The Crown Prince and Prime Minister, Prince Mohammed bin Salman bin Abdulaziz Al Saud, chaired the session held by the Council of Ministers today in Riyadh.

At the beginning of the session, the Crown Prince briefed the Council of Ministers on the content of the message he received from the President of the Russian Federation, Vladimir Putin, and on the details of the reception of the Deputy Prime Minister of the State of Palestine, Hussein Sheikh.

The Minister of Media, Salman bin Yusuf Al-Dosari, stated in his statement to the Saudi Press Agency following the session that the council reviewed the overall events in the region and the world, particularly the developments in the occupied Palestinian territories, and the diligent efforts made by the Kingdom to communicate with members of the international community to end the humanitarian disaster in Gaza and to deliver relief and humanitarian aid to the sector in full cooperation with international mechanisms.

During its session yesterday, the Council of Ministers approved the formation of the Board of Trustees of the World Cup for Electronic Sports for a period of three years, chaired by Prince Mohammed bin Salman bin Abdulaziz Al Saud.

Utilizing Investment to Build a Prosperous and Sustainable Future

In this context, the council emphasized the importance of the statement issued by the foreign ministers of the Kingdom of Saudi Arabia and the Italian Republic, which renewed the joint commitment to achieving a just, secure, and comprehensive peace in the Middle East, called for an immediate cessation of the war in Gaza, and condemned any actions that undermine the two-state solution.

On the local front, the council appreciated the sponsorship of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, for the ninth edition of the Future Investment Initiative conference, which will be held in Riyadh under the title "Key to Prosperity" from October 27 to 30, 2025, aimed at enhancing ways to utilize investment in building a prosperous and sustainable future for humanity.

Decisions:

The council reviewed the topics listed on its agenda, including topics that the Shura Council participated in studying, and it was briefed on the conclusions reached by both the Councils of Political and Security Affairs and Economic Affairs and Development, the General Committee of the Council of Ministers, and the Experts Authority at the Council of Ministers regarding them. The council concluded the following:

- Formation of the Board of Trustees of the World Cup for Electronic Sports for a period of three years, chaired by Prince Mohammed bin Salman bin Abdulaziz Al Saud.

- Delegating the Minister of Foreign Affairs - or his representative - to discuss with the Moldovan side regarding a draft memorandum of understanding on political consultations between the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia and the Ministry of Foreign Affairs of the Republic of Moldova, and to sign it.

- Approval of a memorandum of understanding between the Ministry of Environment, Water, and Agriculture in the Kingdom of Saudi Arabia and the Food Safety Agency in the Republic of Azerbaijan for cooperation in the field of plant protection and plant quarantine.

- Approval of the regional cooperation protocol in managing fisheries and aquaculture in the Red Sea and Gulf of Aden.

- Approval of a memorandum of understanding regarding cooperation in the field of mineral wealth between the Ministry of Industry and Mineral Resources in the Kingdom of Saudi Arabia and the Department for Business and Trade in the United Kingdom of Great Britain and Northern Ireland.

- Approval of two agreements between the Government of the Kingdom of Saudi Arabia and the Governments of the Republic of Liberia and the Republic of Ecuador in the field of air transport services.

- Approval of two memoranda of understanding between the Oversight and Anti-Corruption Authority in the Kingdom of Saudi Arabia and each of: (the Office of the Public Prosecutor and the Anti-Corruption Agency) in the Republic of Uzbekistan in the field of preventing and combating corruption.

- Approval of the model memorandum of understanding for cooperation in the field of human rights between the Human Rights Authority in the Kingdom of Saudi Arabia and its counterparts in other countries, and delegating the Chairman of the Human Rights Authority - or his representative - to discuss with the counterparts in other countries regarding a draft memorandum of understanding for cooperation in the field of human rights between the authority and its counterparts in other countries, and to sign it, in light of the model memorandum.

- Approval of a memorandum of understanding between the Government of the Kingdom of Saudi Arabia, represented by the Saudi Space Agency, and the Government of the Republic of India, represented by the Indian Space Department, in the field of space activities for peaceful purposes.

- Approval of the updated document for the national strategy for the sustainability of the Red Sea.

- Approval of the rules for determining the grades of boarding for employees and workers in public agencies, both civilians and military.

- Defining the geographical scope of the Al-Hudaybah Reserve.

- Approval of the final account for Al-Baha University for a previous financial year.

Promotions:

Approval of promotions at the ranks of (fifteenth) and (fourteenth) and the position of (Ambassador) as follows:

- Promotion of Ali bin Abdul Mohsen bin Ali Al-Malihhan to the position of (Ambassador) at the Ministry of Foreign Affairs.

- Promotion of Sultan bin Ibrahim bin Abdullah Al-Mazrou to the position of (Senior Business Consultant) at the rank of (fifteenth) at the Ministry of Islamic Affairs, Call, and Guidance.

- Promotion of Majid bin Abdulaziz bin Mohammed Al-Salem to the position of (Business Consultant) at the rank of (fourteenth) at the Ministry of Interior.

- Promotion of Ali bin Salem bin Hamid Al-Shehri to the position of (Branch Manager) at the rank of (fourteenth) at the General Presidency for the Promotion of Virtue and Prevention of Vice.

The Council of Ministers also reviewed a number of general topics listed on its agenda, including two annual reports for the High Authority for Industrial Security and the General Presidency for Scientific Research and Ifta, and the council took the necessary actions regarding those topics.
