طرحت هيئة تقويم التعليم مقترحات جديدة لتعزيز جودة البرامج وتنظيم آلية حصول المنشآت على الاعتماد البرامجي من جهات دولية. واشترطت على المنشأة التدريبية عند اختيارها جهة اعتماد دولي لأحد برامجها بأن تكون جهة الاعتماد الأجنبية مرخصة من الهيئة.
ومنعت الضوابط المنشآت التدريبية من أن تتضمن الصيغة المستخدمة في برامجها أي دلالات تسويقية أو دعائية لتلك الجهات أو لنظام تدريبي محدّد.
وبموجب التنظيم المقترح، يتولى المركز المختص بالهيئة دراسة طلبات المنشآت التدريبية والتحقق من استيفائها المعايير ومراجعة الوثائق، ودراسة التقارير النهائية الصادرة من جهات الاعتماد الدولية.
وشدّدت الضوابط على المنشأة التي ترغب بالحصول على اعتماد برامجي دولي أن يكون لدى المنشأة اعتماد مؤسسي سارٍ من الهيئة، وأن يكون البرنامج الذي ترغب المنشأة التدريبية حصوله على اعتماد برامجي قد حقق الضوابط والمعايير والمؤشرات والشروط والإجراءات الخاصة بالإطار الوطني للمؤهلات، وما يطرأ عليه من تعديلات أو تحديثات وتمنح المنشأة مهلة ستة أشهر للتعاقد مع جهة الاعتماد الدولية، وفي حال انتهاء المدة دون إتمام التعاقد، يتوجب على المنشأة التقدّم بطلب جديد، ويجوز للمركز تكليف مستشار أو أكثر من المختصين لحضور الزيارات الميدانية التي تقوم بها جهة الاعتماد الدولية للمنشأة للتحقق من جودة إجراءات الاعتماد البرامجي.
وتضمّنت الضوابط المقترحة بأن تزود المنشأة المركز بقرار الاعتماد البرامجي ومدته؛ على أن يكون قراراً فعلياً للاعتماد البرامجي وليس معادلاً للاعتماد أو شهادة اعتراف أو غير ذلك من أشكال المصادقة أو صور التهيئة للاعتماد البرامجي. ويجوز للمركز دراسة الحالات الخاصة التي تمنع جهة الاعتماد الدولية من تسمية عمليات التقويم خارج مقر الجهة (اعتماداً)، ويقوم المركز بعد التحقق من سلامة الاعتماد البرامجي وإجراءاته بتوثيقه وتسجيله لديه على أن يشمل التوثيق مدة الاعتماد البرامجي واشتراطاته.
The Education Evaluation Authority has proposed new suggestions to enhance the quality of programs and organize the mechanism for institutions to obtain program accreditation from international entities. It stipulated that the training institution, when choosing an international accreditation body for one of its programs, must ensure that the foreign accreditation body is licensed by the authority.
The regulations prohibited training institutions from including any marketing or promotional implications for those entities or for a specific training system in the wording used in their programs.
According to the proposed regulation, the relevant center within the authority will study the applications from training institutions, verify their compliance with the standards, review the documents, and examine the final reports issued by international accreditation bodies.
The regulations emphasized that the institution wishing to obtain international program accreditation must have a valid institutional accreditation from the authority, and the program for which the training institution seeks program accreditation must have met the standards, criteria, indicators, conditions, and procedures specific to the national qualifications framework, including any amendments or updates. The institution is granted a six-month period to contract with the international accreditation body, and if the period expires without completing the contract, the institution must submit a new application. The center may assign one or more consultants to attend the field visits conducted by the international accreditation body to verify the quality of the program accreditation procedures.
The proposed regulations included that the institution must provide the center with the program accreditation decision and its duration; this decision must be an actual program accreditation and not equivalent to accreditation or a certificate of recognition or any other forms of validation or preparation for program accreditation. The center may study special cases that prevent the international accreditation body from designating evaluation processes outside the entity's headquarters (as accreditation), and after verifying the integrity of the program accreditation and its procedures, the center will document and register it, ensuring that the documentation includes the duration of the program accreditation and its requirements.
