ضبطت الهيئة السعودية للمراجعين والمحاسبين عددًا من المنشآت والأفراد ممن تورطوا في تقديم خدمات المحاسبة والمراجعة دون الحصول على التراخيص النظامية، وأُحيلوا إلى النيابة العامة لاستكمال الإجراءات النظامية بحقهم، وذلك في إطار جهودها الرقابية لضبط جودة الأداء المهني والارتقاء بممارسات مهنة المحاسبة والمراجعة.
وأوضحت الهيئة أنه جرى متابعة ورصد ما ينشر عبر منصات التواصل الاجتماعي والمواقع الإلكترونية، إضافة إلى ما تلقته من بلاغات رسمية من أفراد وجهات مختلفة، وجرى ضبط مؤسستين تجاريتين لقيامهما بالإعلان عن تقديم خدمات المحاسبة والمراجعة دون الحصول على ترخيص نظامي، كما تم ضبط مكتب جهز مقرًا ورفع لوحة لممارسة النشاط دون الحصول على ترخيص نظامي، إضافة إلى قيام فرد بالادعاء عبر منصة «إكس» أنه (محاسب قانوني معتمد).
وتأتي هذه الخطوة في إطار حرص الهيئة على تنظيم المهنة والتأكد من التزام جميع الممارسين بأحكام نظام مهنة المحاسبة والمراجعة ولائحته التنفيذية، وقد تم رصد تلك الأفعال وفقًا للمادة العاشرة من النظام التي تجرّم تضليل الجمهور بأي وسيلة توحي بأن للمخالف حق مزاولة المهنة دون الحصول على ترخيص نظامي، أو في حال كان الترخيص مشطوبًا أو موقفًا، وأن عقوبة مرتكب تلك الممارسات السجن لمدة تصل إلى 5 سنوات، وبغرامة مالية تصل إلى مليوني ريال، وفقًا لأحكام النظام.
وتؤكد الهيئة حرصها على حماية المهنة من الممارسات غير النظامية، وتدعو الجميع إلى الالتزام بالحصول على التراخيص اللازمة قبل مزاولة المهنة، حفاظًا على جودة الأداء المهني وثقة المجتمع في الخدمات المحاسبية، وتدعو جميع الأفراد والمنشآت إلى ضرورة التحقق من نظامية مقدمي الخدمات المهنية عبر موقعها الإلكتروني، الذي يتيح للعموم إمكانية الاستعلام عن المرخصين.
وشددت الهيئة على أن حماية المهنة وضمان كفاءة الممارسين يمثلان أحد مرتكزاتها الأساسية، مؤكدة عزمها مواصلة الرقابة على القطاع، واتخاذ ما يلزم لضمان جودة المخرجات وموثوقية الكفاءات العاملة فيه، بما يسهم في حماية الاقتصاد الوطني.
The Saudi Authority for Auditors and Accountants has apprehended a number of establishments and individuals involved in providing accounting and auditing services without obtaining the necessary licenses. They have been referred to the Public Prosecution to complete the legal procedures against them, as part of its regulatory efforts to ensure the quality of professional performance and elevate the practices of the accounting and auditing profession.
The Authority clarified that it has been monitoring and tracking what is published on social media platforms and websites, in addition to the official reports received from individuals and various entities. Two commercial establishments were apprehended for advertising the provision of accounting and auditing services without obtaining a legal license. Additionally, an office was found to have set up a location and displayed a sign for conducting activities without obtaining a legal license, and an individual claimed on the "X" platform that he is a (Certified Public Accountant).
This step comes as part of the Authority's commitment to regulating the profession and ensuring that all practitioners adhere to the provisions of the Accounting and Auditing Profession Law and its executive regulations. These actions were monitored in accordance with Article Ten of the law, which criminalizes misleading the public by any means that suggest that the violator has the right to practice the profession without obtaining a legal license, or if the license has been canceled or suspended. The penalty for committing such practices can be imprisonment for up to 5 years and a financial fine of up to two million riyals, according to the provisions of the law.
The Authority emphasizes its commitment to protecting the profession from illegal practices and urges everyone to comply with obtaining the necessary licenses before practicing the profession, in order to maintain the quality of professional performance and the community's trust in accounting services. It calls on all individuals and establishments to verify the legality of professional service providers through its website, which allows the public to inquire about licensed practitioners.
The Authority stressed that protecting the profession and ensuring the efficiency of practitioners are among its core pillars, affirming its determination to continue monitoring the sector and taking necessary measures to ensure the quality of outputs and the reliability of the competencies working in it, contributing to the protection of the national economy.
