The Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, chaired the session held by the Council of Ministers today in Jeddah.

At the beginning of the session, the Custodian of the Two Holy Mosques briefed the Council of Ministers on the content of the message received from the President of the Arab Republic of Egypt, Abdel Fattah El-Sisi, concerning the relations between the two brotherly countries and ways to support and enhance them in various fields.

The Council then reviewed the outcomes of the reception of the Crown Prince, Prime Minister Prince Mohammed bin Salman bin Abdulaziz, for the President of the Arab Republic of Egypt, and what was included in the phone call between the Crown Prince and the President of the Russian Federation, Vladimir Putin, regarding the appreciation of the role of the Kingdom of Saudi Arabia and its constructive efforts to achieve global peace and enhance dialogue as a means to resolve international crises.

The Council of Ministers affirmed the Kingdom's full support for the measures taken by the Syrian government to achieve security and stability, and its firm rejection of any separatist calls to divide this brotherly country.

On the domestic front, the Council approved the system for expropriating properties for public benefit and the temporary seizure of properties.

Ending the famine in Gaza and stopping the genocide

The Council of Ministers followed the latest developments and events in the region and the world, emphasizing the Kingdom of Saudi Arabia's demand for the international community, especially the permanent members of the Security Council, to expedite intervention to end the famine in the Gaza Strip and stop the genocide and crimes committed by the Israeli occupation army against the brotherly Palestinian people.

The Minister of Information, Salman bin Yusuf Al-Dosari, stated in his statement to the Saudi Press Agency following the session that the Council confirmed its support for the outcomes of the extraordinary meeting of the Council of Foreign Ministers of the Organization of Islamic Cooperation held in Jeddah to discuss the ongoing Israeli aggression against the Palestinian people and to coordinate mechanisms for action to stop the genocide and the decisions and plans aimed at entrenching occupation and complete control over the Gaza Strip. The Council stressed that the continuation of Israeli violations without accountability or punishment undermines the international system and the rules of international law, and could expand the circle of conflict and unrest, threatening security and peace at both regional and global levels.

Support for the Syrian government and a call for Sudan to implement the "Jeddah Declaration"

The Council strongly condemned the continued Israeli violations and incursions into Syrian territory and interference in its internal affairs, affirming the Kingdom's full support for the measures taken by the Syrian government to achieve security and stability, maintain civil peace, and uphold the sovereignty of the state and its institutions, and its firm rejection of any separatist calls to divide this brotherly country.

The Council renewed the Kingdom's call to all Sudanese parties to implement the provisions of the "Jeddah Declaration" signed in May 2023, and to commit to protecting civilians and ensuring the security of humanitarian and relief aid corridors, prioritizing the interests of the brotherly Sudanese people and sparing them the horrors of war and internal conflicts.

The Council of Ministers, while reviewing comprehensive statistics on the number of Umrah performers this year, expressed its ongoing welcome to the guests of the Most Merciful coming from various countries around the world, and its continuous commitment to exerting efforts and utilizing all capabilities and resources to provide comfort for them from their arrival until their departure to their homes safely and successfully.

The blood donation campaign reinforces the values of humanitarian work

The Minister of Information indicated that the Council praised the success of the King Abdulaziz International Competition for Memorizing, Reciting, and Interpreting the Holy Quran, which witnessed for the first time in its history the participation of 179 competitors from 128 countries; thus continuing the Kingdom's leadership in serving Islam and caring for the Book of Allah Almighty and its memorizers.

The Council of Ministers commended the wide community interaction with the annual national blood donation campaign launched by the Crown Prince; aimed at reinforcing the values of humanitarian work and achieving self-sufficiency in blood and its components to ensure a safe and sustainable supply that meets the needs of beneficiaries in all regions of the Kingdom.

The Council appreciated the contribution of the Human Resources Development Fund in employing 267,000 citizens in the private sector during the first half of 2025, thereby enhancing its strategic role in empowering national cadres and increasing their competitiveness, and supporting the growth of the labor market in the Kingdom.

The Council considered the Crown Prince's attendance at the closing ceremony of the World Esports Championship as an extension of his continuous support for this sector through the launch of a comprehensive package of regulations and systems within a national strategy aimed at building a globally competitive sector that provides 39,000 jobs and contributes approximately 50 billion riyals to the GDP by 2030.

Decisions:

The Council of Ministers reviewed the topics listed on its agenda, including topics that the Shura Council participated in studying, and it also reviewed the conclusions reached by both the Council of Political and Security Affairs and the Council of Economic and Development Affairs, the General Committee of the Council of Ministers, and the Experts Authority at the Council of Ministers regarding them. The Council concluded the following:

- Authorizing the Minister of Interior, Chairman of the Board of Directors of the High Commission for Industrial Security - or his representative - to negotiate with Naif Arab University for Security Sciences regarding a draft memorandum of understanding between the Commission and the University in the field of industrial security, and to sign it.

- Approving the Ministry of Islamic Affairs, Call, and Guidance to negotiate with the Islamic Council in the Republic of Madagascar regarding a draft memorandum of understanding between them in the field of Islamic affairs, and to sign it.

- Approving a memorandum of understanding between the Ministry of Industry and Mineral Resources in the Kingdom of Saudi Arabia and the Ministry of Energy and Mineral Resources in the Republic of Indonesia for cooperation in the field of mineral resources.

- Authorizing the Minister of Investment - or his representative - to negotiate with the Chinese side regarding a draft memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Hong Kong Special Administrative Region of the People's Republic of China for cooperation in the field of information exchange in infrastructure and construction, and to sign it.

- Approving a memorandum of understanding between the Ministry of Health in the Kingdom of Saudi Arabia and the Ministry of Health and Family Welfare in the Republic of India for cooperation in health fields.

- Authorizing the Minister of Human Resources and Social Development, Chairman of the Board of Directors of the Authority for the Care of Persons with Disabilities - or his representative - to negotiate with the Venezuelan side regarding a draft memorandum of understanding between the Authority for the Care of Persons with Disabilities in the Kingdom of Saudi Arabia and the National Council for Persons with Disabilities in the Bolivarian Republic of Venezuela for cooperation in the field of the rights of persons with disabilities, and to sign it.

- Approving a memorandum of understanding for cooperation in the field of civil aviation between the General Authority of Civil Aviation in the Kingdom of Saudi Arabia and the General Directorate of Civil Aviation in the State of Kuwait.

- Authorizing the President of the General Auditing Bureau - or his representative - to negotiate with the Cypriot and Gambian sides regarding two draft memoranda of understanding between the General Auditing Bureau in the Kingdom of Saudi Arabia and the Office of the Auditor General in the Republic of Cyprus and the National Audit Office in the Republic of Gambia for cooperation in the field of accounting, auditing, and professional work, and to sign them.

- Approving the system for expropriating properties for public benefit and the temporary seizure of properties.

- Approving the updated strategy for the development of the Asir region.

The Council also reviewed a number of general topics listed on its agenda, including two annual reports for the Support and Liquidation Center and Bisha University, and the Council took the necessary actions regarding those topics.
