أعلنت إدارة الرئيس الأمريكي دونالد ترمب إنها ستطلب من الشركات دفع 100 ألف دولار سنوياً مقابل كل تأشيرة عمل H-1B، في خطوة قد توجه ضربة قوية لقطاع التكنولوجيا، الذي يعتمد بشكل كبير على العمال المهرة القادمين خصوصاً من الصين والهند.
ومنذ تولي منصبه في يناير الماضي، أطلق ترمب حملة واسعة على الهجرة، شملت إجراءات للحد من بعض أشكال الهجرة القانونية. وتُعد هذه الخطوة لإعادة هيكلة برنامج تأشيرة H-1B أبرز الخطوات حتى الآن لإعادة صياغة التأشيرات الخاصة بالتوظيف المؤقت.
وقال وزير التجارة الأمريكي هوارد لوتنيك: «إذا كنت ستدرّب شخصاً، درّب أحد الخريجين الجدد من جامعاتنا العريقة، درّبوا الأمريكيين، توقفوا عن جلب أشخاص ليأخذوا وظائفنا».
وأصبح تهديد ترمب بتقييد تأشيرات H-1B نقطة خلاف رئيسية مع قطاع التكنولوجيا، الذي ساهم بملايين الدولارات في حملته الرئاسية.
وينتقد معارضو برنامج H-1B ما يعتبرون أنه وسيلة للشركات لخفض الأجور وتهميش الأمريكيين المؤهلين.
بينما يؤكد مؤيدوه، ومنهم إيلون ماسك الرئيس التنفيذي لشركة «تسلا» وحليف ترمب السابق، أن البرنامج يجلب الموظفين المهرة لسد فجوات المواهب والحفاظ على القدرة التنافسية.
يذكر أن ماسك، المولود في جنوب أفريقيا، كان قد حصل بنفسه على تأشيرة H-1B قبل أن يصبح مواطناً أمريكياً.
وبحسب الأمر التنفيذي الذي وقّعه ترمب، الجمعة، فقد «استغل بعض أصحاب العمل البرنامج لخفض الأجور، مما أضر بالعمال الأمريكيين».

Since taking office last January, Trump has launched a broad campaign against immigration, including measures to limit certain forms of legal immigration. This step to restructure the H-1B visa program is the most significant move so far to reshape temporary employment visas.
U.S. Secretary of Commerce Howard Lutnick said, “If you’re going to train someone, train one of the new graduates from our prestigious universities, train Americans, stop bringing in people to take our jobs.”
Trump's threat to restrict H-1B visas has become a major point of contention with the technology sector, which contributed millions of dollars to his presidential campaign.
Opponents of the H-1B program criticize what they see as a way for companies to lower wages and marginalize qualified Americans.
Meanwhile, its supporters, including Elon Musk, CEO of Tesla and a former Trump ally, argue that the program brings in skilled employees to fill talent gaps and maintain competitiveness.
It is worth noting that Musk, who was born in South Africa, himself obtained an H-1B visa before becoming a U.S. citizen.
According to the executive order signed by Trump on Friday, “Some employers have exploited the program to lower wages, harming American workers.”
