اعتمد وزراء شؤون البلديات بدول مجلس التعاون لدول الخليج العربية النسخة الثانية 2024، من دليل «آلية تصنيف المقاولين في قطاع التشييد والبناء لدول مجلس التعاون»، كدليل استرشادي موحد يُعتمد في دول المجلس، وذلك في خطوة تعزز جهود التكامل الخليجي في تنظيم قطاع التشييد والبناء وتوسيع نطاق المشاركة في المشاريع الكبرى.
وأوضحت وزارة البلديات والإسكان، أن اعتماد هذا الدليل يعكس التزام المملكة ودول الخليج بالعمل الخليجي المشترك، ويُسهم في دعم قطاع المقاولات وتمكينه من المنافسة على تنفيذ المشاريع الحيوية في المنطقة، داعيةً منشآت القطاع إلى الاطلاع على محتوى الدليل للاستفادة من معاييره ومتطلباته، وتعزيز جاهزيتها للمنافسة على المشاريع القادمة.
ويهدف الدليل إلى توحيد آليات ومعايير تصنيف المقاولين على مستوى دول الخليج، من خلال تحديد درجات التصنيف، ومتطلبات كل درجة، والمستندات الفنية والإدارية اللازمة، إضافة إلى مؤشرات تقييم الأداء والكفاءة المالية والفنية، كما يُسهم في تعزيز التنافسية، وتحقيق العدالة والشفافية، ورفع جودة التنفيذ في المشاريع، لا سيما في ظل ازدياد حجم ونطاق المشاريع التنموية والبنى التحتية في المنطقة.

The Ministers of Municipal Affairs of the Gulf Cooperation Council countries have adopted the second version of the 2024 guide, "Mechanism for Classifying Contractors in the Construction Sector of the Gulf Cooperation Council Countries," as a unified reference guide to be used in the member states. This step enhances the efforts for Gulf integration in organizing the construction sector and expands participation in major projects.
The Ministry of Municipalities and Housing clarified that the adoption of this guide reflects the commitment of the Kingdom and the Gulf countries to joint Gulf work. It contributes to supporting the contracting sector and enabling it to compete for the implementation of vital projects in the region, urging sector establishments to review the content of the guide to benefit from its standards and requirements, and to enhance their readiness to compete for upcoming projects.
The guide aims to unify the mechanisms and standards for classifying contractors at the level of the Gulf countries by defining classification grades, the requirements for each grade, and the necessary technical and administrative documents, in addition to performance evaluation indicators and financial and technical efficiency. It also contributes to enhancing competitiveness, achieving fairness and transparency, and improving the quality of project execution, especially in light of the increasing size and scope of developmental projects and infrastructure in the region.
