رأس ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز آل سعود، الجلسة التي عقدها مجلس الوزراء، اليوم، في الرياض.
وفي بداية الجلسة؛ رفع مجلس الوزراء التهنئة لخادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود، بمناسبة افتتاح أعمال السنة الثانية من الدورة التاسعة لمجلس الشورى، مثمنًا ما اشتمل عليه الخطاب الملكي السنوي من مضامين سامية أجملت الأسس الراسخة لهذه الدولة المباركة، وإنجازاتها ونجاحاتها في مسيرة النماء والازدهار، والتطلع نحو رفعة المواطن وتقدم الوطن إلى الريادة في مختلف المجالات جنباً إلى جنب مع السعي الحثيث لتحقيق أمن المنطقة واستقرارها.
إثر ذلك أطلع ولي العهد مجلس الوزراء على نتائج مشاركته في الدورة الاستثنائية للمجلس الأعلى لمجلس التعاون لدول الخليج العربية، والقمة العربية الإسلامية الطارئة، مشيدًا بما أكدت القمتان من دعم الدول الأعضاء لموقف دولة قطر الشقيقة في مواجهة الاعتداء الغاشم الذي وقع عليها، والرفض التام للخروج على مبادئ القانون الدولي وجميع الأعراف الدولية.
وجدّد مجلس الوزراء في هذا السياق إدانته بأشد العبارات اعتداءات سلطة الاحتلال الإسرائيلية في المنطقة، مؤكدًا تضامن المملكة العربية السعودية التام مع دولة قطر ودعمها الكامل لكل ما من شأنه حماية أمنها والمحافظة على سيادتها.
وفي الشأن المحلي، وافق مجلس الوزراء، في جلسته أمس، على وثيقة مشروع تخصيص مصنع الملابس والتجهيزات العسكرية.
تنفيذ حل الدولتين واستعادة أمن السودان
وأوضح وزير الإعلام سلمان بن يوسف الدوسري، في بيانه لوكالة الأنباء السعودية عقب الجلسة، أن المجلس رحّب باعتماد الجمعية العامة للأمم المتحدة «إعلان نيويورك» الصادر عن المؤتمر الدولي رفيع المستوى لتسوية القضية الفلسطينية بالوسائل السلمية وتنفيذ حل الدولتين، الذي رأسته المملكة العربية السعودية بالاشتراك مع الجمهورية الفرنسية، مؤكدًا أن تصويت 142 دولة على القرار يمثل إرادة دولية للمضي قدمًا إلى مستقبل يعمّه السلام، ويحصل فيه الشعب الفلسطيني الشقيق على حقه المشروع بإقامة دولته المستقلة على حدود عام 1967 وعاصمتها القدس الشرقية.
وأعرب مجلس الوزراء عن دعمه البيان المشترك لوزراء خارجية المملكة العربية السعودية وجمهورية مصر العربية ودولة الإمارات العربية المتحدة والولايات المتحدة الأمريكية بشأن استعادة السلام والأمن في السودان، آملًا أن يسهم ذلك في إنهاء المأساة الإنسانية التي يعاني منها الشعب السوداني الشقيق.
مواصلة المشروع الوطني النووي ومنحة لدعم سورية
وأكد المجلس استمرار المملكة العربية السعودية في مساندة الجهود التي تبذلها الجمهورية العربية السورية لإعادة بناء اقتصادها، ومن ضمن ذلك تقديم منحة لإمدادها بمليون وستمائة وخمسين ألف برميل من البترول الخام بهدف تحسين الظروف المعيشية للشعب السوري الشقيق.
وبين أن مجلس الوزراء استعرض مشاركة المملكة في الاجتماع (التاسع والستين) للمؤتمر العام للوكالة الدولية للطاقة الذرية، وما تضمنت من التأكيد على مواصلة مشروعها الوطني للطاقة النووية بالتعاون مع الوكالة الدولية؛ للإسهام في تنمية القدرات البشرية والإمكانات الوطنية، ودعم التقدم العلمي والتقني، وتعزيز الازدهار الاقتصادي والاجتماعي، وتطلعها إلى أن تكون قدوة ونموذجًا يحتذى به.
وعدّ المجلس استضافة الرياض مؤتمر «موني 20/20 الشرق الأوسط» تجسيدًا لاهتمام المملكة والتزامها بدعم الابتكار وريادة الأعمال، وتعزيز كفاية الأسواق، وتوسيع الشراكات والاستثمار، والإسهام في صياغة مستقبل القطاع المالي بوصفها أحد المراكز العالمية في هذا المجال.

واطلع المجلس على الموضوعات المدرجة على جدول أعماله، من بينها موضوعات اشترك مجلس الشورى في دراستها، كما اطلع على ما انـتهى إليه كل من مجلسي الشؤون السياسية والأمنية، والشؤون الاقتصادية والتنمية، واللجنة العامة لمجلس الوزراء، وهيئة الخبراء بمجلس الوزراء في شأنها، وقد انتهى المجلس إلى ما يلي:
- تفويض رئيس مجلس أمناء مكتبة الملك فهد الوطنية -أو من ينيبه- بالتباحث مع الجانب الإندونيسي في شأن مشروع مذكرة تفاهم للتعاون بين مكتبة الملك فهد الوطنية في المملكة العربية السعودية والمكتبة الوطنية الإندونيسية في جمهورية إندونيسيا، والتوقيع عليه.
- الموافقة على مذكرة تفاهم في مجال التعاون في مكافحة الاتجار والإنتاج والتصنيع غير المشروع للمخدرات والمؤثرات العقلية والسلائف الكيميائية وتهريبها بين حكومتي المملكة العربية السعودية وجمهورية نيجيريا الاتحادية.
- الموافقة على بروتوكول بين وزارة البيئة والمياه والزراعة بالمملكة العربية السعودية والإدارة العامة للجمارك بجمهورية الصين الشعبية بشأن متطلبات التفتيش والحجر للألبان ومشتقاتها للمنتجات المصدرة من المملكة العربية السعودية إلى جمهورية الصين الشعبية.
- الموافقة على مذكرة تفاهم بين المركز الوطني لتنمية الغطاء النباتي ومكافحة التصحر في المملكة العربية السعودية ومعهد قانسو لأبحاث مكافحة التصحر في جمهورية الصين الشعبية في مجال التصحر.
- الموافقة على مذكرة تفاهم للتعاون في مجال تنمية الصادرات بين هيئة تنمية الصادرات السعودية في المملكة العربية السعودية والمؤسسة الأردنية لتطوير المشاريع الاقتصادية في المملكة الأردنية الهاشمية.
- تفويض وزير التعليم رئيس مجلس إدارة المؤسسة العامة للتدريب التقني والمهني -أو من ينيبه- بالتباحث مع الجانب التركي في شأن مشروع مذكرة تفاهم في مجال التدريب التقني والمهني بين المؤسسة العامة للتدريب التقني والمهني في المملكة العربية السعودية ووزارة التعليم الوطني في جمهورية تركيا.
- الموافقة على وثيقة مشروع تخصيص مصنع الملابس والتجهيزات العسكرية.

الموافقة على ترقيات بالمرتبة (الرابعة عشرة)، وذلك على النحو الآتي:
ترقية أحمد بن علي بن محمد آل عبداللّه القحطاني إلى وظيفة (مستشار أعمال) بالمرتبة (الرابعة عشرة) بوزارة الموارد البشرية والتنمية الاجتماعية.
ترقية تركي بن محمد بن صالح الصويلح إلى وظيفة (مستشار بحث ديني) بالمرتبة (الرابعة عشرة) بوزارة الشؤون الإسلامية والدعوة والإرشاد.

«من قرارات المجلس»:
1- المجلس ثمن الخطاب الملكي السنوي بمناسبة افتتاح أعمال السنة الثانية من الدورة التاسعة لمجلس الشورى وما حمله من مضامين سامية أجملت الأسس الراسخة لهذه الدولة المباركة، وإنجازاتها ونجاحاتها في مسيرة النماء والازدهار.

Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz Al Saud chaired the session held by the Council of Ministers today in Riyadh.
At the beginning of the session, the Council of Ministers extended its congratulations to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, on the occasion of the opening of the second year of the ninth session of the Shura Council, appreciating the noble contents of the annual royal speech that summarized the solid foundations of this blessed state, its achievements and successes in the path of growth and prosperity, and the aspiration towards the elevation of the citizen and the advancement of the nation to leadership in various fields alongside the relentless pursuit of achieving security and stability in the region.
Following that, the Crown Prince informed the Council of Ministers about the results of his participation in the extraordinary session of the Supreme Council of the Gulf Cooperation Council and the emergency Arab-Islamic summit, praising the support confirmed by both summits for the position of the sisterly State of Qatar in facing the brutal aggression against it, and the complete rejection of any violation of the principles of international law and all international norms.
The Council of Ministers renewed its condemnation in the strongest terms of the Israeli occupation authority's aggressions in the region, affirming the Kingdom of Saudi Arabia's full solidarity with the State of Qatar and its complete support for all that would protect its security and maintain its sovereignty.
On the local front, the Council of Ministers approved, in its session yesterday, the document for the project to allocate a military clothing and equipment factory.
Implementing the Two-State Solution and Restoring Security in Sudan
Minister of Media Salman bin Yusuf Al-Dosari clarified, in his statement to the Saudi Press Agency following the session, that the council welcomed the adoption by the United Nations General Assembly of the "New York Declaration" issued by the high-level international conference to settle the Palestinian issue through peaceful means and implement the two-state solution, which was chaired by the Kingdom of Saudi Arabia in cooperation with the French Republic. He emphasized that the vote of 142 countries in favor of the resolution represents an international will to move forward towards a future filled with peace, where the Palestinian people obtain their legitimate right to establish their independent state on the 1967 borders with East Jerusalem as its capital.
The Council of Ministers expressed its support for the joint statement of the foreign ministers of the Kingdom of Saudi Arabia, the Arab Republic of Egypt, the United Arab Emirates, and the United States of America regarding the restoration of peace and security in Sudan, hoping that this would contribute to ending the humanitarian tragedy suffered by the brotherly Sudanese people.
Continuing the National Nuclear Project and Grant to Support Syria
The council confirmed the continued support of the Kingdom of Saudi Arabia for the efforts made by the Syrian Arab Republic to rebuild its economy, including providing a grant to supply it with one million six hundred and fifty thousand barrels of crude oil to improve the living conditions of the brotherly Syrian people.
It indicated that the Council of Ministers reviewed the Kingdom's participation in the 69th meeting of the General Conference of the International Atomic Energy Agency, which included affirming the continuation of its national nuclear energy project in cooperation with the agency; to contribute to the development of human capacities and national potentials, support scientific and technical progress, and enhance economic and social prosperity, aspiring to be a model and example to follow.
The council considered Riyadh's hosting of the "MONEY 20/20 Middle East" conference as a manifestation of the Kingdom's interest and commitment to supporting innovation and entrepreneurship, enhancing market efficiency, expanding partnerships and investment, and contributing to shaping the future of the financial sector as one of the global centers in this field.
Decisions:
The council reviewed the topics listed on its agenda, including topics that the Shura Council participated in studying, and it was briefed on the conclusions reached by both the Political and Security Affairs Council and the Economic and Development Affairs Council, the General Committee of the Council of Ministers, and the Experts Committee of the Council of Ministers regarding them. The council concluded with the following:
- Authorizing the Chairman of the Board of Trustees of the King Fahd National Library - or his representative - to negotiate with the Indonesian side regarding a draft memorandum of understanding for cooperation between the King Fahd National Library in the Kingdom of Saudi Arabia and the National Library of Indonesia in the Republic of Indonesia, and to sign it.
- Approving a memorandum of understanding in the field of cooperation to combat trafficking, production, and illegal manufacturing of narcotics and psychotropic substances, chemical precursors, and their smuggling between the governments of the Kingdom of Saudi Arabia and the Federal Republic of Nigeria.
- Approving a protocol between the Ministry of Environment, Water, and Agriculture in the Kingdom of Saudi Arabia and the General Administration of Customs in the People's Republic of China regarding inspection and quarantine requirements for dairy products and their derivatives exported from the Kingdom of Saudi Arabia to the People's Republic of China.
- Approving a memorandum of understanding for cooperation in the field of desertification between the National Center for Vegetation Cover Development and Combating Desertification in the Kingdom of Saudi Arabia and the Gansu Institute for Desertification Research in the People's Republic of China.
- Approving a memorandum of understanding for cooperation in the field of export development between the Saudi Export Development Authority in the Kingdom of Saudi Arabia and the Jordanian Institution for Economic Development in the Hashemite Kingdom of Jordan.
- Authorizing the Minister of Education, Chairman of the Board of Directors of the Technical and Vocational Training Corporation - or his representative - to negotiate with the Turkish side regarding a draft memorandum of understanding in the field of technical and vocational training between the Technical and Vocational Training Corporation in the Kingdom of Saudi Arabia and the Ministry of National Education in the Republic of Turkey.

Approval of promotions to the rank of (fourteenth), as follows:
Promotion of Ahmed bin Ali bin Mohammed Al-Abdullah Al-Qahtani to the position of (Business Consultant) at the (fourteenth) rank in the Ministry of Human Resources and Social Development.
Promotion of Turki bin Mohammed bin Saleh Al-Suwailih to the position of (Religious Research Consultant) at the (fourteenth) rank in the Ministry of Islamic Affairs, Call, and Guidance.
Promotion of Fahd bin Nasser bin Saad Al-Amari to the position of (Legal Consultant) at the (fourteenth) rank in the Riyadh Region Municipality.
The Council of Ministers also reviewed a number of general topics listed on its agenda, including annual reports from the Ministries of Commerce and Education, the Mecca Region Development Authority, the General Authority for Exhibitions and Conferences, the Saudi Space Agency, and the National Competitiveness Center, and the council took the necessary actions regarding those topics.
