أكدت وزارة البلديات والإسكان أن إخلال جهات التفتيش الخاصة بأعمالها ومهماتها يعرضها للإيقاف ومراجعة الأعمال كافة من جهة تفتيش أخرى، إضافة إلى غرامة مالية لا تزيد على مليون ريال للمخالفة الواحدة بالمبنى.
ووفقاً لمسودة الدليل الاسترشادي لجهات التفتيش على المباني (التي اطلعت عليها «عكاظ»)، تضمنت شروطاً ومتطلبات يجب على جهات التفتيش الالتزام بها، يأتي أبرزها التأكد من تواجد المقاول أو المكتب الهندسي المشرف أو كليهما، وارتداء معدات الوقاية الشخصية أثناء عمليات التفتيش، كما يجب على المفتش التأكد من أن جميع العناصر المطلوب إجراء عمليات التفتيش عليها مكشوفة وجاهزة.
وتشمل إجراءات التفتيش طلب تقارير الاختبارات السابقة لمراحل البناء، واختبارات الخرسانة، واختبارات التربة، وغيرها من اختبارات المواد. كما يجب على المفتش التحقق من أن مفتش الجهة المعنية قد قام بالتحقق من اكتمال العمل المناط بجهته في المراحل السابقة.
وفي حال ضبط مخالفة، يقوم المفتش بتحديد نوع المخالفة ورفعها للجنة المختصة، إذ تختلف الإجراءات المتخذة حسب نوع المخالفة، ففي حال المخالفة الخطرة يتم إشعار المخالف بها وطلب إزالتها أو تصحيحها فوراً.
وتتراوح غرامات المخالفات بين 30 ألف ريال و250 ألف ريال للمخالفة الواحدة، على أن يكون الحد الأقصى للغرامة المالية لا يزيد على مليون ريال للمخالفة الواحدة في المبنى. وتختلف الغرامات حسب فئات المخالفات.
وقالت: في حال إخلال جهات التفتيش الخاصة بأعمالها ومهماتها حسب الكود المعتمد، يتم إيقاف جهة التفتيش المخالفة ومراجعة الأعمال كافة من جهة تفتيش أخرى.

The Ministry of Municipalities and Housing confirmed that the failure of inspection entities to perform their duties and tasks exposes them to suspension and a review of all works by another inspection entity, in addition to a financial penalty not exceeding one million riyals for each violation in the building.
According to the draft guideline for inspection entities on buildings (which "Okaz" has reviewed), it includes conditions and requirements that inspection entities must adhere to, the most prominent of which is ensuring the presence of the contractor or the supervising engineering office or both, and wearing personal protective equipment during inspection operations. The inspector must also ensure that all elements required for inspection are exposed and ready.
The inspection procedures include requesting reports of previous tests for construction stages, concrete tests, soil tests, and other material tests. The inspector must verify that the inspector from the relevant entity has confirmed the completion of the work assigned to their entity in the previous stages.
In the event of a violation being detected, the inspector identifies the type of violation and submits it to the relevant committee, as the procedures taken vary according to the type of violation. In the case of a serious violation, the violator is notified and asked to remove or correct it immediately.
Fines for violations range between 30,000 riyals and 250,000 riyals for each violation, with the maximum financial penalty not exceeding one million riyals for each violation in the building. Fines vary according to the categories of violations.
