اعتمد وزير السياحة أحمد بن عقيل الخطيب، سياسات وقواعد تسجيل العاملين وتوطين الأنشطة في المنشآت السياحية المرخصة في جميع مناطق ومدن المملكة، في إطار جهود الوزارة؛ لتعزيز فرص التوظيف للمواطنين، وتمكين الكوادر الوطنية في وظائف القطاع، والارتقاء بجودة الخدمات المقدمة في القطاع السياحي.
وأوضح الخطيب، أن اعتماد السياسات والقواعد، يمثل خطوة مهمة في إطار جهود الوزارة؛ لتمكين الكوادر الوطنية في وظائف القطاع السياحي الواعد في المملكة، وذلك في إطار الجهود التشاركية مع الجهات الحكومية ذات الصلة من أجل توطين الوظائف في مجال السياحة، مشيرًا إلى أن هذه السياسات والقواعد تأتي في إطار حرص الوزارة على تمكين الكوادر الوطنية المؤهلة في الوظائف القيادية في القطاع، وتوفير فرص وظيفية مناسبة لحديثي التخرج، وجميع أبناء وبنات الوطن، مبينًا أن السياسات الجديدة تحدد الاشتراطات والإجراءات الخاصة بتوطين الأنشطة وتسجيل العاملين وفقًا للقرار الصادر، وتشمل جميع الأنشطة المرخصة من قبل وزارة السياحة.
وتهدف السياسات والقواعد المعتمدة؛ إلى تعزيز إسهام المواطنين في القطاع السياحي، وتوفير فرص وظيفية محفزة في مجال السياحة للمواطنين والمواطنات، إضافة لرفع مشاركة الكوادر الوطنية في سوق العمل والقطاع السياحي.
وتتضمن السياسات والقواعد المعتمدة، إلزام المنشآت السياحية بتسجيل جميع العاملين في أنظمة وزارة الموارد البشرية والتنمية الاجتماعية قبل مباشرة العمل، وتوثيق عقود العاملين بنظام التقاول أو الإعارة أو العمل الموسمي عبر منصة «أجير» أو المنصات المعتمدة، مؤكدة التزام المنشآت السياحية التي تملك أكثر من منشأة مرخصة كفروع أن تسجل عامليها في ملف المنشأة المرتبط بالرخصة السياحية لكل منشأة في أنظمة وزارة الموارد البشرية والتنمية الاجتماعية.
كما تضمنت السياسات المعتمدة، ضرورة وجود موظف استقبال سعودي خلال فترات العمل في جميع مرافق الضيافة السياحية، وذلك في إطار حرص الوزارة على إبراز قيّم الضيافة السعودية الراسخة، كما حظرت إسناد أو تعهيد المهن الصادر بشأنها قرارات توطين لجهات أو عاملين خارج المملكة، وأن يكون الإسناد أو التعهيد لمنشآت مرخصة من وزارة السياحة أو مرخصة لإسناد السعوديين من وزارة الموارد البشرية والتنمية الاجتماعية.
وأكّدت وزارة السياحة على جميع المنشآت السياحية، ضرورة الالتزام بتطبيق ما تضمنته سياسات وقواعد تسجيل العاملين وتوطين الأنشطة المعتمدة، حيث ستقوم الوزارة برصد المخالفات لهذه السياسات والقواعد، وتطبيق العقوبات المقررة على المخالفين دون استثناء بالتعاون مع الجهات الحكومية ذات الصلة.
Tourism Minister Ahmed bin Aqeel Al-Khateeb has adopted policies and regulations for registering workers and localizing activities in licensed tourism establishments across all regions and cities of the Kingdom, as part of the ministry's efforts to enhance employment opportunities for citizens, empower national cadres in the sector, and improve the quality of services provided in the tourism sector.
Al-Khateeb explained that the adoption of these policies and regulations represents an important step in the ministry's efforts to empower national cadres in the promising tourism sector in the Kingdom, within the framework of collaborative efforts with relevant government entities to localize jobs in the field of tourism. He pointed out that these policies and regulations come as part of the ministry's commitment to empowering qualified national cadres in leadership positions in the sector and providing suitable job opportunities for recent graduates and all sons and daughters of the nation. He clarified that the new policies specify the conditions and procedures for localizing activities and registering workers according to the issued decision, and they include all activities licensed by the Ministry of Tourism.
The adopted policies and regulations aim to enhance the contribution of citizens in the tourism sector and provide stimulating job opportunities in tourism for both male and female citizens, in addition to increasing the participation of national cadres in the labor market and the tourism sector.
The adopted policies and regulations include obligating tourism establishments to register all workers in the systems of the Ministry of Human Resources and Social Development before commencing work, and to document the contracts of workers under contracting, lending, or seasonal work through the "Ajeer" platform or other approved platforms. It emphasizes that tourism establishments owning more than one licensed establishment as branches must register their workers in the file of the establishment linked to the tourism license for each establishment in the systems of the Ministry of Human Resources and Social Development.
The adopted policies also included the necessity of having a Saudi receptionist present during working hours in all tourism hospitality facilities, as part of the ministry's commitment to showcasing the established values of Saudi hospitality. It also prohibited assigning or outsourcing professions subject to localization decisions to entities or workers outside the Kingdom, and that the assignment or outsourcing must be to establishments licensed by the Ministry of Tourism or licensed to assign Saudis by the Ministry of Human Resources and Social Development.
The Ministry of Tourism has emphasized to all tourism establishments the necessity of adhering to the application of what is included in the adopted policies and regulations for registering workers and localizing activities, as the ministry will monitor violations of these policies and regulations and apply the prescribed penalties on violators without exception in cooperation with the relevant government entities.
