أقر مركز مشاريع البنية التحتية في منطقة الرياض لائحة جديدة تُنظم إجراءات تراخيص وتصاريح أعمال مشاريع البنية التحتية، مع تحديد شروط وضوابط إصدار تلك التراخيص والحالات التي يمكن فيها سحب أو إلغاء الترخيص.
وتشمل اللائحة تحديد الحد الأقصى لمدة الترخيص، التي تصل إلى 300 يوم وفقاً لطبيعة المشروع. ونصت على أن مركز المشاريع في الرياض يبت في طلب الترخيص عند اكتمال جميع الاشتراطات في مدة يحددها المركز، ويُشترط في حال رفض الطلب أن يكون القرار مسبباً. وإذا مضت المدة المحددة دون قرار، يُعتبر الطلب مرفوضاً، ما يتيح للجهة طالبة الترخيص التقديم مجدداً.
وتتضمن اللائحة أيضاً ضوابط تجديد الترخيص، حيث يمكن للمرخص له تقديم طلب تجديد قبل انتهاء مدة الترخيص، مع ضرورة استيفاء متطلبات التجديد، بما في ذلك سداد الرسوم وتحديد مدة التجديد. كما حددت اللائحة الحالات التي يجوز فيها للمركز سحب الترخيص، مثل ثبوت عدم صحة البيانات أو التوقف عن تنفيذ الأعمال.
وفي ما يتعلق بإيقاف الترخيص، يمكن للمركز إيقافه كلياً أو جزئياً في حالات عدة، مثل الحاجة للتنسيق المكاني أو الزماني أو عدم بدء الأعمال من قبل المرخص له في المدة المحددة.

The Infrastructure Projects Center in the Riyadh region has approved a new regulation that organizes the procedures for licenses and permits for infrastructure project works, specifying the conditions and controls for issuing those licenses and the cases in which a license can be revoked or canceled.
The regulation includes a maximum duration for the license, which can reach up to 300 days depending on the nature of the project. It stipulates that the projects center in Riyadh will decide on the license application once all requirements are met, within a timeframe determined by the center. In the event of a rejection, the decision must be justified. If the specified period passes without a decision, the application is considered rejected, allowing the applicant to reapply for the license.
The regulation also includes controls for renewing the license, allowing the licensee to submit a renewal request before the license expires, provided that renewal requirements are met, including the payment of fees and specifying the renewal duration. The regulation also specifies the cases in which the center may revoke the license, such as the proven inaccuracy of data or the cessation of work execution.
