كشفت حماس أنها تجري محادثات مع الوسطاء لوضع ترتيبات دخول المرحلة الثانية من المفاوضات مع إسرائيل، التي يتوقع أن تبدأ هذا الأسبوع. ورجّح المتحدث باسم الحركة في قطاع غزة حازم قاسم، أن تكون المرحلة الثانية «معقدة وتتطلب إجماعاً وطنياً»، لافتاً إلى أنها بدأت بخطوات تهدف لبلورة موقف وطني تجاه القضايا المهمة الرئيسية.
إعادة إعمار غزة
وشدد على ضرورة أن تبدأ عمليات الإغاثة مع انتهاء المرحلة الأولى من الاتفاق، التي يفترض أنها قد اكتملت، وأفاد بأن حماس سلمت ما لديها من أسرى أحياء وما تمكنت من تسليمه من الجثامين، وآخرهم الليلة الماضية؛ إذ سلّمت رفاة اثنين من المحتجزين.
ولفت إلى أنه يجب البدء في إعادة إعمار غزة فوراً بعد إتمام المرحلة الأولى بنجاح، مضيفاً أن «التأخير حتى الآن جاء بشكل متعمد من الاحتلال».
وجدّد الناطق باسم حماس التأكيد على أن حماس لا ترغب في المشاركة في أي ترتيبات إدارية تتعلق بحكم قطاع غزة في اليوم التالي لوقف العدوان، منوهاً إلى أن الحركة وافقت على تشكيل لجنة الإسناد المجتمعي لاستلام مقاليد الحكم في القطاع. ودعا إلى الإسراع في تشكيل لجنة الإسناد المجتمعي إلى حين تشكيل لجنة الكفاءات المستقلة لإدارة غزة.
وذكر قاسم أن الجهات الحكومية بغزة التي تديرها حماس، تواصل أداء مهماتها، محذراً من أن الفراغ خطير جداً، مضيفاً: «سيستمر ذلك حتى تأتي لجنة إدارية يتم التوافق عليها من جميع الفصائل الفلسطينية».
انتهاء المرحلة الأولى
ومن المفترض أن تنتهي المرحلة الأولى للاتفاق بعد تسليم كافة رفات المحتجزين الإسرائيليين، وإعادة فتح معبر رفح في الاتجاهين وزيادة أعداد شاحنات المساعدات لأكثر من 400 شاحنة يومياً.
ونشرت سفارة فلسطين في القاهرة، مساء السبت، إعلاناً تدعو فيه الفلسطينيين الذين غادروا غزة خلال الحرب أو قبلها والعالقين في مصر، بالتسجيل ضمن ترتيبات لعودتهم إلى القطاع اعتباراً من الإثنين.
وأوضحت السفارة أنه بعد التواصل مع السلطات المصرية فإن المعبر سيعاد فتحه للأفراد، الإثنين.
ووفق آلية المعبر من المتوقع أن يبدأ المرضى والمصابون بالسفر من القطاع لتلقي العلاج في مستشفيات بمصر والخارج.
ووفق تفاهم جرى التوصل اليه، بحسب مصدر مطلع، سيتولى فريق فني فلسطيني تنظيم عملية مرور الفلسطينيين في الجهة الفلسطينية في معبر رفح، بوجود الجيش الإسرائيلي في المرحلة الأولى مع وجود رقابة الوسطاء. إلى حين نقل سلطات المعبر للجنة الكفاءات الإدارية.

Hamas revealed that it is conducting talks with mediators to arrange the entry into the second phase of negotiations with Israel, which are expected to begin this week. The spokesperson for the movement in the Gaza Strip, Hazem Qassem, suggested that the second phase will be "complex and require national consensus," pointing out that it began with steps aimed at crystallizing a national position on key important issues.
Reconstruction of Gaza
He emphasized the necessity for relief operations to begin with the conclusion of the first phase of the agreement, which is supposed to have been completed, and stated that Hamas has handed over what it has of living prisoners and what it was able to deliver of remains, the latest being last night; as they delivered the remains of two detainees.
He noted that reconstruction of Gaza should start immediately after the successful completion of the first phase, adding that "the delay so far has been intentional on the part of the occupation."
The Hamas spokesperson reiterated that Hamas does not wish to participate in any administrative arrangements related to the governance of the Gaza Strip in the aftermath of the cessation of aggression, noting that the movement has agreed to form a community support committee to take over the governance of the sector. He called for the swift formation of the community support committee until an independent competencies committee is established to manage Gaza.
Qassem mentioned that the governmental bodies in Gaza, which are run by Hamas, continue to perform their duties, warning that the vacuum is very dangerous, adding: "This will continue until an administrative committee is formed that is agreed upon by all Palestinian factions."
End of the First Phase
The first phase of the agreement is supposed to conclude after the delivery of all remains of the Israeli detainees, the reopening of the Rafah crossing in both directions, and increasing the number of aid trucks to more than 400 trucks daily.
The Palestinian Embassy in Cairo published an announcement on Saturday evening, calling on Palestinians who left Gaza during or before the war and are stranded in Egypt to register for arrangements for their return to the sector starting Monday.
The embassy clarified that after communicating with the Egyptian authorities, the crossing will be reopened for individuals on Monday.
According to the crossing mechanism, it is expected that patients and injured individuals will begin traveling from the sector to receive treatment in hospitals in Egypt and abroad.
According to an understanding reached, according to a knowledgeable source, a Palestinian technical team will organize the passage of Palestinians on the Palestinian side of the Rafah crossing, with the presence of the Israeli army in the first phase along with the monitoring of mediators, until the crossing authorities are transferred to the administrative competencies committee.
