أقرت رئيسة الدبلوماسية في الاتحاد الأوروبي كايا كالاس، اليوم (السبت) بعدم تفاؤلها حول إمكانية فرض الاتحاد الأوروبي عقوبات على إسرائيل، مؤكدة وجود انقسام داخل الاتحاد حول ذلك.
وقالت كالاس قبيل اجتماع وزراء خارجية دول الاتحاد الأوروبي الـ27، في كوبنهاغن: لست متفائلة جداً، وبالتأكيد لن نتخذ أي قرار اليوم، وهذا يبعث برسالة مفادها أننا منقسمون، مشيرة إلى أن المفوضية الأوروبية اقترحت تعليق التمويل الأوروبي للشركات الناشئة الإسرائيلية، لكن حتى هذا الإجراء متساهل، لم يتم اعتماده بسبب الانقسامات بين الدول الأعضاء.
ورغم أن هناك دولاً أوروبية تعارض اتخاذ إجراءات ضد إسرائيل منها ألمانيا والمجر وسلوفاكيا، إلا أن وزير الخارجية الدنماركي لارس لوكه راسموسن قال: نشهد أكبر مأساة إنسانية كارثية في غزة، وطلبنا من إسرائيل تغيير مسار هذه الحرب، مشيراً إلى أنهم مستعدون لفرض عقوبات على وزراء في حكومة نتنياهو ومنع تصدير منتجات المستوطنات.
فيما قال وزير خارجية فرنسا جان نويل بارو: طالبنا إسرائيل بإيصال المساعدات واستئناف المدفوعات للسلطة الفلسطينية ووقف مشاريع الاستيطان، مضيفاً: عدم تلبية هذه المطالب سيدفع الاتحاد إلى اتخاذ إجراءات تقييدية على مستوى قادة الدول والحكومات.
وأعلن وزير خارجية إسبانيا خوسيه مانويل ألباريس أن بلاده قدمت خطة عمل للاتحاد الأوروبي تشمل فرض حظر على تصدير الأسلحة وتوسيع قائمة العقوبات على إسرائيل، مطالباً بالتعليق الكامل للاتفاقية الأوروبية مع إسرائيل.
ولفت إلى أنه لا يمكن الاستمرار في الوقوف بلا تحرك، مشدداً بالقول: «الاتحاد الأوروبي لا يفعل شيئاً ولم ينجز شيئاً ووقت الكلمات انتهى ويجب التحرك بالأفعال، يجب أن تكون علاقة الاتحاد مع إسرائيل قائمة على حقوق الإنسان وإلزامها بها».
بدوره، كشف وزير الخارجية الهولندي كاسبار فيلدكامب طلب بلاده والسويد في رسالة إلى الاتحاد بالضغط على إسرائيل وحركة حماس للتوصل إلى اتفاق في غزة، مشيراً إلى أن بلاده ستقترح فرض حظر على استيراد منتجات المستوطنات في الضفة الغربية.
وقال فيلدكامب: توسيع إسرائيل سياسة الاستيطان يجب أن يدفعنا لتغيير مواقفنا والتعامل بشكل مختلف.
وخاطب وزير خارجية أيرلندا سيمون هاريس الاتحاد الأوروبي بالقول: إذا لم نتصرف جماعياً ونفرض عقوبات على إسرائيل الآن فمتى يكون ذلك، مبنياً أن منظمات دولية أكدت وجود أفعال من الإبادة الجماعية تقع في غزة، وأن الإدانات وحدها لم تعد تكفي.
The President of European Union diplomacy, Kaia Kalas, acknowledged today (Saturday) her lack of optimism regarding the possibility of the EU imposing sanctions on Israel, confirming that there is a division within the Union on this matter.
Kalas stated ahead of the meeting of the 27 EU foreign ministers in Copenhagen: "I am not very optimistic, and we certainly will not make any decision today, which sends a message that we are divided." She noted that the European Commission proposed suspending EU funding for Israeli startups, but even this measure is lenient and has not been adopted due to divisions among member states.
Although there are European countries opposing actions against Israel, including Germany, Hungary, and Slovakia, Danish Foreign Minister Lars Løkke Rasmussen said: "We are witnessing the largest catastrophic humanitarian tragedy in Gaza, and we have asked Israel to change the course of this war," indicating that they are prepared to impose sanctions on ministers in Netanyahu's government and to prevent the export of settlement products.
French Foreign Minister Jean-Noël Barrot stated: "We have demanded that Israel facilitate the delivery of aid, resume payments to the Palestinian Authority, and halt settlement projects," adding: "Failure to meet these demands will push the Union to take restrictive actions at the level of state and government leaders."
Spanish Foreign Minister José Manuel Albares announced that his country has presented an action plan to the EU that includes imposing an arms export ban and expanding the list of sanctions on Israel, calling for the complete suspension of the European agreement with Israel.
He emphasized that we cannot continue to stand idly by, stressing: "The EU is doing nothing and has achieved nothing; the time for words is over, and we must act. The Union's relationship with Israel must be based on human rights and its obligation to uphold them."
For his part, Dutch Foreign Minister Kaspar Feldkamp revealed that his country and Sweden have requested in a letter to the Union to pressure Israel and Hamas to reach an agreement in Gaza, indicating that his country will propose imposing a ban on the import of settlement products from the West Bank.
Feldkamp said: "Israel's expansion of settlement policy should prompt us to change our positions and deal differently."
Irish Foreign Minister Simon Harris addressed the European Union, saying: "If we do not act collectively and impose sanctions on Israel now, then when will we?" He noted that international organizations have confirmed that acts of genocide are occurring in Gaza, and that mere condemnations are no longer sufficient.
