رأس ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز آل سعود، الجلسة التي عقدها مجلس الوزراء، في الرياض.
وتناول مجلس الوزراء خلال الجلسة المستجدات الإقليمية الراهنة، لا سيما تطورات الأوضاع في الأراضي الفلسطينية المحتلة، مؤكداً الترحيب بالخطوات المتخذة حيال مقترح رئيس الولايات المتحدة الأمريكية دونالد ترمب لإنهاء الحرب على غزة، وإطلاق سراح جميع الرهائن، والبدء الفوري بالمفاوضات للاتفاق على آليات التنفيذ.
واطّلع المجلس على مجمل الاجتماعات الدولية التي استضافتها المملكة العربية السعودية ضمن نهجها القائم على تعزيز الحوار متعدد الأطراف وتكثيف التنسيق المشترك الذي يخدم الأمن والسلم الدوليين، ويسهم في معالجة التحديات العالمية، وتوفير الظروف الداعمة للتنمية.
وفي الشان المحلي، وافق مجلس الوزراء في جلسته أمس، على تنظيم المعهد الوطني لأبحاث الصحة.
تعزيز ريادة المملكة عالمياً في الأمن السيبراني
وأوضح وزير الإعلام سلمان الدوسري، في بيانه لوكالة الأنباء السعودية عقب الجلسة، أن المجلس نوهّ بمضامين اجتماع قادة مؤتمر ميونخ للأمن الذي عقد في العُلا بمشاركة كبار المسؤولين من مختلف دول العالم؛ لتبادل الرؤى تجاه التطورات في المنطقة، وقضايا الأمن العالمي للغذاء والمناخ والطاقة، إضافة إلى التجارة الدولية والتعاون الاقتصادي.
وثمّن مجلس الوزراء نتائج الدورة العادية (الثانية) لمجلس وزراء الأمن السيبراني العرب التي استضافتها المملكة، وما حقق في عامه الأول من منجزات على صعيد تعزيز العمل المشترك والتعاون والتضامن في مجال الأمن السيبراني؛ بما يسهم في الوصول إلى فضاء سيبراني عربي آمن وموثوق يمكّن النمو والازدهار.
وأشاد المجلس بمخرجات النسخة الخامسة للمنتدى الدولي للأمن السيبراني الذي أقيم في الرياض تحت رعاية خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود، وما اشتملت عليه من إطلاقات ومبادرات جسدت ريادة المملكة عالمياً في هذا المجال، ودعمها المستمر للشراكات الدولية، وكل ما من شأنه الإسهام في ازدهار الإنسان ورخاء المجتمعات.
دعم النمو الاقتصادي والإنفاق التنموي والاجتماعي
وبين وزير الإعلام أن المجلس رحّب باختيار المملكة العربية السعودية لاستضافة مؤتمر اليونسكو العالمي للسياسات الثقافية والتنمية المستدامة لعام 2029م؛ الذي أتى تقديراً لمكانتها وإسهاماتها الوطنية والإقليمية والعالمية في دعم الدور التنموي للثقافة، وتحفيز الابتكار والإبداع.
وفي الشأن المحلي؛ عدّ مجلس الوزراء مؤشرات البيان التمهيدي للميزانية العامة للدولة للعام المالي (2026م) تأكيداً على مواصلة دعم النمو الاقتصادي الشامل، واستمرار الإنفاق التنموي والاجتماعي الموجه وفق الأولويات الوطنية؛ وذلك بالتوازي مع تعزيز قوة المركز المالي للمملكة، وضمان استدامة المالية العامة، والمضي قدماً في تنفيذ الإصلاحات الهيكلية الرامية إلى تعزيز كفاية الاقتصاد وتنويعه وزيادة تنافسيته؛ بما يسهم في تحقيق مستهدفات (رؤية المملكة 2030).

واطّلع المجلس على الموضوعات المدرجة على جدول أعماله، من بينها موضوعات اشترك مجلس الشورى في دراستها، كما اطّلع على ما انتهى إليه كل من مجلسي الشؤون السياسية والأمنية، والشؤون الاقتصادية والتنمية، واللجنة العامة لمجلس الوزراء، وهيئة الخبراء بمجلس الوزراء في شأنها، وقد انتهى المجلس إلى ما يلي:
- تفويض وزير الخارجية -أو من ينيبه- بالتباحث مع الجانب التايلندي في شأن مشروع مذكرة تفاهم للمشاورات السياسية بين وزارة خارجية المملكة العربية السعودية ووزارة خارجية مملكة تايلند، والتوقيع عليه.
- تفويض وزير البيئة والمياه والزراعة -أو من ينيبه- بالتباحث مع الجانب الأذربيجاني في شأن مشروع مذكرة تفاهم بين وزارة البيئة والمياه والزراعة في المملكة العربية السعودية ووزارة الزراعة في جمهورية أذربيجان في المجال الزراعي، والتوقيع عليه.
- الموافقة على مذكرة تفاهم بين وزارة الصحة في المملكة العربية السعودية ووزارة الصحة والسكان في جمهورية مصر العربية للتعاون في المجالات الصحية.
- الموافقة على مذكرة تفاهم بين الهيئة العامة للإحصاء في المملكة العربية السعودية وإحصاءات إستونيا في جمهورية إستونيا للتعاون في مجال الإحصاء.
- الموافقة على تنظيم المعهد الوطني لأبحاث الصحة.
- الموافقة على إنشاء فرع لجامعة نيو هيفن في مدينة الرياض.
تعيينات وترقيات:
تعيين المهندس ماهر بن عبدالرحمن القاسم، والدكتور محمد بن عمر العبداللطيف، والأستاذ عبدالعزيز بن علي العودان؛ أعضاءً في مجلس إدارة معهد الإدارة العامة من ذوي الخبرة والاختصاص.
الموافقة على ترقيات وتعيين بالمرتبتين (الخامسة عشرة) و (الرابعة عشرة)، وذلك على النحو الآتي:
ـ ترقية ضيف الله بن رمضان بن صنيدح العنزي إلى وظيفة (مستشار قانوني أول) بالمرتبة (الخامسة عشرة) بالأمن العام.
ـ ترقية عبدالله بن عبدالرحمن بن عبدالله التويجري إلى وظيفة (مستشار أول أعمال) بالمرتبة (الخامسة عشرة) بالأمانة العامة لمجلس الوزراء.
ـ تعيين صالح بن حميد بن سعيد السناني الجهني على وظيفة (وكيل إمارة منطقة) بالمرتبة (الرابعة عشرة) بإمارة منطقة المدينة المنورة.

The Crown Prince and Prime Minister, Prince Mohammed bin Salman bin Abdulaziz Al Saud, chaired the session held by the Council of Ministers in Riyadh.
During the session, the Council of Ministers discussed the current regional developments, particularly the situation in the occupied Palestinian territories, emphasizing the welcome of the steps taken regarding the proposal by U.S. President Donald Trump to end the war in Gaza, release all hostages, and immediately commence negotiations to agree on implementation mechanisms.
The Council reviewed the overall international meetings hosted by the Kingdom of Saudi Arabia as part of its approach to enhance multilateral dialogue and intensify joint coordination that serves international peace and security, contributes to addressing global challenges, and provides supportive conditions for development.
On the local front, the Council of Ministers approved the organization of the National Institute for Health Research in its session yesterday.
Enhancing the Kingdom's Global Leadership in Cybersecurity
Minister of Media Salman Al-Dosari stated in his statement to the Saudi Press Agency following the session that the Council praised the contents of the meeting of the leaders of the Munich Security Conference held in Al-Ula with the participation of senior officials from various countries around the world to exchange views on developments in the region, global food security, climate, energy issues, as well as international trade and economic cooperation.
The Council of Ministers appreciated the results of the second regular session of the Arab Cybersecurity Ministers Council hosted by the Kingdom and the achievements made in its first year in enhancing joint work, cooperation, and solidarity in the field of cybersecurity, contributing to achieving a secure and reliable Arab cyberspace that enables growth and prosperity.
The Council commended the outcomes of the fifth edition of the International Cybersecurity Forum held in Riyadh under the patronage of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and the initiatives launched that embody the Kingdom's global leadership in this field, its ongoing support for international partnerships, and everything that contributes to the prosperity of humanity and the welfare of societies.
Supporting Economic Growth and Developmental and Social Spending
The Minister of Media indicated that the Council welcomed the selection of the Kingdom of Saudi Arabia to host the UNESCO World Conference on Cultural Policies and Sustainable Development in 2029, which came in recognition of its status and its national, regional, and global contributions to supporting the developmental role of culture and stimulating innovation and creativity.
On the local front, the Council of Ministers considered the indicators of the preliminary statement of the state budget for the fiscal year 2026 as a confirmation of the continued support for comprehensive economic growth and the ongoing developmental and social spending directed according to national priorities, in parallel with strengthening the financial position of the Kingdom, ensuring the sustainability of public finances, and moving forward with structural reforms aimed at enhancing economic efficiency, diversification, and increasing competitiveness, contributing to achieving the objectives of Vision 2030.
Decisions:
The Council reviewed the topics listed on its agenda, including topics studied by the Shura Council, and also reviewed the conclusions reached by both the Political and Security Affairs Council and the Economic and Development Affairs Council, the General Committee of the Council of Ministers, and the Experts Commission of the Council of Ministers regarding them. The Council concluded the following:
- Authorizing the Minister of Foreign Affairs - or his representative - to negotiate with the Thai side regarding a draft memorandum of understanding for political consultations between the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia and the Ministry of Foreign Affairs of the Kingdom of Thailand, and to sign it.
- Authorizing the Minister of Environment, Water, and Agriculture - or his representative - to negotiate with the Azerbaijani side regarding a draft memorandum of understanding between the Ministry of Environment, Water, and Agriculture of the Kingdom of Saudi Arabia and the Ministry of Agriculture of the Republic of Azerbaijan in the agricultural field, and to sign it.
- Approving a memorandum of understanding between the Ministry of Health of the Kingdom of Saudi Arabia and the Ministry of Health and Population of the Arab Republic of Egypt for cooperation in health fields.
- Approving a memorandum of understanding between the General Authority for Statistics in the Kingdom of Saudi Arabia and Statistics Estonia in the Republic of Estonia for cooperation in the field of statistics.
- Approving the organization of the National Institute for Health Research.
- Approving the establishment of a branch of the University of New Haven in Riyadh.
Appointments and Promotions:
Appointing Engineer Maher bin Abdulrahman Al-Qasem, Dr. Mohammed bin Omar Al-Abdulatif, and Mr. Abdulaziz bin Ali Al-Odan as members of the Board of Directors of the Institute of Public Administration from among those with experience and specialization.
Approval of promotions and appointments at the ranks of (fifteenth) and (fourteenth) as follows:
- Promoting Dhaifallah bin Ramadan bin Sunaidah Al-Anzi to the position of (Senior Legal Advisor) at the rank of (fifteenth) in the Public Security.
- Promoting Abdullah bin Abdulrahman bin Abdullah Al-Tuwaijri to the position of (Senior Business Advisor) at the rank of (fifteenth) in the General Secretariat of the Council of Ministers.
- Appointing Saleh bin Hamid bin Said Al-Sanani Al-Juhani to the position of (Deputy Emir of the Region) at the rank of (fourteenth) in the Emirate of Medina.
- Promoting Majid bin Rakan bin Majid Al-Ajmi to the position of (Business Advisor) at the rank of (fourteenth) in the Ministry of Interior.
- Promoting Musaad bin Abdulrahman bin Abdulaziz Al-Mas'ad to the position of (Legal Advisor) at the rank of (fourteenth) in the General Secretariat of the Council of Ministers.
The Council also reviewed a number of general topics listed on its agenda, including annual reports from the Development Authority of Medina, the Digital Government Authority, the General Irrigation Corporation, the Saudi Press Agency, the Maintenance Fund, the National Center for the Development of the Non-Profit Sector, and the King Abdulaziz Foundation, and the Council took the necessary actions regarding those topics.
