أطلق أمين منطقة الرياض الأمير الدكتور فيصل بن عبدالعزيز بن عياف، برنامج تحول الرياض البلدي، الهادف إلى مواكبة النمو المتسارع والتطور النوعي الذي تشهده العاصمة، واستجابةً لحاجة المدينة ومواكبة تطلعاتها بما يليق بمكانتها العالمية ورفع مستوى التفاعل والاستعداد لتقديم خدمات تتناسب مع حجم المشاريع القائمة والمستقبلية، والأحداث العالمية التي تحتضنها الرياض وتنوي إقامتها خلال السنوات القادمة.
تحسين كفاءة التشغيل ورفع الجودة
وانطلاقًا من هذا الطموح عملت الأمانة على برنامج تحوّل الرياض البلدي، الذي يتمحور حول تحسين كفاءة تشغيل المدينة ورفع جودة الخدمات المقدمة للمستفيدين ومواءمتها مع حاجات السكان وخصوصية كل نطاق جغرافي في مدينة الرياض، وذلك من خلال تحويل جميع البلديات الفرعية في مدينة الرياض البالغ عددها 16 بلدية إلى 5 قطاعات ممكّنة تتولى تقديم خدمات الأمانة المباشرة وغير المباشرة في نطاق معين داخل المدينة، ويتضمن البرنامج استحداث كيانات جديدة تحت مسمى مكاتب «مدينتي»، التي تهدف إلى التفاعل مع السكان والقرب منهم وتعزيز تجربتهم مع الأمانة عبر تقديم خدمة العملاء وتنفيذ أنشطة المشاركة المجتمعية.
ثلاثة مستويات تنظيمية
ويأتي هذا البرنامج انعكاسًا للتموضع الإستراتيجي القائم على مفهوم غير المركزية الذي تبنته الأمانة، وذلك بإعادة تعريف منظومة الأمانة الداخلية لتتكون بشكل أساسي من ثلاثة مستويات تنظيمية، بدءًا بالمستوى الإستراتيجي والإشرافي الذي يتمثّل بوكالات الأعمال في الأمانة، ثم المستوى التشغيلي متمثلًا بقطاعات الأمانة التي تشرف على تشغيل نطاقات جغرافية محددة بالمدينة، وينتهي هذا التموضع بالمستوى التمثيلي الذي يتجسد في مكاتب «مدينتي» التي تمثل نقطة التفاعل الأولى مع المستفيدين لتقديم خدمات تجربة العميل والمشاركة المجتمعية.
وشمل برنامج «تحول الرياض البلدي» عددًا من المسارات التي عملت عليها الأمانة، بدءًا من مسارات التصميم والتنفيذ، إضافة إلى تطوير الممكنات التنظيمية والتقنية والبشرية وتحسين بيئة العمل لضمان التطبيق الفعال والمستدام وتحقيق النتائج المرجوة لهذا البرنامج.
نقطة تحول جوهرية
وأكدت الأمانة أن هذا البرنامج يمثّل نقطة تحوّل جوهرية في منظومة العمل البلدي في مدينة الرياض التي تسهم في تحسين جودة الحياة ومراعاة حاجات كل حي وتحقيق استجابة فعّالة وسريعة، وإتاحة مشاركة مجتمعية نشطة تسهم في بناء مجتمع حضري متفاعل ومتكامل وصولًا إلى تحقيق أعلى درجات الرضا لسكان وزوار مدينة الرياض.
ويُعد «تحول الرياض البلدي» أحد أهم برامج إستراتيجية أمانة منطقة الرياض الذي يعكس رؤية الأمانة في أن تكون أمانةً رائدةً لمدينةٍ مزدهرةٍ ومستدامة ترتقي بجودة الحياة، وتحقق رسالتها في الارتقاء بالرياض عبر تعزيز التنمية الحضرية المستدامة، وتوفير خدمات عالية الجودة، وبناء شراكات فاعلة نحو مجتمع نابض بالحياة.
The Secretary of the Riyadh Region, Prince Dr. Faisal bin Abdulaziz bin Ayaf, launched the Riyadh Municipal Transformation Program, aimed at keeping pace with the rapid growth and qualitative development that the capital is witnessing, in response to the city's needs and aspirations in a manner befitting its global status. This program seeks to enhance interaction and readiness to provide services that match the scale of ongoing and future projects, as well as the global events that Riyadh hosts and plans to hold in the coming years.
Improving Operational Efficiency and Raising Quality
Based on this ambition, the municipality has worked on the Riyadh Municipal Transformation Program, which focuses on improving the operational efficiency of the city and raising the quality of services provided to beneficiaries, aligning them with the needs of residents and the specific characteristics of each geographical area in Riyadh. This is achieved by transforming all 16 sub-municipalities in Riyadh into 5 empowered sectors that will provide direct and indirect municipal services within specific areas of the city. The program includes the establishment of new entities under the name "My City" offices, which aim to interact with residents, get closer to them, and enhance their experience with the municipality by providing customer service and implementing community engagement activities.
Three Organizational Levels
This program reflects the strategic positioning based on the concept of decentralization adopted by the municipality, by redefining the internal municipal system to consist primarily of three organizational levels. It starts with the strategic and supervisory level represented by the business agencies in the municipality, then the operational level represented by the municipal sectors that oversee the operation of specific geographical areas in the city, culminating in the representative level embodied in the "My City" offices, which represent the first point of interaction with beneficiaries to provide customer experience services and community engagement.
The "Riyadh Municipal Transformation" program included several pathways that the municipality has worked on, starting from design and implementation pathways, in addition to developing organizational, technical, and human capabilities and improving the work environment to ensure effective and sustainable implementation and achieve the desired results of this program.
A Fundamental Turning Point
The municipality confirmed that this program represents a fundamental turning point in the municipal work system in the city of Riyadh, contributing to improving the quality of life, addressing the needs of each neighborhood, achieving effective and rapid responses, and enabling active community participation that contributes to building an interactive and integrated urban community, ultimately reaching the highest levels of satisfaction for the residents and visitors of Riyadh.
