فيما يتوجّه الرئيس الأوكراني فولوديمير زيلينسكي، (الاثنين) القادم، إلى واشنطن للقاء نظيره الأمريكي دونالد ترمب، كشفت وسائل إعلام غربية، اليوم (السبت)، أن الولايات المتحدة اقترحت على الجانب الأوكراني ضمانات أمنية مشابهة لتلك التي يقدمها حلف شمال الأطلسي، ولكن من دون الانضمام إلى الناتو.
وقالت مصادر دبلوماسية مطلعة إن الجانب الأمريكي اقترح، كإحدى الضمانات الأمنية لأوكرانيا، ضمانة تشبه المادة الخامسة من معاهدة حلف الناتو، ومن المفترض أنه تمّ الاتفاق عليها مع الرئيس الروسي فلاديمير بوتين أمس. وتنص المادة الخامسة من معاهدة الأطلسي على مبدأ الدفاع الجماعي، أي أن الهجوم على أي دولة عضو يُعتبر هجوماً على جميع الدول الأعضاء. وكان ترمب قد شدد على أنه اتفق مع القادة الأوروبيين وبوتين وزيلينسكي على أن إرساء اتفاق سلام بين كييف وموسكو أفضل من وقف إطلاق نار بين الجانبين لا يصمد طويلاً. ورحب الاتحاد الأوروبي بالجهود التي يبذلها الرئيس الأمريكي من أجل إنهاء الحرب، مشدداً على ضرورة تقديم ضمانات قوية لكييف بغية الدفاع عن نفسها. وقال الاتحاد في بيان: «لا يمكن منع أوكرانيا من الانضمام إلى الناتو أو الاتحاد الأوروبي».
وكان الرئيس الأوكراني قد قال إن اتصاله الهاتفي مع ترمب والقادة الأوروبيين والأمين العام لحلف شمال الأطلسي (ناتو) مارك روته ناقش إشارات إيجابية من الولايات المتحدة بشأن ضمانات أمنية، لم يوضحها. ولفت إلى أنه تحدّث أولاً مع ترمب بمشاركة بعض القادة الأوروبيين، ثم على انفراد لمدة ساعة ونصف الساعة تقريباً، وأعرب عن دعمه مقترح ترمب بشأن عقد اجتماع ثلاثي بين أوكرانيا والولايات المتحدة وروسيا.
As Ukrainian President Volodymyr Zelensky heads to Washington next Monday to meet with his American counterpart Donald Trump, Western media revealed today (Saturday) that the United States has proposed security guarantees to the Ukrainian side similar to those provided by NATO, but without joining the alliance.
Informed diplomatic sources stated that the American side proposed, as one of the security guarantees for Ukraine, a guarantee similar to Article 5 of the NATO treaty, which is supposed to have been agreed upon with Russian President Vladimir Putin yesterday. Article 5 of the Atlantic Treaty stipulates the principle of collective defense, meaning that an attack on any member state is considered an attack on all member states. Trump emphasized that he agreed with European leaders, Putin, and Zelensky that establishing a peace agreement between Kyiv and Moscow is better than a ceasefire between the two sides that does not last long. The European Union welcomed the efforts made by the American president to end the war, stressing the need to provide strong guarantees to Kyiv in order to defend itself. The Union stated in a statement: "Ukraine cannot be prevented from joining NATO or the European Union."
Ukrainian President Zelensky stated that his phone call with Trump, European leaders, and NATO Secretary General Mark Rutte discussed positive signals from the United States regarding security guarantees, which were not specified. He noted that he first spoke with Trump in the presence of some European leaders, and then privately for about an hour and a half, expressing his support for Trump's proposal for a trilateral meeting between Ukraine, the United States, and Russia.
