchange for a peace agreement.
The plan includes the formation of a peace council chaired by the U.S. president to oversee the implementation of the proposed plan, a step similar to what was agreed upon between Israel and Hamas.
Zelensky considered that the new sanctions imposed by Trump will harm the Russian war machine, but he reiterated that Ukraine still needs long-range missiles to compel Putin to seek peace.
Last week, Washington imposed sanctions on the two largest Russian oil companies, Rosneft and Lukoil, coinciding with the European Union's approval of the 19th package of restrictions against Moscow, which includes a ban on imports of Russian liquefied natural gas and an expansion of the list of entities subject to sanctions.
