تعمل الولايات المتحدة وأوروبا على تقديم ضمانات أمنية لأوكرانيا؛ لفتح مسار لعقد الاجتماع «المفصلي» بين الرئيسين الروسي فلاديمير بوتين والأوكراني فولوديمير زيلينسكي، الذي يعمل الرئيس الأمريكي دونالد ترمب على ترتيبه، بعد اجتماع مع القادة الأوروبيين في البيت الأبيض.
وكشفت وكالة «بلومبيرغ» أن الضمانات تناقش تشكيل قوة متعددة الجنسيات وشراء أسلحة أمريكية بقيمة 90 مليار دولار، مع تنسيق مستمر بين القادة لتحقيق سلام محتمل في المنطقة، وفق ما نقلت عن مسؤولين أمريكيين وأوروبيين.
وتركز الضمانات على تعزيز القوات والقدرات العسكرية الأوكرانية دون أي قيود، مثل القيود على أعداد قواتها، بهدف تجنب مطالبة روسيا بفرض قيود على حجم الجيش الأوكراني كجزء من اتفاق مستقبلي لإنهاء الحرب.
وتتبنى حزمة الضمانات الأمنية نتائج عمل «تحالف الراغبين»، ويتوقع أن تشمل هذه النتائج، تشكيل قوة متعددة الجنسيات في المستقبل، إلا أن شكل هذه القوة لم يُحدد بعد.
وأسفرت اجتماعات البيت الأبيض بين الرئيس دونالد ترمب وزيلينسكي وعدد من القادة الأوروبيين، الإثنين، عن التزام أوضح من الإدارة الأمريكية في تقديم ضمانات أمنية لأوكرانيا.
وقال ترمب في منشور على منصة «تروث سوشيال» الإثنين: «ناقشنا خلال الاجتماع الضمانات الأمنية لأوكرانيا، التي ستقدمها مختلف الدول الأوروبية، بالتنسيق مع الولايات المتحدة، ومن المقرر إطلاع قادة الاتحاد الأوروبي عن بُعد، الثلاثاء على نتائج المحادثات في واشنطن.
من جهته، أعلن زيلينسكي أن العمل جارٍ بالفعل على بلورة المضمون العملي للضمانات الأمنية. وأضاف في منشور على منصة «إكس»: «نواصل التنسيق على مستوى القادة. ستُعقد مناقشات، ونحن نُعِدّ الصيغ المناسبة لذلك. وسنواصل العمل غداً».
وأفاد زيلينسكي بأن النقاشات في البيت الأبيض تضمنت خططاً لشراء أوكرانيا أسلحة أمريكية بقيمة 90 مليار دولار بتمويل أوروبي، في إطار الضمانات الأمنية لبلاده.
وأضاف أن جزءاً آخر من هذه الضمانات سيشمل تصنيع أوكرانيا لطائرات مسيّرة، وشراء بعضها من قبل الولايات المتحدة.
ووصف ترمب اجتماعه مع القادة الأوروبيين في البيت الأبيض، بأنه «جيد جداً»، لافتاً إلى أنه بدأ التنسيق لعقد اجتماع بين الرئيسين الروسي والأوكراني.
وقال في منشور على منصة «تروث سوشيال»، إنه أجرى اتصالاً مع بوتين في ختام اجتماعات البيت الأبيض، وبدأ الترتيبات لـ«عقد اجتماع في مكان سيتم تحديده لاحقاً، بين الرئيسين بوتين وزيلينسكي.
وأضاف ترمب أنه بعد عقد هذا الاجتماع، سيكون لدينا اجتماع ثلاثي يجمعه مع بوتين وزيلينسكي، معتبراً أن هذه الخطوة ممتازة في الحرب بين روسيا وأوكرانيا.
ولفت ترمب في منشوره، إلى أنه بحث مع القادة الأوروبيين خلال اجتماعات البيت الأبيض الضمانات الأمنية لأوكرانيا، التي ستقدمها الدول الأوروبية المختلفة، بالتنسيق مع الولايات المتحدة.
وأضاف ترمب أن الجميع سعداء للغاية بإمكانية تحقيق السلام لروسيا وأوكرانيا، مشيراً إلى أن نائبه جي دي فانس ووزير الخارجية ماركو روبيو والمبعوث الخاص ستيف ويتكوف، ينسقون مع موسكو وكييف بشأن ترتيبات اللقاء.
وشدد القادة الأوروبيون خلال اجتماعهم مع ترمب، على ضرورة أن تقدم الولايات المتحدة ضمانات أمنية لكييف كجزء أساسي من أي اتفاق سلام محتمل مع موسكو.

The United States and Europe are working to provide security guarantees for Ukraine; to open a path for a "pivotal" meeting between Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky, which U.S. President Donald Trump is arranging after a meeting with European leaders at the White House.
Bloomberg reported that the guarantees discuss forming a multinational force and purchasing U.S. weapons worth $90 billion, with ongoing coordination among leaders to achieve a potential peace in the region, according to U.S. and European officials.
The guarantees focus on strengthening Ukrainian military forces and capabilities without any restrictions, such as limits on troop numbers, in order to avoid Russia demanding restrictions on the size of the Ukrainian army as part of a future agreement to end the war.
The security guarantees package adopts the results of the work of the "Coalition of the Willing," and it is expected that these results will include the formation of a multinational force in the future, although the shape of this force has not yet been determined.
The meetings at the White House between President Donald Trump, Zelensky, and several European leaders on Monday resulted in a clearer commitment from the U.S. administration to provide security guarantees for Ukraine.
Trump stated in a post on the "Truth Social" platform on Monday: "We discussed during the meeting the security guarantees for Ukraine, which will be provided by various European countries, in coordination with the United States, and EU leaders are scheduled to be briefed remotely on Tuesday about the results of the talks in Washington.
For his part, Zelensky announced that work is already underway to shape the practical content of the security guarantees. He added in a post on the "X" platform: "We continue to coordinate at the leader level. Discussions will be held, and we are preparing the appropriate formats for that. We will continue working tomorrow."
Zelensky indicated that the discussions at the White House included plans for Ukraine to purchase U.S. weapons worth $90 billion with European funding, as part of the security guarantees for his country.
He added that another part of these guarantees will include Ukraine manufacturing drones, with some being purchased by the United States.
Trump described his meeting with European leaders at the White House as "very good," noting that he has begun coordinating a meeting between the Russian and Ukrainian presidents.
In a post on "Truth Social," he stated that he had a call with Putin at the conclusion of the White House meetings and began arrangements for "a meeting at a location to be determined later, between Presidents Putin and Zelensky.
Trump added that after this meeting, there will be a trilateral meeting involving him, Putin, and Zelensky, considering this step excellent in the war between Russia and Ukraine.
