أصدر وزير الموارد البشرية والتنمية الاجتماعية المهندس أحمد بن سليمان الراجحي، قرارًا وزاريًا بتصنيف رخص عمل العمالة الوافدة وفق ثلاث فئات مهارية رئيسية، وهي: الفئة عالية المهارة، والفئة الماهرة، والفئة الأساسية، وذلك لتعزيز أداء العاملين ونقل الخبرة والتجارب إلى سوق العمل السعودي عبر استقطاب المواهب العالمية، بما يسهم في تطوير ورفع الكفاءة التشغيلية والاستفادة من خبراتها، وبناء بيئة تدعم الابتكار وتطوير نماذج الأعمال.
ويعمل القرار على تطوير آليات التحقق ومعرفة نسب الفئات المهارية للعمالة الوافدة في سوق العمل وإدارتها على نحو أفضل من خلال التحقق من امتلاك العامل الوافد للمهارات والمؤهلات اللازمة لمتطلبات العمل، وبما يتماشى مع أفضل الممارسات المتقدمة.
وستُصنف رخص العمل ويُستمكل التطوير التقني ابتداءً من 18 يونيو 2025، وذلك للعمالة الوافدة التي تعمل حاليًا في سوق العمل السعودي، ويجري تصنيف رخص العمل للعمالة الوافدة القادمة للمملكة ابتداءً من 1 يوليو 2025.
وأصدرت الوزارة دليلًا إرشاديًا يوضّح جميع تفاصيل القرار، ويمكن للراغبين الاطلاع عليه من خلال زيارة موقع الوزارة الإلكتروني.
يذكر أن هذا القرار يأتي في إطار جهود وزارة الموارد البشرية والتنمية الاجتماعية لتوفير سوق عمل أكثر جاذبية وكفاءة، وتنمية الكفاءات البشرية، وتطوير بيئة العمل.
The Minister of Human Resources and Social Development, Engineer Ahmed bin Suleiman Al-Rajhi, issued a ministerial decision to classify work permits for expatriate workers into three main skill categories: high skill, skilled, and basic. This aims to enhance the performance of workers and transfer expertise and experiences to the Saudi labor market by attracting global talents, contributing to the development and improvement of operational efficiency, benefiting from their experiences, and building an environment that supports innovation and the development of business models.
The decision works on developing mechanisms to verify and understand the skill category ratios of expatriate workers in the labor market and manage them better by verifying that the expatriate worker possesses the necessary skills and qualifications for job requirements, in line with advanced best practices.
Work permits will be classified and technical development will commence starting from June 18, 2025, for expatriate workers currently in the Saudi labor market, and the classification of work permits for expatriate workers coming to the Kingdom will begin from July 1, 2025.
