انطلاقًا من المبادرة العالمية «حماية الطفل في الفضاء السيبراني» التي أطلقها ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز آل سعود، طرحت بعثة المملكة العربية السعودية لدى الأمم المتحدة والمنظمات الدولية في جنيف مشروع قرار أممي يُعزّز أهداف هذه المبادرة المهمة على المستوى الدولي، ويترجم رؤيتها إلى خطوات عملية لحماية الأطفال في الفضاء الرقمي من خلال دعم التعاون الفني وبناء القدرات.
وقد قُدِّم القرار في مجلس حقوق الإنسان في دورته الـ59 من قِبل المندوب الدائم للمملكة لدى الأمم المتحدة والمنظمات الدولية في جنيف السفير عبدالمحسن بن خثيلة، تحت البند العاشر الخاص بالتعاون وبناء القدرات، الذي اعتمد بإجماع المجلس، وذلك بالتعاون مع دول النواة: الكويت، والجزائر، وباكستان، وأذربيجان، وفيتنام.
وأكّد بن خثيلة، في كلمته أمام المجلس، أن الفضاء الرقمي أصبح جزءًا أساسيًا من حياة الأطفال، ويوفّر لهم فرصًا كبيرة للتعلّم والتواصل، لكنه في الوقت ذاته يفتح المجال أمام تحديات ومخاطر متزايدة تستلزم تعزيز التعاون الدولي، وبناء القدرات الوطنية، وتقديم المساعدة الفنية بما يسهم في دعم الأطر الوطنية لحماية الأطفال.
ويعكس القرار الأهداف الرئيسة لمبادرة سمو ولي العهد لحماية الأطفال في الفضاء السيبراني، بما في ذلك تعزيز التعاون، وتبادل أفضل الممارسات، ورفع مستوى الوعي، وتطوير المهارات اللازمة لضمان فضاء رقمي آمن للأطفال.
كما يؤكد القرار أهمية تبادل الخبرات وأفضل الممارسات، وتقديم الدعم الفني وفقًا لاحتياجات وأولويات كل دولة، بما يسهم في بناء قدرات وطنية مستدامة، ويعزز قدرة المجتمعات على مواجهة التحديات الرقمية وحماية الأطفال.
ويبرز القرار، الذي حظي بتأييد واسع واعتمد بالإجماع، حرص المملكة على تعزيز التعاون الدولي لضمان فضاء رقمي آمن وشامل لجميع الأطفال حول العالم، انطلاقًا من مكانتها الريادية ومبادراتها النوعية في حماية الطفل وأمن الفضاء السيبراني.
Based on the global initiative "Child Protection in Cyberspace" launched by Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz Al Saud, the Kingdom of Saudi Arabia's mission to the United Nations and international organizations in Geneva has proposed a UN resolution that enhances the goals of this important initiative at the international level and translates its vision into practical steps to protect children in the digital space through supporting technical cooperation and capacity building.
The resolution was presented in the Human Rights Council during its 59th session by the Kingdom's permanent representative to the United Nations and international organizations in Geneva, Ambassador Abdul Mohsen bin Khuthaila, under the tenth item related to cooperation and capacity building, which was adopted by consensus of the council, in collaboration with the core countries: Kuwait, Algeria, Pakistan, Azerbaijan, and Vietnam.
In his speech before the council, Khuthaila emphasized that the digital space has become an essential part of children's lives, providing them with significant opportunities for learning and communication. However, at the same time, it opens the door to increasing challenges and risks that necessitate enhancing international cooperation, building national capacities, and providing technical assistance to support national frameworks for child protection.
The resolution reflects the main objectives of the Crown Prince's initiative to protect children in cyberspace, including promoting cooperation, exchanging best practices, raising awareness, and developing the necessary skills to ensure a safe digital space for children.
The resolution also emphasizes the importance of exchanging experiences and best practices, and providing technical support according to the needs and priorities of each country, contributing to building sustainable national capacities and enhancing communities' ability to face digital challenges and protect children.
The resolution, which received broad support and was adopted unanimously, highlights the Kingdom's commitment to enhancing international cooperation to ensure a safe and inclusive digital space for all children around the world, based on its leading position and quality initiatives in child protection and cybersecurity.
