كشفت شبكة «CNN» الأمريكية أن واشنطن تسعى لتقديم بعض الحوافز لطهران لإعادتها إلى طاولة التفاوض. وأفصحت مصادر مطلعة أن إدارة الرئيس دونالد ترمب بحثت إمكانية مساعدة إيران في الوصول إلى ما يصل إلى 30 مليار دولار لبناء برنامج نووي لإنتاج الطاقة لأغراض مدنية، وتخفيف العقوبات، وتحرير مليارات الدولارات من الأموال المقيدة.
ووفق المصادر، فإن جهات فاعلة رئيسية من الولايات المتحدة والشرق الأوسط أجرت محادثات مع الإيرانيين خلف الكواليس، حتى في خضمّ حرب إيران وإسرائيل، مؤكدة أن هذه المناقشات استمرت هذا الأسبوع بعد التوصل إلى اتفاق لوقف إطلاق النار.
ونقلت «سي إن إن» أن مسؤولي إدارة ترمب طرحوا عدة مقترحات أولية ومتطورة، مع بند واحد ثابت غير قابل للتفاوض وهو «وقف تخصيب اليورانيوم الإيراني تماماً»، وهناك مسودة مقترح أولية واحدة على الأقل تتضمن عدة حوافز لإيران.
وأفاد مصدران مطلعان على الاجتماع بأن بعض التفاصيل تمت مناقشتها في اجتماع سري استمر ساعات بين المبعوث الأمريكي الخاص ستيف ويتكوف، وشركاء من الشرق الأوسط في البيت الأبيض، الجمعة الماضية، أي قبل نحو 24 ساعة من الاستهداف الأمريكي لثلاث منشآت نووية إيرانية.
وحسب ما أعلنه المسؤولون، فإن من بين أبرز البنود التي تُناقش، لم يعلن عنها سابقاً، استثمار بنحو 20-30 مليار دولار في برنامج نووي إيراني جديد غير مُخصب، يُستخدم لأغراض الطاقة المدنية.
وأبلغ مسؤول في إدارة ترمب الشبكة الإخبارية بأن الولايات المتحدة مستعدة لقيادة هذه المحادثات مع إيران، وأنه «سيتعيّن على جهة ما تمويل بناء البرنامج النووي، لكننا لن نلتزم بذلك».
وتشمل الحوافز الأخرى إمكانية رفع بعض العقوبات المفروضة والسماح لطهران بالوصول إلى نحو 6 مليارات دولار في حسابات مصرفية أجنبية التي يُحظر عليها استخدامها بحرية، وفقاً لـ«سي إن إن».
وأفصحت المصادر عن فكرة أخرى الأسبوع الماضي لا تزال قيد الدراسة حالياً، وهي أن يدفع حلفاء الولايات المتحدة تكاليف استبدال منشأة فوردو النووية التي استهدفتها واشنطن بقنابل خارقة للتحصينات ببرنامج نووي سلمي.
وكان المبعوث الأمريكي ستيف ويتكوف قال لشبكة «سي إن بي سي» الأربعاء إن الولايات المتحدة تسعى إلى «اتفاق سلام شامل». وأضاف: «الآن القضية والمحادثة مع إيران ستكون كيف يمكننا إعادة بناء برنامج نووي مدني أفضل بالنسبة لهم وغير قابل للتخصيب؟»، فيما شدد مسؤول أمريكي أن جميع المقترحات تهدف إلى منع إيران من الحصول على سلاح نووي.

CNN reported that Trump administration officials proposed several initial and advanced proposals, with one fixed non-negotiable clause being "the complete cessation of Iranian uranium enrichment," and there is at least one preliminary draft proposal that includes several incentives for Iran.
Two sources familiar with the meeting reported that some details were discussed in a secret meeting that lasted for hours between special U.S. envoy Steve Wittekov and partners from the Middle East at the White House last Friday, about 24 hours before the U.S. targeted three Iranian nuclear facilities.
According to the officials, among the most prominent items being discussed, which had not been previously announced, is an investment of about $20-30 billion in a new non-enriched Iranian nuclear program intended for civilian energy purposes.
A Trump administration official told the news network that the United States is ready to lead these talks with Iran, and that "someone will have to finance the construction of the nuclear program, but we will not commit to that."
Other incentives include the possibility of lifting some imposed sanctions and allowing Tehran access to about $6 billion in foreign bank accounts that it is prohibited from using freely, according to CNN.
