دعا الرئيس الفرنسي إيمانويل ماكرون اليوم (الأحد) إلى بناء عمود أوروبي حقيقي للناتو أمام حالة اللا يقين لدى الحليف الأمريكي، مؤكداً أن مستقبل أمن أوروبا تحدده القدرة على مواجهة التهديد الروسي.
وقال الرئيس الفرنسي في خطابه التقليدي أمام القوات المسلحة عشية العيد الوطني الفرنسي: «الحرية لم تكن مهددة بهذا الشكل منذ نهاية الحرب العالمية الثانية عام 1945»، مضيفاً: لم يحدث من قبل أن كان السلام في قارتنا مرهوناً بهذا القدر بقراراتنا الحالية.
وشدد ماكرون بالقول: «لنكن واضحين.. الأوروبيون عليهم ضمان أمنهم بأنفسهم»، موضحاً أن ميزانية بلاده الدفاعية ستصل عام 2027 إلى 62 مليار يورو أي ضعف ما كانت عليه عام 2017.
وأعلن قصر الإليزيه أن خطاب ماكرون أمام الجيش، يستند إلى نتائج المراجعة الوطنية الإستراتيجية التي تم العمل عليها منذ يناير الماضي، والتي حذّرت من تفاقم التهديدات الروسية، وانهيار الشراكات القديمة، وتحرّر العديد من القوى من القيود التقليدية في استخدام القوة.
وتعمل فرنسا ضمن خطة أوروبية واسعة لإعادة التسلّح، بعد أن وافقت دول الناتو الشهر الماضي على تخصيص 5% من ناتجها المحلي الإجمالي للدفاع والأمن بحلول 2035، منها 3.5% للإنفاق العسكري المباشر، و1.5% لحماية البنى التحتية والشبكات الحيوية.
وكانت فرنسا قد أقرت قانون برمجة عسكرية جديداً بقيمة 413 مليار يورو للفترة بين 2024 و2030، مع زيادات سنوية بمعدل 3 مليارات يورو.
French President Emmanuel Macron called today (Sunday) for the establishment of a real European pillar for NATO in light of uncertainty regarding the American ally, emphasizing that the future of Europe's security is determined by the ability to confront the Russian threat.
In his traditional speech before the armed forces on the eve of the French national holiday, the French president stated: "Freedom has not been threatened in this way since the end of World War II in 1945," adding: "Never before has peace on our continent been so dependent on our current decisions."
Macron stressed by saying: "Let us be clear... Europeans must ensure their own security," clarifying that his country's defense budget will reach 62 billion euros by 2027, which is double what it was in 2017.
The Élysée Palace announced that Macron's speech before the military is based on the results of the national strategic review that has been worked on since last January, which warned of the worsening Russian threats, the collapse of old partnerships, and the liberation of many powers from traditional constraints in the use of force.
France is working within a broad European plan for rearmament, after NATO countries agreed last month to allocate 5% of their GDP to defense and security by 2035, of which 3.5% is for direct military spending, and 1.5% for protecting critical infrastructure and networks.
France had approved a new military programming law worth 413 billion euros for the period between 2024 and 2030, with annual increases of 3 billion euros.
