ثمّن مجلس الشورى ما تضمنه الخطاب الملكي الذي ألقاه ولي العهد، من إشادة بدور مجلسِ الشورى وإسهاماته الفاعلة في تطوير الأنظمة، واستكمال المنظومة التشريعية وتحديثها بما يواكب أفضل الممارسات العالمية.
وأصدر المجلس قراره بالموافقة على مشروع نظام (قانون) التنظيم الصناعي الموحد لدول مجلس التعاون لدول الخليج العربية. وناقش المجلس في جلسته العادية الأولى من أعمال السنة الثانية للدورة التاسعة المنعقدة برئاسة رئيس المجلس الشيخ الدكتور عبدالله محمد إبراهيم آل الشيخ، التقرير السنوي لمركز التأمين الصحي الوطني، وأبدى أعضاء المجلس عدداً من الملحوظات والآراء بشأن ما تضمّنه التقرير السنوي لمركز التأمين الصحي الوطني، إذ طالب عضو المجلس الدكتور راشد الشريف، مركز التأمين الصحي الوطني بتسريع إجراءات الموافقات على المطالبات، ووضع مؤشرات أداء لقياس رضا المستفيدين وجودة الخدمة. وأكد عضو المجلس محمد الفراج، أهمية جاهزية الملف الطبي الموحَد بما يكفل حوكمة وصول المستفيد إلى الخدمة بسهولة، مطالباً مركز التأمين الصحي الوطني بتصنيف البلاغات التي تلقاها وحالات معالجتها وأزمنة الاستجابة لأهمية ذلك في تقييم وفهم الوضع الراهن.

أكد عضو المجلس الدكتور محمد بن علي مباركي لـ«عكاظ»: أن رؤية المملكة رسمت منهجاً يلامس حياة المواطن في جميع المجالات، وعدّ لقطاع الإسكان والخدمات دوراً كبيراً في تحفيز الاقتصاد، والارتقاء بمستوى الخدمات ورفع مستوى جودة الحياة والإنتاجية للمواطن، فالسكن يحسن استقرار الأسر ويزيد من مشاركة المواطنين في سوق العمل، وهو جزء محوري من برنامج (الإسكان) وبرنامج (جوده الحياة) ضمن رؤية المملكة 2030.
وعدّه محركاً اقتصادياً رئيسياً يسهم في نمو الناتج المحلي الإجمالي (GDP) وتنويع الاقتصاد في بلادنا، كون قطاع التشييد والبناء ومن ضمنه الإسكان يمثل نسبة معتبرة من الناتج المحلي غير النفطي، كون كل وحدة سكنية تضيف قيمة اقتصادية مباشرة من خلال الإنشاء والتطوير العقاري، مع ملاحظة أن نمو قطاع الإسكان ينعكس على صناعات مساندة مثل مواد البناء والأثاث والأدوات الكهربائية والمقاولات والخدمات اللوجستية، ويولّد وظائف كبيرة، فمشاريع الإسكان في بلادنا المترامية الأطراف توفر فرص العمل المباشرة في المقاولات والهندسة وغير المباشرة في التمويل والصيانة والنقل، وتنامي القطاع الحيوي يجذب استثمارات محلية وأجنبية في التطوير العقاري وصناديق الاستثمار العقاري (REITs) ويعزز سوق العمل العقاري ما يزيد السيولة والدورة الاقتصادية، ويخلق تأثيراً اقتصادياً مضاعفاً، مبيّناً أن القطاع لن يحقق مستهدفاته إلا بتحقيق برامج الدعم السكني وتطوير البنية التحتية وتسهيل الحصول على التمويل والقروض العقارية وتحسين التشريعات والأنظمة والمبادرات الخاصة بالفئات الأشد حاجة.

The Shura Council appreciated the contents of the royal speech delivered by the Crown Prince, which praised the role of the Shura Council and its effective contributions to the development of regulations, completing the legislative system, and updating it to keep pace with the best global practices.
The council issued its decision to approve the draft law of the unified industrial organization for the Gulf Cooperation Council countries. The council discussed in its first regular session of the second year of the ninth term, chaired by the council president Sheikh Dr. Abdullah Mohammed Ibrahim Al Sheikh, the annual report of the National Health Insurance Center. Council members expressed a number of observations and opinions regarding what was included in the annual report of the National Health Insurance Center. Council member Dr. Rashid Al Sharif called on the National Health Insurance Center to expedite the approval procedures for claims and to establish performance indicators to measure beneficiary satisfaction and service quality. Council member Mohammed Al Faraj emphasized the importance of the readiness of the unified medical file to ensure governance in facilitating beneficiaries' access to services, calling on the National Health Insurance Center to classify the reports it received, the cases it handled, and response times, highlighting the importance of this in evaluating and understanding the current situation.

Council member Dr. Mohammed bin Ali Al-Mubarak stated to "Okaz": The Kingdom's Vision has outlined an approach that touches the lives of citizens in all areas, and he considered the housing and services sector to play a significant role in stimulating the economy, enhancing the level of services, and raising the quality of life and productivity for citizens. Housing improves family stability and increases citizens' participation in the labor market, and it is a pivotal part of the (Housing) program and the (Quality of Life) program within the Kingdom's Vision 2030.
He regarded it as a major economic driver contributing to the growth of the Gross Domestic Product (GDP) and diversifying the economy in our country, as the construction and building sector, including housing, represents a significant percentage of the non-oil GDP. Each housing unit adds direct economic value through construction and real estate development, noting that the growth of the housing sector reflects on supporting industries such as building materials, furniture, electrical appliances, contracting, and logistics services, generating substantial jobs. Housing projects in our vast country provide direct job opportunities in contracting and engineering, and indirect opportunities in financing, maintenance, and transportation. The growth of this vital sector attracts local and foreign investments in real estate development and Real Estate Investment Trusts (REITs), enhancing the real estate labor market, increasing liquidity and the economic cycle, and creating a multiplied economic impact. He indicated that the sector will not achieve its targets without implementing housing support programs, developing infrastructure, facilitating access to financing and mortgage loans, and improving legislation, regulations, and initiatives for the most needy groups.
