فيما تولى الممثل الخاص للاتحاد الأوروبي لعملية السلام في المنطقة كريستوف بيجو الرئاسة المشتركة للاجتماع، شهدت الرياض اليوم (الأحد) انعقاد أعمال الاجتماع التنسيقي رفيع المستوى لـ«التحالف العالمي لتنفيذ حل الدولتين».
وذكرت بعثة الاتحاد الأوروبي للسعودية والخليج أن الاجتماع ناقش جملة نقاط تجسدت بتنفيذ إعلان نيويورك، وبحث خطة الرئيس الأمريكي دونالد ترمب بشأن قطاع غزة، فضلاً عن تعزيز إيصال المساعدات الإنسانية، ودعم السلطة الفلسطينية.
وتجدد السعودية بصفة مستمرة تأكيد مواقفها نحو السعي الدائم لإنهاء معاناة الفلسطينيين، وإيقاف دائرة العنف المستمرة، مشددةً على أن القضية الفلسطينية تعد على رأس أولويات المملكة في المحافل الدولية كافة.
دعم سعودي لحل الدولتين
وأعلنت الرياض باسم الدول العربية والإسلامية وعدد من الشركاء الدوليين في سبتمبر الماضي إطلاق «التحالف الدولي لتنفيذ حل الدولتين» على هامش اجتماعات الدورة الـ79 للجمعية العامة للأمم المتحدة في نيويورك، مؤكدةً أن إقامة الدولة الفلسطينية المستقلة حق أصيل للشعب الفلسطيني وأساس لتحقيق السلام. ودعت السعودية الدول كافة للاعتراف بفلسطين، وهو ما أثمر بوثيقة «إعلان نيويورك» الذي حظي بتأييد من الجمعية العامة للأمم المتحدة بأغلبية 142 صوتاً، ليؤكد الالتزام الدولي الثابت بحل الدولتين، ويرسم مساراً لا رجعة فيه لبناء مستقبل أفضل للفلسطينيين والإسرائيليين ولشعوب المنطقة كافة.
وشمل إعلان نيويورك الاتفاق على العمل المشترك لإنهاء الحرب في غزة والتوصل إلى تسوية عادلة وسلمية ودائمة للصراع الإسرائيلي الفلسطيني بناء على التطبيق الفعال لحل الدولتين، وبناء مستقبل أفضل للفلسطينيين والإسرائيليين وجميع شعوب المنطقة.
ودانت «وثيقة نيويورك» جميع الهجمات من أي طرف ضد المدنيين، بما في ذلك جميع أعمال الإرهاب والهجمات العشوائية وكل الاعتداءات ضد الأعيان المدنية والأعمال الاستفزازية والتحريض والتدمير.
دولة فلسطينية
وذكر بيان سعودي - فرنسي أن إعلان نيويورك يقدم بديلاً مبدئياً وواقعياً لدائرة العنف والحروب المتكرّرة، في حين التزم البيان بتعزيز الدعم لتدريب وتجهيز قوات الشرطة والأمن الفلسطينية، بالاستفادة من البرامج القائمة مثل بعثة منسق الأمن الأمريكي وبعثة الشرطة الأوروبية وبعثة الاتحاد الأوروبي لمعبر رفح.
وأكد البيان السعودي الفرنسي أهمية توحيد قطاع غزة والضفة الغربية تحت مظلة السلطة الفلسطينية، فضلاً عن الترحيب بسياسة «دولة واحدة، وحكومة واحدة، وقانون واحد، وسلاح واحد» التي أعلنتها السلطة الفلسطينية.
وطالبت الرياض وباريس في بيانهما المشترك المجتمع الدولي بالانتقال من الأقوال إلى الأفعال، فضلاً عن تثمين الجهود المهمة التي بذلها الرؤساء الـ17 لفرق العمل المنبثقة عن المؤتمر لرسم طريق التنفيذ السريع لحل الدولتين.
The European Union's Special Representative for the Peace Process in the region, Christoph Beigel, chaired the joint meeting today (Sunday) in Riyadh, which witnessed the convening of the high-level coordinating meeting for the "Global Coalition for Implementing the Two-State Solution."
The EU mission to Saudi Arabia and the Gulf reported that the meeting discussed a number of points embodied in the implementation of the New York Declaration, examined U.S. President Donald Trump's plan regarding the Gaza Strip, in addition to enhancing the delivery of humanitarian aid and supporting the Palestinian Authority.
Saudi Arabia continuously reaffirms its positions towards the ongoing effort to end the suffering of the Palestinians and to stop the cycle of ongoing violence, emphasizing that the Palestinian issue is at the top of the Kingdom's priorities in all international forums.
Saudi Support for the Two-State Solution
Riyadh announced on behalf of Arab and Islamic countries and several international partners last September the launch of the "International Coalition for Implementing the Two-State Solution" on the sidelines of the 79th session of the United Nations General Assembly in New York, affirming that the establishment of an independent Palestinian state is a legitimate right of the Palestinian people and a foundation for achieving peace. Saudi Arabia called on all countries to recognize Palestine, which resulted in the "New York Declaration" document that received support from the United Nations General Assembly with a majority of 142 votes, reaffirming the steadfast international commitment to the two-state solution and charting an irreversible path towards building a better future for the Palestinians, Israelis, and all peoples of the region.
The New York Declaration included an agreement on joint action to end the war in Gaza and to reach a fair, peaceful, and lasting settlement of the Israeli-Palestinian conflict based on the effective implementation of the two-state solution, and to build a better future for the Palestinians, Israelis, and all peoples of the region.
The "New York Document" condemned all attacks from any party against civilians, including all acts of terrorism, indiscriminate attacks, and all assaults against civilian objects, as well as provocative actions, incitement, and destruction.
Palestinian State
A Saudi-French statement mentioned that the New York Declaration offers a principled and realistic alternative to the cycle of violence and recurring wars, while the statement committed to enhancing support for training and equipping Palestinian police and security forces, benefiting from existing programs such as the U.S. Security Coordinator mission, the European Police mission, and the EU mission at the Rafah crossing.
The Saudi-French statement emphasized the importance of unifying the Gaza Strip and the West Bank under the umbrella of the Palestinian Authority, as well as welcoming the policy of "one state, one government, one law, and one weapon" announced by the Palestinian Authority.
Riyadh and Paris, in their joint statement, called on the international community to move from words to actions, as well as to appreciate the important efforts made by the 17 heads of working groups stemming from the conference to chart a rapid implementation path for the two-state solution.
