شاركت المملكة العربية السعودية ممثلة بالهيئة الوطنية للأمن السيبراني والوفد الدائم للمملكة لدى الأمم المتحدة بنيويورك، في أعمال الدورة الموضوعية الحادية عشرة والختامية للفريق العامل مفتوح العضوية المعني بأمن تكنولوجيات المعلومات والاتصالات وأمن استخدامها، للفترة التي عقدت من 7 وحتى 11 يوليو 2025م في مقر الأمم المتحدة في نيويورك.
وجرى خلال أعمال الدورة مناقشة عدد من الموضوعات ذات الصلة بالأمن السيبراني في سياق الأمن الدولي، ومن ذلك التهديدات الحالية والمستقبلية، وقواعد ومبادئ ومعايير السلوك المسؤول للدول في الفضاء السيبراني.
كما نُوقِشَت التدابير اللازمة لبناء الثقة بالفضاء السيبراني، وأهمية مواصلة الجهود الرامية لبناء القدرات بما يسهم في استدامة الجهود لمواجهة التهديدات السيبرانية، ومواصلة مناقشة المسائل الملحة في الفضاء السيبراني وأثرها في الأمن الدولي.
وتناولت المملكة في مشاركتها أهمية الموضوعات التي تُنَاقَش ضمن أعمال الفريق، وضرورة أن يتم البناء على ما تحقق من تقدم ومكتسبات لمأسسة حوار منتظم تحت مظلة الأمم المتحدة حول مسائل الأمن السيبراني في سياق الأمن الدولي.
وأشارت المملكة إلى أهمية تعزيز العمل الدولي المشترك للتصدي للتهديدات السيبرانية، وحرصها على الإسهام في تطوير منصات إقليمية وعالمية تناقش موضوعات الأمن السيبراني على نحوٍ شمولي يسهم في تعزيز الجهود الدولية في الفضاء السيبراني، ومن ذلك إطلاق المملكة مؤسسة المنتدى الدولي للأمن السيبراني التي ترعى عدداً من المبادرات الدولية التي تستثمر في رخاء الإنسان وازدهار المجتمعات في الفضاء السيبراني.
كما سُلّط الضوء على مبادرة المملكة بتأسيس مجلس وزراء الأمن السيبراني العرب الذي رحب قادة الدول العربية بإنشائه، واتخاذ مدينة الرياض مقراً دائماً له في اجتماع مجلس جامعة الدول العربية على مستوى القمة (33) المنعقد في مدينة المنامة بمملكة البحرين في 16 مايو 2024م.
وخلص المجتمعون في أعمال هذه الدورة إلى الاتفاق على آلية دولية لتعزيز السلوك المسؤول للدول في الفضاء السيبراني تحت مظلة اللجنة الأولى المعنية بنزع السلاح والأمن الدولي التابعة للجمعية العامة للأمم المتحدة، التي تناقش مسائل نزع السلاح والأمن الدولي، وتسعى إلى إيجاد حلول للتحديات القائمة في إطار منظومة الأمن الدولي.
وتأتي مشاركة الهيئة في أعمال هذه الدورة في إطار جهودها الرامية لتعزيز التعاون الدولي في مجال الأمن السيبراني، وذلك بصفتها الجهة المختصة بالأمن السيبراني في المملكة، والمرجع الوطني في شؤونه، وتهدف إلى تعزيزه حمايةً للمصالح الحيوية للدولة وأمنها الوطني، وتختص بتمثيل المملكة في المنظمات والهيئات واللجان والمجموعات الثنائية والإقليمية والدولية ذات الصلة، ومتابعة تنفيذ التزامات المملكة الدولية الخاصة بالأمن السيبراني.
The Kingdom of Saudi Arabia, represented by the National Cybersecurity Authority and the Permanent Mission of the Kingdom to the United Nations in New York, participated in the eleventh and final thematic session of the open-ended working group on the security of information and communication technologies and their use, held from July 7 to July 11, 2025, at the United Nations Headquarters in New York.
During the session, a number of topics related to cybersecurity in the context of international security were discussed, including current and future threats, as well as the rules, principles, and standards of responsible behavior for states in cyberspace.
The necessary measures to build trust in cyberspace were also discussed, along with the importance of continuing efforts to build capacities that contribute to the sustainability of efforts to confront cybersecurity threats, and ongoing discussions on pressing issues in cyberspace and their impact on international security.
The Kingdom emphasized the importance of the topics discussed within the work of the group and the necessity of building on the progress and achievements made to institutionalize a regular dialogue under the auspices of the United Nations on cybersecurity issues in the context of international security.
The Kingdom highlighted the importance of enhancing international cooperation to address cybersecurity threats and its commitment to contributing to the development of regional and global platforms that discuss cybersecurity issues comprehensively, thereby enhancing international efforts in cyberspace. This includes the launch of the Kingdom's International Cybersecurity Forum, which sponsors several international initiatives that invest in human prosperity and the flourishing of communities in cyberspace.
The Kingdom's initiative to establish the Arab Cybersecurity Ministers Council was also highlighted, which was welcomed by Arab leaders, with Riyadh designated as its permanent headquarters during the Arab League Summit (33) held in Manama, Kingdom of Bahrain, on May 16, 2024.
The participants in this session concluded with an agreement on an international mechanism to promote responsible behavior by states in cyberspace under the umbrella of the First Committee on Disarmament and International Security of the United Nations General Assembly, which discusses disarmament and international security issues and seeks to find solutions to existing challenges within the framework of the international security system.
The Authority's participation in this session is part of its efforts to enhance international cooperation in the field of cybersecurity, as it is the competent authority for cybersecurity in the Kingdom and the national reference in its affairs. Its goal is to strengthen it to protect the vital interests of the state and its national security, and it is responsible for representing the Kingdom in relevant organizations, bodies, committees, and bilateral, regional, and international groups, as well as monitoring the implementation of the Kingdom's international commitments related to cybersecurity.
