تضع المملكة الابتكار في قلب رؤيتها لقطاعات البيئة والمياه والزراعة، في خطوة استراتيجية نحو تحقيق التنمية المستدامة وتنويع الاقتصاد الوطني، ليكون الابتكار ركيزة أساسية ومحركاً رئيساً للاستدامة، ضمن رؤية طموح تستهدف الريادة العالمية في البحث والتطوير والابتكار.
ودلالة على أهمية ملف الابتكار في المملكة، فقد شُكلت لإدارته لجنة عليا وأسست لأجله هيئة تنمية البحث والتطوير والابتكار، ولجوهرية ملف الابتكار في الاستدامة، وضعت المملكة (الاستدامة والاحتياجات الأساسية) محوراً ضمن أربعة محاورٍ شكلت الأولويات الوطنية للبحث والتطوير والابتكار، وأنشأت وزارة البيئة والمياه والزراعة وكالة متخصصة للبحث والابتكار تُعنى بتفعيل دور الابتكار في قطاعاتها، وتحدد نطاق التركيز التقني والتدخلات المؤسسية التي تنوي الوزارة القيام بها.
الابتكار والتقنيات الحديثة في صميم التحول يشهد قطاع البيئة والمياه والزراعة في المملكة تحولات عميقة تقودها التقنيات الحديثة والابتكار، بوصفها أدوات استراتيجية لتحقيق مستهدفات رؤية 2030. وأوضحت وزارة البيئة والمياه والزراعة في تقريرها «الابتكار البيئي في المملكة العربية السعودية: خارطة طريق تبني التقنيات»، أن دور التقنية والابتكار يتعاظم في تحقيق الأمن الغذائي والمائي، وتحقيق الاستدامة البيئية.
في هذا الإطار، تضع الوزارة على رأس أولوياتها تمكين منظومة البحث والتطوير والابتكار، لتحفيز تقديم حلول فعالة ومبتكرة، في إطار جهودها لتعزيز استشراف المستقبل وتبني أحدث التقنيات لتحقيق الأهداف المنشودة.
ويُعد تقرير الابتكار البيئي واحداً من ثلاثة تقارير أصدرتها وكالة البحث والابتكار بالوزارة لتسليط الضوء على خارطة تبني التقنيات في القطاعات المختلفة، إلى جانب تقريري الابتكار الزراعي والمائي؛ بهدف تحديد مدى جاهزية هذه التقنيات لمعالجة التحديات ووضع خطة تنفيذية واضحة، إذ وقع الاختيار على أكثر من 300 تقنية وتصنيفها وفقاً لأولويتها.
الرؤية الوطنية 2030.. إطار شامل للابتكار تمثل جهود الابتكار في قطاعات البيئة والمياه والزراعة جزءاً أساسياً من تحقيق رؤية السعودية 2030، التي ترتكز على ثلاثة محاور رئيسية: مجتمع حيوي، اقتصاد مزدهر، ووطن طموح. وتُسهم الابتكارات في هذه القطاعات بشكل مباشر في دعم كل محور من هذه المحاور.
ففي محور «مجتمع حيوي»، يبرز دور الابتكار في تحسين جودة الحياة من خلال الارتقاء بجودة الهواء، وإدارة النفايات، وتحقيق الأمنين المائي والغذائي، أما في محور «اقتصاد مزدهر» فإن الابتكار يفتح آفاقاً جديدة أمام الاستثمار، ويوفر فرص عمل نوعية، ويُسهم في تنويع مصادر الدخل، وفي محور «وطن طموح» يعزز الابتكار من مكانة المملكة إقليمياً ودولياً من خلال تعظيم الاستفادة من مواردها الطبيعية وموقعها الجغرافي، والريادة في حلول الاستدامة.
يؤكد هذا الترابط أن الابتكار ليس مجرد توجه قطاعي، بل قوة دافعة تتكامل مع جميع ركائز الرؤية، إذ تُفضي الزراعة المستدامة إلى تعزيز الصحة العامة، وتُسهم في الحد من التدهور البيئي، ضمن دورة تنموية شاملة ومستدامة.

As a testament to the importance of the innovation agenda in the Kingdom, a high-level committee has been formed to manage it, and an authority for the development of research, development, and innovation has been established. Given the essential nature of the innovation agenda for sustainability, the Kingdom has made (sustainability and basic needs) a focal point among four pillars that shape the national priorities for research, development, and innovation. The Ministry of Environment, Water, and Agriculture has established a specialized agency for research and innovation that focuses on activating the role of innovation in its sectors and defining the scope of technical focus and institutional interventions that the ministry intends to undertake.
Innovation and modern technologies are at the core of transformation. The environment, water, and agriculture sectors in the Kingdom are undergoing profound transformations led by modern technologies and innovation, as strategic tools to achieve the objectives of Vision 2030. The Ministry of Environment, Water, and Agriculture clarified in its report "Environmental Innovation in the Kingdom of Saudi Arabia: A Roadmap for Adopting Technologies" that the role of technology and innovation is growing in achieving food and water security and ensuring environmental sustainability.
In this context, the ministry prioritizes enabling the research, development, and innovation ecosystem to stimulate the provision of effective and innovative solutions, as part of its efforts to enhance future foresight and adopt the latest technologies to achieve the desired goals.
The environmental innovation report is one of three reports issued by the ministry's research and innovation agency to highlight the roadmap for adopting technologies in various sectors, alongside the agricultural and water innovation reports; aiming to determine the readiness of these technologies to address challenges and establish a clear executive plan, with more than 300 technologies selected and classified according to their priority.
Vision 2030.. A comprehensive framework for innovation. The innovation efforts in the environment, water, and agriculture sectors are an essential part of achieving Saudi Vision 2030, which is based on three main pillars: a vibrant society, a thriving economy, and an ambitious nation. Innovations in these sectors directly contribute to supporting each of these pillars.
In the "Vibrant Society" pillar, the role of innovation stands out in improving the quality of life through enhancing air quality, waste management, and achieving both water and food security. In the "Thriving Economy" pillar, innovation opens new horizons for investment, provides quality job opportunities, and contributes to diversifying income sources. In the "Ambitious Nation" pillar, innovation enhances the Kingdom's regional and international standing by maximizing the benefits from its natural resources and geographical location, and leading in sustainability solutions.
This interconnection confirms that innovation is not merely a sectoral trend, but a driving force that integrates with all pillars of the vision, as sustainable agriculture leads to enhanced public health and contributes to reducing environmental degradation, within a comprehensive and sustainable developmental cycle.
