عقدت الدول الثماني الأعضاء في مجموعة «أوبك بلس»، التي تضم المملكة العربية السعودية، وروسيا، والعراق، والإمارات، والكويت، وكازاخستان، والجزائر، وعُمان، والتي سبق أن أعلنت تعديلات تطوعية إضافية في شهري أبريل ونوفمبر من عام 2023، اجتماعاً عبر الاتصال المرئي، بتاريخ 2 نوفمبر 2025، لمراجعة مستجدات السوق البترولية وآفاقها المستقبلية.
وفي ضوء النظرة المستقرة للاقتصاد العالمي وأسس السوق الإيجابية الحالية، كما يتضح من انخفاض المخزونات البترولية، قررت الدول المشاركة تنفيذ تعديل في الإنتاج قدره (137) ألف برميل يومياً من إجمالي كميات التعديلات التطوعية الإضافية البالغة (1.65) مليون برميل يومياً التي أُعلن عنها في أبريل 2023، وسيُنفذ هذا التعديل في ديسمبر 2025.
تعليق الزيادات الشهرية في الإنتاج
وبعد شهر ديسمبر، ونظراً إلى العوامل الموسمية، قررت الدول الثماني تعليق الزيادات الشهرية في الإنتاج في يناير وفبراير ومارس من عام 2026.
وأكدت الدول الثماني أن كميات الخفض البالغة (1.65) مليون برميل يومياً قد تتم إعادتها بشكل جزئي أو كامل تدريجياً، حسب متغيرات السوق، وستواصل الدول المشاركة متابعة وتقييم ظروف السوق بشكل دقيق.
وفي إطار جهودها المستمرة لدعم استقرار السوق، أكدت الدول الثماني مجدداً على أهمية تبني نهجٍ حذر والاحتفاظ بالمرونة الكاملة للاستمرار في إيقاف تعديلات الإنتاج التطوعية الإضافية أو عكسها، بما في ذلك تعديلات الإنتاج التطوعية السابقة البالغة 2.2 مليون برميل يومياً التي أُعلن عنها في نوفمبر 2023.
كما نوهت الدول الثماني الأعضاء في مجموعة «أوبك بلس» إلى أن هذا الإجراء سيوفر فرصة للدول المشاركة لتسريع عملية التعويض، وجددت الدول الثماني التزامها بإعلان التعاون، بما في ذلك التعديلات التطوعية الإضافية التي ستتم مراقبة الالتزام بها من قبل لجنة الرقابة الوزارية المشتركة.
وأكّدت الدول عزمها على تعويض كامل كميات الإنتاج الزائدة منذ يناير 2024، وستعقد الدول الثماني اجتماعات شهرية لمتابعة تطورات السوق، ومستوى الالتزام، وتنفيذ خطط التعويض، على أن يُعقد الاجتماع القادم في 30 نوفمبر 2025.
The eight member countries of the "OPEC Plus" group, which includes Saudi Arabia, Russia, Iraq, the UAE, Kuwait, Kazakhstan, Algeria, and Oman, which had previously announced additional voluntary adjustments in April and November 2023, held a virtual meeting on November 2, 2025, to review the latest developments in the oil market and its future prospects.
In light of the stable outlook for the global economy and the current positive market fundamentals, as evidenced by the decline in oil inventories, the participating countries decided to implement a production adjustment of (137) thousand barrels per day from the total voluntary additional adjustments of (1.65) million barrels per day announced in April 2023, which will be implemented in December 2025.
Suspension of Monthly Production Increases
After December, and due to seasonal factors, the eight countries decided to suspend monthly production increases in January, February, and March of 2026.
The eight countries confirmed that the reduction amounting to (1.65) million barrels per day may be gradually restored partially or fully, depending on market variables, and the participating countries will continue to closely monitor and assess market conditions.
As part of their ongoing efforts to support market stability, the eight countries reiterated the importance of adopting a cautious approach and maintaining full flexibility to continue suspending additional voluntary production adjustments or reversing them, including the previous voluntary production adjustments of 2.2 million barrels per day announced in November 2023.
The eight member countries of the "OPEC Plus" group also noted that this measure will provide an opportunity for the participating countries to accelerate the compensation process, and the eight countries renewed their commitment to the cooperation declaration, including the additional voluntary adjustments that will be monitored for compliance by the Joint Ministerial Monitoring Committee.
The countries affirmed their determination to fully compensate for all excess production since January 2024, and the eight countries will hold monthly meetings to follow up on market developments, compliance levels, and the implementation of compensation plans, with the next meeting scheduled for November 30, 2025.
