دشن مساعد وزير الدفاع للشؤون التنفيذية الدكتور خالد بن حسين البياري في الرياض اليوم إستراتيجية البيانات بوزارة الدفاع، وذلك خلال انطلاق أعمال ملتقى البيانات الدفاعي الذي نظمته الوزارة ممثلة في إدارة مكتب إدارة البيانات، بحضور عدد من المسؤولين والخبراء من القطاعين العسكري والمدني.
وتهدف الإستراتيجية إلى وضع خارطة طريق لحوكمة البيانات وتصنيفها وتفعيل استخدامها موردا إستراتيجيا يسهم في بناء منظومة دفاعية آمنة ومترابطة، قادرة على تلبية متطلبات المستقبل ودعم التحول الرقمي في القطاع الدفاعي.
وفي كلمته بهذه المناسبة، أكد مساعد وزير الدفاع للشؤون التنفيذية أن البيانات لم تعد مجرد مكون تقني أو منتج ثانوي، بل أصبحت أصلا إستراتيجيا يعزز صنع القرار، ويدعم الابتكار، ويرفع مستوى الجاهزية العسكرية، مشيراً إلى أن التعامل مع البيانات الدفاعية يكتسب خصوصية سيادية نظراً إلى حساسيتها وارتباطها المباشر بالأمن الوطني والتكامل مع القطاعات الحكومية والشركاء والحلفاء.
وبين أن التعامل مع البيانات يستند إلى أسس رئيسية تشمل إدارتها كأصل سيادي وفق معايير ترتبط بالمهمة الوطنية، وتأسيس إطار مشترك يربط الجهات العسكرية والتنظيمية والتشريعية، وتمكين الاستخدام الآمن والمشترك للبيانات لدعم الابتكار التقني والعملياتي، وبناء بيئة تشريعية وتنظيمية مرنة تعزز الثقة وتحمي الخصوصية وتُسرع وتيرة التقدم.
ويهدف ملتقى البيانات الدفاعي إلى تعزيز منظومة البيانات في القطاع الدفاعي من خلال تبادل الخبرات بين الجهات التشريعية والتنظيمية والعملياتية، وشهد 3 جلسات حوارية و4 ورش عمل ناقشت دور البيانات في تعزيز السيادة وبناء ميزات تنافسية في البيئات الدفاعية، وأهميتها في العمليات العسكرية عبر التحليلات اللحظية والتنبؤية، واستعراض المراحل المتقدمة لرحلة البيانات من مجرد أصول تشغيلية إلى قوة إستراتيجية مستدامة.
The Assistant Minister of Defense for Executive Affairs, Dr. Khalid bin Hussein Al-Bayari, launched today the data strategy at the Ministry of Defense in Riyadh, during the kickoff of the Defense Data Forum organized by the ministry, represented by the Data Management Office, with the attendance of several officials and experts from both the military and civilian sectors.
The strategy aims to establish a roadmap for data governance, classification, and activation of its use as a strategic resource that contributes to building a secure and interconnected defense system, capable of meeting future requirements and supporting digital transformation in the defense sector.
In his speech on this occasion, the Assistant Minister of Defense for Executive Affairs emphasized that data is no longer just a technical component or a secondary product, but has become a strategic asset that enhances decision-making, supports innovation, and raises the level of military readiness. He pointed out that dealing with defense data acquires sovereign specificity due to its sensitivity and its direct connection to national security and integration with government sectors, partners, and allies.
He explained that dealing with data is based on key principles that include managing it as a sovereign asset according to standards related to the national mission, establishing a common framework that connects military, regulatory, and legislative entities, enabling the safe and shared use of data to support technical and operational innovation, and building a flexible legislative and regulatory environment that enhances trust, protects privacy, and accelerates the pace of progress.
The Defense Data Forum aims to enhance the data system in the defense sector through the exchange of experiences between legislative, regulatory, and operational entities. It featured three discussion sessions and four workshops that discussed the role of data in enhancing sovereignty and building competitive advantages in defense environments, its importance in military operations through real-time and predictive analytics, and showcasing the advanced stages of the data journey from mere operational assets to a sustainable strategic force.
