Crown Prince and Prime Minister Mohammed bin Salman chaired the session held by the Council of Ministers today (Tuesday) in Neom.

At the beginning of the session, the Crown Prince briefed the Council of Ministers on the contents of his phone calls with the President of the United Arab Emirates, Sheikh Mohammed bin Zayed Al Nahyan, the President of the Republic of Korea, Lee Jae-myung, and the Prime Minister of the Italian Republic, Giorgia Meloni, as well as the content of the message he received from the President of the Republic of Sierra Leone, Dr. Julius Maada Bio.

The Council strongly condemned, in the context of following up on regional and international developments, the statements made by the Prime Minister of the Israeli occupation government regarding what is called the "Greater Israel Vision," and the complete rejection of the settlement and expansion ideas and projects of the occupying authorities, affirming the historical and legal right of the Palestinian people to establish their independent sovereign state on their lands based on relevant international laws.

On the local front, the Council of Ministers approved the Crafts and Handicrafts System during its session.

Condemnation of Settlement Construction in Jerusalem and Resolution of the Russia-Ukraine Crisis

Dr. Essam bin Saad bin Saeed, Minister of State and Member of the Council of Ministers for Shura Council Affairs and Acting Minister of Media, stated in his statement to the Saudi Press Agency following the session that the Council strongly condemned the Israeli occupation authorities' approval of the construction of settlements around the occupied city of Jerusalem, reiterating the Kingdom of Saudi Arabia's demand for the international community, especially the permanent members of the Security Council, to take immediate action to compel the occupying authorities to stop their crimes against the Palestinian people and their occupied land, and to comply with international resolutions.

The Council of Ministers affirmed the Kingdom of Saudi Arabia's support for all diplomatic efforts aimed at resolving the (Russian-Ukrainian) crisis through peaceful means and achieving peace between the two countries, expressing in this context its welcome of the two summits held by the President of the United States, Donald Trump, with the President of the Russian Federation, Vladimir Putin, and with the President of Ukraine, Volodymyr Zelensky, and leaders of European countries.

Pride in the "Humanitarian Work" Journey and Elevating Teachers' Standards

Dr. Essam bin Saad bin Saeed indicated that the Council expressed, on the occasion of the "World Humanitarian Day," its pride in the blessed journey of the Kingdom of Saudi Arabia in this field since its establishment until the present time, supporting humanity and its development with firm principles derived from the noble Islamic religion and values, which has solidified its position among the largest donor countries in the world.

On the local front, the Council of Ministers reviewed, with the approach of the new academic year, the achievements made in the education sector, which included curriculum development, elevating the professional level of teachers, integrating artificial intelligence, expanding technical training, discovering and supporting talented individuals, and providing educational environments that stimulate creativity and innovation, ensuring that the Kingdom remains always at the forefront and leadership, wishing success to students at all educational stages and pathways.

Decisions

The Council of Ministers reviewed the topics listed on its agenda, including topics that the Shura Council participated in studying, and it reviewed the conclusions reached by both the Political and Security Affairs Council and the Economic and Development Affairs Council, the General Committee of the Council of Ministers, and the Experts Authority at the Council of Ministers regarding them. The Council concluded with the following:

• Authorizing the Minister of Sports - or his representative - to negotiate with the Spanish side regarding a draft memorandum of understanding between the Ministry of Sports in the Kingdom of Saudi Arabia and the Higher Sports Council in the Kingdom of Spain for cooperation in the field of sports, and to sign it.

• Authorizing the Minister of Foreign Affairs - or his representative - to negotiate with the General Secretariat of the Green Middle East Initiative regarding a draft headquarters agreement between the Government of the Kingdom of Saudi Arabia and the General Secretariat of the Green Middle East Initiative, and to sign it.

• Authorizing the Minister of Health - or his representative - to negotiate with the Syrian side regarding a draft memorandum of understanding between the Ministry of Health in the Kingdom of Saudi Arabia and the Ministry of Health in the Syrian Arab Republic for cooperation in health fields, and to sign it.

• Approving a memorandum of understanding between the General Authority for Small and Medium Enterprises in the Kingdom of Saudi Arabia and the Small and Medium Enterprises Development Agency in the Republic of Azerbaijan in the field of developing the small and medium enterprises sector and entrepreneurship.

• Authorizing the Minister of Finance, Chairman of the Board of Directors of the Zakat, Tax and Customs Authority - or his representative - to sign a draft agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Kyrgyz Republic regarding cooperation and mutual assistance in customs matters.

• Approving an agreement between the Government of the Kingdom of Saudi Arabia and the Government of the United States of America regarding mutual assistance between the customs administrations of the two countries.

• Approving an agreement between the Government of the Kingdom of Saudi Arabia and the Government of Grenada in the field of air transport services.

• Authorizing the Minister of Tourism, Chairman of the Board of Directors of the Saudi Tourism Authority - or his representative - to negotiate with the Qatari side regarding a draft memorandum of understanding for cooperation in the field of tourism promotion and marketing between the Saudi Tourism Authority and Qatar Tourism, and to sign it.

• Approving a memorandum of cooperation between the National Center for Documents and Archives in the Kingdom of Saudi Arabia and the National Archive in the Ministry of Youth Empowerment, Media, and Arts in the Republic of Maldives in the field of documents and archiving.

• Authorizing the Minister of Human Resources and Social Development, Chairman of the Board of Directors of the Institute of Public Administration - or his representative - to negotiate with the American side regarding a draft memorandum of understanding between the Institute of Public Administration in the Kingdom of Saudi Arabia and the Executive Education Center at the University of California - Berkeley in the United States of America in the field of training and administrative development, and to sign it.

• Approving the Crafts and Handicrafts System.

• Approving the rules of work for environmental coordination committees for developmental sectors.

Promotions

• Approving promotions and transfers at grades (fifteenth) and (fourteenth), as follows:

• Promoting Abdullah bin Aaid bin Abdullah Al-Hazmi to the position of (Senior Business Consultant) at grade (fifteenth) at Imam Muhammad bin Saud Islamic University.

• Promoting Khalid bin Abdulrahman bin Ali Al-Juris to the position of (Business Consultant) at grade (fourteenth) at the Ministry of Energy.

• Transferring Khalid bin Zaid bin Saud Al-Tamimi from the Experts Authority at the Council of Ministers and promoting him to the position of (Business Consultant) at grade (fourteenth) at the General Secretariat of the Council of Ministers.

The Council of Ministers also reviewed a number of general topics listed on its agenda, including annual reports for the General Authority for Defense Development, the National Risk Council, the Saudi Center for Economic Affairs, and the Global Academy for Tourism, and the Council took the necessary actions regarding those topics.
