اختتم الأمين العام لرابطة العالم الإسلامي رئيس هيئة علماء المسلمين الشيخ الدكتور محمد عبدالكريم العيسى، في العاصمة الماليزية كوالالمبور، أعمال «الملتقى العالمي للتصديق على الإجازات القرآنية وتكريم قُرّاء دُول «آسيان»، برعاية رئيس الوزراء في ماليزيا أنور إبراهيم. وشهد الملتقى حضور الوزير برئاسة الوزراء الماليزية مسؤول الملف الديني في المملكة السيناتور الدكتور داتو سري محمد نعيم محمد مختار، وإمام وخطيب المسجد الحرام رئيس مجمع الفقه الإسلامي الدولي الشيخ الدكتور صالح عبدالله بن حميد، في سياق حضوره لملتقى الفقهاء الأول، وعدد من كبار علماء دُول «آسيان»، وبمشاركة نخبة من العلماء والمتخصّصين في علوم القرآن الكريم والإقراء، والآلاف من الحُفَّاظ والحافظات للقرآن الكريم في دول جنوب شرق آسيا.
ويَهدف هذا الملتقى الأول من نوعه، الذي يأتي في سياق الجهود العالمية للرابطة في خدمة القرآن الكريم، إلى دراسة بعض الفَوَات في تدقيق بعض الإجازات القرآنية، ومعالجة عدد من حالات المنح لغير المُتقِنين والضابِطِين، إذ تتضح الثغرات في هذا فور قراءاتهم المعلنة، جاء ذلك على إثر ضعف حَوْكَمة بعض الإجازات، كما يهدف الملتقى إلى تحقيق التعاون والتكامل بين المؤسّسات والمراكز المتخصّصة في مراجعة الإجازات والتصديق عليها، وتبادُل الخبرات فيما بينهم.
وفي كلمته خلال الحفل، أكّد الأمين العام للرابطة، أنَّ الرابطة وهي تُطلق هذا الملتقى العالمي للتصديق على الإجازات القرآنية وتكريم قُرّاء دول «آسيان»، إنما تقوم بواجبها في ضوء رسالتها ومهامها الإسلامية.
وأوضح أنَّ هذه الإجازة تَتْبعُها شهادة تصديق تُحقِّق وتُدقِّق، مبيّناً أنَّ معاييرَ وكالة خدمة الكتاب والسنّة في الرابطة عاليةٌ، وتستمدُّ دقّتها ومراجعاتها من المجلس العالمي لشيوخ الإقراء، الذي يُعتبَر أول مجلس من نوعه، ومن أعضائه كبار القُرّاء في العالم الإسلامي.
وشدَّد على أنَّ القرآن الكريم أنزله الله عز وجل للتدبُّر والعمل مع أهمية حفظه، يقول الله تعالى: «كتاب أنزلناه إليك مبارك ليدّبروا آياته وليتذكّر أولوا الألباب»، لافتاً الأنظار إلى أنَّ وكالة الكتاب والسنّة تَحرص على هذا الأمر، وتَعمل عليه من خلال اختيار علماء متخصصين للاضطلاع بمسؤولية تعليم القرآن الكريم بمعانيه كافة ولاسيما التحلي بآدابه.
من جانبه، أشاد الوزير برئاسة الوزراء الماليزية بجهود الرابطة في إنجاح هذا الملتقى، مُعرِباً عن شُكره وامتنانه لأمانة الرابطة، نظيرَ التزامها بتعزيز أواصر الأخوّة بين ماليزيا والعالم الإسلامي، وسعْيها في دعْم وحدة الأمّة.
وأوضح أنَّ أهمية هذا الملتقى تكمُن في الجمْع بين التراث الإسنادي القديم والمنهجيات التربوية المعاصرة، لنضمَن أنَّ الطلاب لا يُتقِنون القرآن فحسب، بل يتحلّون بالأخلاق النبيلة والمسئولية الاجتماعية.
وألقى إمام وخطيب المسجد الحرام، الشيخ الدكتور صالح عبدالله بن حميد، كلمةً أعرب فيها عن سعادته بهذا الجمع الكبير والبهيج من أبناء دول آسيا من حُفَّاظ كتاب الله عزَّ وجل، مبيّناً أنَّ هذا ممَّا يُفرح قلبَ كلِّ مسلم، وهو مصداقٌ لقوله عزَّ شأنه: (إنَّا نحن نزَّلنا الذكر وإنَّا له لحافظون)، وأوصى حفَّاظ القرآن الكريم بتمثُّل كتاب الله عز وجل في حياتهم حتى يكونوا قُدوات.
وخلال الملتقى، دشَّن الأمين العام للرابطة، الشهادة العالميّة للتصديق على الإجازات القرآنية، بهدَف رفْع مستوى الاعتماد والموثوقية للإجازات القرآنية، وحِفْظ مكانة حَمَلَة كتاب الله تعالى عَبر منهجيةٍ دقيقةٍ وآليّةٍ محكمة.
منهج الوسطية والاعتدال
شهد الشيخ محمد العيسى مراسم منْح الشهادة في نُسختها الأُولى لعشرةٍ من الحُفّاظ المجازين الذين استوفَوا معايير المراجعة والتدقيق في أسانيدهم القرآنية.
كما شهد الأمين العام، تكريم عددٍ من كبار قُرّاء القرآن الكريم في دول «آسيان»، تقديراً لدورهم الريادي في نشْر القرآن الكريم وتعليمه، وإسهاماتهم في بناء أجيال قرآنية راسخة على منهج الوسطية والاعتدال.
وشهد أيضاً، تخريج مجموعةٍ جديدة من الحُفّاظ والحافظات ممّن حصلوا على الإجازة القرآنية بالسَّنَد المتّصل إلى أئمّة الإقراء من السَّلف، عَبْر المَقرأة التقنية العالمية لرابطة العالم الإسلامي، والدفعة الجديدة من خرّيجي معهد تحفيظ القرآن والقراءات بالمؤسسة الإسلامية في ماليزيا التابع لرابطة العالم الإسلامي.
وخلال الحفل شاهَدَ الحضورُ عرضاً مرئياً عن إنجازات الرابطة ومبادراتها ومشاريعها لخدمة القرآن الكريم والسنّة النبوية.
كما شاهَدوا الفيلم الوثائقي «رحْلة مُجاز» الذي يوثّق رحْلة أحَد حافظي كتاب الله منذ التحاقِه بالمقرأة التقنية العالمية إلى حصوله على الإجازة القرآنية وشهادة التصديق عليها.
وعقبها، أقيمَت جَلْستان علميّتان، بمشاركة عددٍ من كبار القُرّاء وقيادات مؤسّسات الإقراء حول العالم. وصدَرَ عن الملتقى عددٌ من التوصيات المهمّة المتعلقة بموضوعه، بما في ذلك أهمية توثيق الإجازات القرآنية وفق ضوابط علمية دقيقة، وتعزيز مفهوم الإجازة لدى المقرئ والمجاز، وبيان المنهج الأمثل في منْح الإجازة.

The Secretary-General of the Muslim World League and President of the Association of Muslim Scholars, Sheikh Dr. Mohammed Abdulkarim Al-Issa, concluded the activities of the "Global Forum for Certifying Quranic Licenses and Honoring Readers from ASEAN Countries" in the Malaysian capital, Kuala Lumpur, under the patronage of the Prime Minister of Malaysia, Anwar Ibrahim. The forum was attended by the Minister in the Prime Minister's Department responsible for religious affairs in Malaysia, Senator Dr. Dato' Sri Mohd Na'im Mohd Shaffie, the Imam and preacher of the Grand Mosque and President of the International Islamic Fiqh Academy, Sheikh Dr. Saleh Abdullah bin Hamid, as part of his attendance at the First Scholars Forum, along with several senior scholars from ASEAN countries, and a select group of scholars and specialists in Quranic sciences and recitation, as well as thousands of Quran memorizers from Southeast Asian countries.
The aim of this first-of-its-kind forum, which comes as part of the League's global efforts to serve the Quran, is to study some shortcomings in verifying certain Quranic licenses and to address several cases of granting licenses to those who are not proficient and accurate, as gaps become evident in their announced readings. This follows the weak governance of some licenses. The forum also aims to achieve cooperation and integration among institutions and centers specialized in reviewing and certifying licenses, and to exchange expertise among them.
In his speech during the ceremony, the Secretary-General of the League emphasized that the League, in launching this global forum for certifying Quranic licenses and honoring readers from ASEAN countries, is fulfilling its duty in light of its Islamic message and tasks.
He clarified that this license is followed by a certification that verifies and scrutinizes, indicating that the standards of the League's Book and Sunnah Agency are high, and its accuracy and reviews are derived from the World Council of Quran Reciters, which is considered the first council of its kind, and its members are among the leading reciters in the Islamic world.
He stressed that the Holy Quran was revealed by Allah, the Exalted, for contemplation and action, along with the importance of memorizing it. Allah, the Almighty, says: "A Book We have sent down to you, blessed, that they may reflect upon its verses and that those of understanding would be reminded." He pointed out that the Book and Sunnah Agency is keen on this matter and works on it by selecting specialized scholars to undertake the responsibility of teaching the Quran with all its meanings, especially embodying its ethics.
For his part, the Minister in the Prime Minister's Department praised the League's efforts in making this forum a success, expressing his gratitude and appreciation to the League's secretariat for its commitment to strengthening the bonds of brotherhood between Malaysia and the Islamic world and its efforts to support the unity of the nation.
He explained that the importance of this forum lies in combining the ancient chain of narration heritage with contemporary educational methodologies, to ensure that students not only master the Quran but also embody noble morals and social responsibility.
The Imam and preacher of the Grand Mosque, Sheikh Dr. Saleh Abdullah bin Hamid, delivered a speech in which he expressed his happiness at this large and joyful gathering of the sons of Asian countries who are memorizers of the Book of Allah, the Exalted, indicating that this brings joy to the heart of every Muslim, and it is a testament to His saying: "Indeed, it is We who sent down the Reminder, and indeed, We will be its guardian." He advised the Quran memorizers to embody the Book of Allah in their lives so that they may be role models.
During the forum, the Secretary-General of the League launched the global certification for Quranic licenses, aiming to raise the level of accreditation and reliability of Quranic licenses and to preserve the status of the bearers of the Book of Allah through a precise methodology and a rigorous mechanism.
The Method of Moderation and Balance
Sheikh Mohammed Al-Issa witnessed the granting of the certificate in its first edition to ten licensed memorizers who met the standards of review and scrutiny in their Quranic chains.
The Secretary-General also witnessed the honoring of several senior Quran reciters from ASEAN countries, in appreciation of their pioneering role in spreading and teaching the Quran, and their contributions to building generations firmly rooted in the methodology of moderation and balance.
He also witnessed the graduation of a new group of memorizers who obtained the Quranic license with an unbroken chain to the reciters from the predecessors, through the global technical Quranic institute of the Muslim World League, and the new batch of graduates from the Quran Memorization and Recitations Institute of the Islamic Foundation in Malaysia, affiliated with the Muslim World League.
During the ceremony, the attendees watched a visual presentation about the League's achievements, initiatives, and projects to serve the Quran and the prophetic Sunnah.
They also watched the documentary film "Journey of a Licensed Memorizer," which documents the journey of one of the memorizers of the Book of Allah from his enrollment in the global technical Quranic institute to obtaining the Quranic license and the certification for it.
Following this, two scientific sessions were held, with the participation of several senior reciters and leaders of recitation institutions around the world. The forum issued several important recommendations related to its topic, including the importance of documenting Quranic licenses according to precise scientific standards, enhancing the concept of the license among the reciter and the licensed, and clarifying the optimal methodology for granting the license.
