تضمن مشروع نظام الإحصاء، الذي وافق عليه مجلس الوزراء، أخيراً، تولي الهيئة العامة للإحصاء والبنك المركزي وهيئة الاتصالات والفضاء والتقنية التنسيق لإعداد مذكرات تفاهم لتنظيم جمع البيانات والمعلومات اللازمة للأغراض الإحصائية، مع مراعاة طبيعة القطاعات المختلفة والحساسة المرتبطة بتعاملات الأفراد الشخصية، وتعزيز استقرار القطاعات التي تشرف عليها الهيئة.
ويهدف النظام المكون من 22 مادة إلى تنظيم العمل الإحصائي وزيادة فاعليته وشموليته، ورفع جودة الإحصاءات في السعودية وتعميق أثرها في دعم الخطط التنموية وصناعة القرار، وتنظيم الأدوار بين الهيئة والجهات العامة والمنشآت الخاصة والأفراد وآليات القيام بالعمل الإحصائي وجمع البيانات والمعلومات والترخيص والرقابة على القطاع الإحصائي.
وشددت مواد النظام على أن الهيئة هي الجهة المسؤولة عن إصدار الإحصاءات الرسمية وتطويرها ونشرها، دون إخلال بحق الجهات العامة في إصدار إحصاءات متعلقة باختصاصاتها، وللهيئة التحقق من صحة البيانات أو المعلومات، ودمج البيانات من مصادر مختلفة، وربط السجلات الإدارية، ومطابقة البيانات الفردية، لأغراض إحصائية فقط، وعلى الهيئة توثيق المصادر والأساليب المستخدمة في عملية إعداد الإحصاءات.
وشدد النظام على أهمية التقيد بالمفاهيم والتعريفات والتصنيفات والمعايير الفنية والأساليب الإحصائية والأساليب العلمية التي تضعها الهيئة، أو المعتمدة من المنظمات الدولية المتخصصة، وتتولى الهيئة إصدار التراخيص اللازمة، وتحدد اللائحة الضوابط والاشتراطات والمقابل المالي لتلك التراخيص، ولا تجوز ممارسة العمل الإحصائي ولا تقديم الخدمات الإحصائية بأسلوب تجاري وبوصفه نشاطاً رئيساً إلا بعد الحصول على ترخيص.
وتتولى الهيئة تصميم وإجراء التعداد ونشره لأغراض إحصائية، وفقاً لتعداد السكان والمساكن كل 10 سنوات. ويحدد موعد تنفيذه بقرار من مجلس الوزراء، وتعداد اقتصادي للمنشآت، وتعداد للمنشآت الزراعية كل 5 سنوات.
وللهيئة في سبيل تنفيذها أي تعداد الحصول على البيانات أو المعلومات من الجهات العامة، والمنشآت الخاصة، والأفراد، وتعد المشاركة في التعدادات إلزامية على المكلفين بها.
وشددت مواد القرار أن للهيئة اختيار مصادر البيانات أو المعلومات بناءً على اعتبارات مهنية، ولها جمع البيانات والمعلومات اللازمة لممارسة اختصاصاتها من الجهات العامة والمنشآت الخاصة، والأفراد.
ويجب على الجهات العامة والمنشآت الخاصة، والأفراد، أن يقدموا إلى الهيئة البيانات والمعلومات التي تطلبها -لأغراض إحصائية غير تجارية دون تكاليف مالية، وللهيئة طلب المستندات التي تثبت صحة البيانات والمعلومات المقدمة إليها.
وتُعد الهيئة تقويماً لإصدار الإحصاءات الرسمية توضح فيه التواريخ والأوقات المقررة لإصدارها، وتتولى تحديثه عند الاقتضاء، ونشره والإعلان عنه للجميع.
وعلى الهيئة إصدار الإحصاءات الرسمية مصحوبة ببيانات وصفية وشروحات وتعليقات توضيحية، وأن تتيح للجميع الاطلاع عليها دون مقابل مالي، كما على الهيئة تصحيح أي خطأ يكتشف في الإحصاءات الرسمية التي تصدرها، ونشر تلك التصحيحات في أقرب وقت ممكن.

البيانات والمعلومات.. سرية

تعد البيانات والمعلومات التي جُمعت لأغراض إحصائية سرية، ولا يجوز إطلاع أي جهة عامة أو منشأة خاصة أو فرد عليها، ولا إبلاغهم شيئاً منها، ولا استخدامها في غير الأغراض الإحصائية، ولا استعمالها ضد مقدمها في أي حال من الأحوال.
ويحظر على موظفي الهيئة أو غيرهم ممن تستعين بهم الهيئة إفشاء أي بيانات أو معلومات أو مؤشرات إحصائية سرية، اطلعوا عليها بحكم عملهم.
وللهيئة الاستعانة بالجهات العامة؛ لمساعدتها في جمع البيانات والمعلومات أو تنفيذ بعض أعمالها، وذلك وفقاً لما تحدده اللائحة، والتعاقد مع أي شخص ذي صفة طبيعية أو اعتبارية خاصة لإجراء المسوح وإعداد الإحصاءات بعد تحققها من توافر الحماية الكاملة للبيانات والمعلومات وخصوصيتها وسريتها.
ولا يجوز لأي فرد استغلال صفته الوظيفية أو التعاقدية بصورة مخالفة للحقيقة؛ من أجل إجراء مسح، أو الحصول على بيانات أو معلومات من أي جهة عامة أو منشأة خاصة أو فرد، بالمخالفة لأحكام النظام واللائحة.

ميثاق لأخلاقيات العمل الإحصائي

يُعاقب كل من يرتكب أي مخالفة لأحكام النظام واللائحة بواحدة أو أكثر من العقوبات المقررة، وهي إنذار كتابي، وغرامة لا تتجاوز 500 ألف ريال، وتعليق الترخيص لمدة لا تتجاوز عاماً، وإلغاء الترخيص.
وفي حالة إلغاء الترخيص، لا يجوز التقدم بطلب ترخيص جديد إلا بعد انقضاء 3 سنوات على الأقل من تاريخ صدور قرار الإلغاء، ويصدر المجلس ميثاق أخلاقيات العمل الإحصائي والخدمات الإحصائية، وعلى من يمارس العمل الإحصائي أو يقدم الخدمات الإحصائية الالتزام به.
تعداد سكاني كل 10 سنوات وزراعي كل 5 سنوات..

The system, consisting of 22 articles, aims to organize statistical work, increase its effectiveness and comprehensiveness, improve the quality of statistics in Saudi Arabia, deepen its impact in supporting development plans and decision-making, and organize the roles between the authority, public entities, private establishments, and individuals, as well as the mechanisms for conducting statistical work and collecting data and information, licensing, and monitoring the statistical sector.
The articles of the system emphasize that the authority is responsible for issuing, developing, and publishing official statistics, without prejudice to the rights of public entities to issue statistics related to their competencies. The authority has the right to verify the accuracy of data or information, integrate data from different sources, link administrative records, and match individual data for statistical purposes only. The authority must document the sources and methods used in the process of preparing statistics.
The system stresses the importance of adhering to the concepts, definitions, classifications, technical standards, statistical methods, and scientific methods established by the authority or approved by specialized international organizations. The authority is responsible for issuing the necessary licenses, and the regulations specify the controls, conditions, and fees for those licenses. Statistical work and the provision of statistical services as a primary activity may not be practiced without obtaining a license.
The authority is responsible for designing and conducting the census and publishing it for statistical purposes, according to the population and housing census every 10 years. The date of its implementation is determined by a decision from the Council of Ministers, along with an economic census for establishments and an agricultural census every 5 years.
To implement any census, the authority may obtain data or information from public entities, private establishments, and individuals, and participation in the censuses is mandatory for those obligated to do so.
The articles of the decision emphasize that the authority has the right to choose sources of data or information based on professional considerations, and it may collect the necessary data and information to exercise its competencies from public entities, private establishments, and individuals.
Public entities, private establishments, and individuals must provide the authority with the data and information it requests for non-commercial statistical purposes without financial costs. The authority may request documents that prove the accuracy of the data and information provided to it.
The authority prepares a schedule for issuing official statistics that outlines the dates and times set for their release, updates it as necessary, and publishes and announces it to everyone.
The authority must issue official statistics accompanied by descriptive data, explanations, and clarifying comments, and make them available to everyone free of charge. The authority is also required to correct any errors discovered in the official statistics it issues and publish those corrections as soon as possible.
