وقعت وزارة الدفاع، اليوم، اتفاقية شراكة عسكرية مع الحرس الوطني الأمريكي لولايتي إنديانا وأوكلاهوما، وذلك خلال مراسم أُقيمت في نادي ضباط القوات المسلحة بالرياض، بحضور عدد من كبار المسؤولين من الجانبين، وبمشاركة مسؤولين من وزارة الداخلية ووزارة الحرس الوطني السعودي.
وقد وقع الاتفاقية من جانب وزارة الدفاع رئيس هيئة الأركان العامة الفريق الأول الركن فياض بن حامد الرويلي، فيما وقعها من الجانب الأمريكي رئيس مكتب الحرس الوطني الأمريكي الفريق الأول ستيفن نوردهاوس، والمساعد العام للحرس الوطني بولاية أوكلاهوما اللواء توماس مانسينو، والمساعد العام للحرس الوطني بولاية إنديانا العميد لورانس ميونيخ.
وتندرج الاتفاقية ضمن برنامج الشراكة بين الدول (SPP) التابع لوزارة الدفاع الأمريكية، والذي يضم أكثر من 115 شراكة دولية حول العالم، ويهدف إلى تعزيز التعاون الدفاعي والأمني من خلال التدريب، تبادل الخبرات، ودعم جهود الأمن والاستقرار.
وتغطي الاتفاقية عدة مجالات رئيسة من أبرزها تطوير القدرات الدفاعية المشتركة، ورفع جاهزية القوات المسلحة السعودية، والمشاركة في تدريبات عسكرية مشتركة، وتنمية القيادات والتخطيط الإستراتيجي، وتعزيز الاستجابة للطورائ وإدارة الكوارث، وبناء شراكات مؤسسية مستدامة.
وتتضمن المبادرات المستقبلية تنفيذ زيارات تبادلية، وتدريبات ميدانية مشتركة في البلدين، وبرامج تبادل الضباط، وتبادل الخبرات، وتنظيم ورش عمل متخصصة في مجال القيادة والتخطيط، والذكاء الاصطناعي، وإدارة الأزمات، إلى جانب مشاريع مجتمعية وثقافية تعزز التعاون والتقارب بين الجانبين.
وتم ترشيح ولايتي إنديانا وأوكلاهوما لهذه الشراكة لما تتمتعان به من خبرات مميزة في مجال التدريب العسكري، ودعم القدرات القيادية، والاستجابة للكوارث، وحماية البنية التحتية، وهي مجالات تتوافق مع أولويات وزارة الدفاع لتعزيز الجاهزية الشاملة للقوات المسلحة السعودية.
ونوه رئيس هيئة الأركان العامة الفريق الأول الركن فياض بن حامد الرويلي بما تحظى به القوات المسلحة من دعم مستمر من القيادة الرشيدة -أيدها الله، مؤكداً أن توقيع هذه الشراكة الإستراتيجية يأتي امتداداً لتوجيهات وزير الدفاع الأمير خالد بن سلمان بن عبدالعزيز، بهدف تعزيز جاهزية القوات المسلحة ورفع كفاءتها العملياتية.
وأكد أن هذه الشراكة تمثل محطة تاريخية في مسيرة التعاون الدفاعي بين البلدين الصديقين، وتعكس التزام البلدين الراسخ ببناء قدرات مشتركة ومتكاملة تعزز الأمن والاستقرار الإقليمي.
وأضاف رئيس هيئة الأركان العامة أن هذه الشراكة تُعد استثماراً إستراتيجياً طويل الأمد ومستداماً يسهم في تعزيز جاهزية القوات المسلحة السعودية وتطوير قدراتها لمواجهة التحديات الحالية والمستقبلية، وتعزز دور المملكة كشريك إستراتيجي موثوق وفاعل لدعم أمن المنطقة واستقرارها.
من جانبه، أعرب رئيس مكتب الحرس الوطني الأمريكي الفريق الأول ستيفن نوردهاوس عن اعتزازه بتوقيع هذه الشراكة مع المملكة، مؤكداً بأنها ستعزز القدرات الدفاعية المشتركة وترفع الجاهزية وتدعم جهود البلدين لمواجهة التحديات الحالية والمستقبلية.
من جهتها، أكدت القائم بأعمال السفارة الأمريكية في المملكة السيدة أليسون ديلورث، في كلمة لها بهذه المناسبة، بأن هذه الاتفاقية تمثل خطوة نوعية ومهمة لتعزيز التعاون العسكري بين البلدين الصديقين، كما تمثل امتداداً للشراكة والتعاون الإستراتيجي المستدام.
وتعكس هذه الاتفاقية متانة الشراكة الإستراتيجية بين المملكة العربية السعودية والولايات المتحدة الامريكية، وتشكل خطوة راسخة نحو تعاون دفاعي طويل الأمد يسهم في تعزيز الأمن والاستقرار، ويدعم الجهود المشتركة لبناء مستقبل أكثر سلاماً وازدهاراً.
Today, the Ministry of Defense signed a military partnership agreement with the National Guard of the United States for the states of Indiana and Oklahoma during a ceremony held at the Armed Forces Officers Club in Riyadh, attended by several senior officials from both sides, with participation from officials from the Ministry of Interior and the Saudi National Guard.
The agreement was signed on behalf of the Ministry of Defense by the Chief of General Staff, Lieutenant General Fayad bin Hamid Al-Ruwaili, while it was signed on the American side by the Chief of the U.S. National Guard Bureau, Lieutenant General Steven Nordhaus, and the Adjutant General of the Oklahoma National Guard, Major General Thomas Mancino, along with the Adjutant General of the Indiana National Guard, Brigadier General Lawrence Munich.
This agreement falls under the State Partnership Program (SPP) of the U.S. Department of Defense, which includes over 115 international partnerships worldwide, aiming to enhance defense and security cooperation through training, experience exchange, and supporting security and stability efforts.
The agreement covers several key areas, most notably the development of joint defense capabilities, enhancing the readiness of the Saudi Armed Forces, participating in joint military exercises, leadership development and strategic planning, strengthening emergency response and disaster management, and building sustainable institutional partnerships.
Future initiatives include implementing exchange visits, joint field training in both countries, officer exchange programs, experience sharing, and organizing specialized workshops in leadership and planning, artificial intelligence, and crisis management, alongside community and cultural projects that enhance cooperation and rapprochement between the two sides.
Indiana and Oklahoma were nominated for this partnership due to their distinguished experiences in military training, leadership capacity support, disaster response, and infrastructure protection, which align with the priorities of the Ministry of Defense to enhance the overall readiness of the Saudi Armed Forces.
The Chief of General Staff, Lieutenant General Fayad bin Hamid Al-Ruwaili, praised the continuous support the armed forces receive from the wise leadership - may God support it, affirming that the signing of this strategic partnership comes as an extension of the directives of the Minister of Defense, Prince Khalid bin Salman bin Abdulaziz, aimed at enhancing the readiness and operational efficiency of the armed forces.
He emphasized that this partnership represents a historic milestone in the defense cooperation journey between the two friendly countries, reflecting both countries' firm commitment to building integrated joint capabilities that enhance regional security and stability.
The Chief of General Staff added that this partnership is considered a long-term and sustainable strategic investment that contributes to enhancing the readiness of the Saudi Armed Forces and developing their capabilities to face current and future challenges, reinforcing the Kingdom's role as a reliable and effective strategic partner in supporting the security and stability of the region.
For his part, the Chief of the U.S. National Guard Bureau, Lieutenant General Steven Nordhaus, expressed his pride in signing this partnership with the Kingdom, affirming that it will enhance joint defense capabilities, raise readiness, and support both countries' efforts to address current and future challenges.
On her part, the Chargé d'Affaires at the U.S. Embassy in the Kingdom, Ms. Allison Deloroth, stated in her speech on this occasion that this agreement represents a qualitative and important step to enhance military cooperation between the two friendly countries, as it extends the partnership and sustainable strategic cooperation.
This agreement reflects the strength of the strategic partnership between the Kingdom of Saudi Arabia and the United States of America, and constitutes a solid step towards long-term defense cooperation that contributes to enhancing security and stability, supporting joint efforts to build a more peaceful and prosperous future.
