عقد المجلس الوزاري لمجلس التعاون لدول الخليج العربية اجتماعه الاستثنائي التاسع والأربعين، في الدوحة بدولة قطر، يوم الثلاثاء 28 من ذي الحجة 1446هـ الموافق 24 يونيو 2025، برئاسة وزير الخارجية بدولة الكويت رئيس الدورة الحالية للمجلس الوزاري لمجلس التعاون لدول الخليج العربية عبدالله علي اليحيا، ومشاركة: وزير الخارجية الأمير فيصل بن فرحان بن عبدالله، ووزير خارجية دولة الإمارات العربية المتحدة الشيخ عبدالله بن زايد آل نهيان، ووزير الخارجية بمملكة البحرين الدكتور عبداللطيف بن راشد الزياني، ووزير الخارجية بسلطنة عُمان بدر بن حمد بن حمود البوسعيدي، ورئيس مجلس الوزراء وزير الخارجية بدولة قطر الشيخ محمد بن عبدالرحمن بن جاسم آل ثاني، والأمين العام لمجلس التعاون لدول الخليج العربية جاسم محمد البديوي، وذلك لمناقشة الهجمات الصاروخية الإيرانية التي استهدفت دولة قطر في يوم الاثنين 23 يونيو 2025، وتم التوصل إلى ما يلي:
عبّر المجلس عن أسفه الكبير وإدانته الشديدة لما قامت به الجمهورية الإسلامية الإيرانية من هجمات صاروخية استهدفت إحدى القواعد العسكرية في دولة قطر، وهو ما يمثل انتهاكاً إيرانياً صريحاً ومرفوضاً وخطيراً لسيادة دولة قطر ومجالها الجوي ومبادئ حسن الجوار ومخالفة واضحة للقانون الدولي وميثاق الأمم المتحدة مهما كانت الذرائع والمبررات، وعبّر المجلس عن تضامنه التام مع دولة قطر ودعمها الكامل لها في ما تتخذه من إجراءات تحفظ لها الأمن والاستقرار.
أدان المجلس الوزاري استمرار العدوان الإسرائيلي على قطاع غزة، وقتل المدنيين، مؤكداً رفضه للتصعيد العسكري الذي تقوم به سلطات الاحتلال في شمال وجنوب قطاع غزة، والتوسع في احتلال أجزاء واسعة من القطاع، ومنع المنظمات الدولية المعنية من إيصال المساعدات الإنسانية وتشغيل المنشآت الطبية، وشدد المجلس على ضرورة استئناف المفاوضات للتوصل إلى وقف لإطلاق النار وتقديم المساعدات للمدنيين.
أشاد المجلس الوزاري بقدرات القوات المسلحة القطرية في التصدي للهجوم الذي شنته إيران على دولة قطر، مؤكداً أن أمن واستقرار دولة قطر يُعدّ جزءاً لا يتجزأ من أمن واستقرار دول مجلس التعاون جميعاً، وأن أي تهديد تتعرض له أي دولة عضو هو تهديد مباشر لكافة دول المجلس، مجددا رفضه القاطع لأي مساس بسيادة دولة قطر أو تهديد لأمنها واستقرارها.
أكد المجلس الوزاري ضرورة الالتزام بالأسس والمبادئ المبنية على ميثاق الأمم المتحدة ومواثيق القانون الدولي، ومبادئ حسن الجوار، واحترام سيادة الدول، وعدم التدخل في الشؤون الداخلية، وحل الخلافات بالطرق السلمية، وعدم استخدام القوة والتهديد بها.
رحب المجلس الوزاري بإعلان الرئيس دونالد ترمب بشأن وقف إطلاق النار، مؤكداً ضرورة الوقف الفوري لكافة الأعمال العسكرية، مشيداً بجهود دولة قطر للتوسط ووقف إطلاق النار، للمحافظة على أمن واستقرار المنطقة، وبذل كافة الأطراف جهوداً مشتركة باغتنام وقف إطلاق النار للتهدئة واتخاذ نهج الدبلوماسية كسبيل فعال لتسوية النزاعات، والتحلي بأقصى درجات ضبط النفس وتجنيب المنطقة وشعوبها مخاطر الحروب، والدفع نحو عودة جادة إلى المفاوضات تفضي إلى حلول مستدامة، لما تمثله اللحظة من فرص لشق مسار جديد نحو مستقبل إيجابي للمنطقة، مؤكداً استعداده لدعم كافة الجهود بهذا الصدد.
يشيد المجلس بنجاح رئيس الولايات المتحدة دونالد ترمب، في تحقيق وقف إطلاق النار بين إيران وإسرائيل، ويدعو إلى بذل جهود للوصول إلى وقف إطلاق نار دائم في غزة.
نوّه المجلس الوزاري بما تضمنته رؤية مجلس التعاون للأمن الإقليمي، التي تم الإعلان عنها في مارس 2024، بشأن أولوية مسار الحوار والدبلوماسية للعلاقات بين الدول، وأن هذا المسار هو السبيل الوحيد لتجاوز الأزمات الراهنة والحفاظ على أمن المنطقة وسلام شعوبها، مؤكداً أن أي تصعيد من شأنه أن يقوض الأمن الإقليمي، ويجر المنطقة إلى مسارات خطيرة ستكون لها تداعيات كارثية على الأمن والسلم الدوليين.
أشاد المجلس الوزاري بدور سلطنة عُمان في المفاوضات الأمريكية الإيرانية بشأن الملف النووي، وثمّن المجلس دور دولة قطر والولايات المتحدة والدول الأخرى التي أسهمت في التهدئة، والتأكيد على أهمية استمرار جهود الوساطة الفاعلة.
أكد المجلس الوزاري أهمية الحفاظ على الأمن الجوي والبحري والممرات المائية في المنطقة، والتصدي للأنشطة التي تهدد أمن واستقرار المنطقة والعالم، بما في ذلك استهداف السفن التجارية وتهديد خطوط الملاحة البحرية والتجارة الدولية، والمنشآت النفطية في دول المجلس، كما أكد المجلس الوزاري التزام وحرص دول مجلس التعاون على استقرار أسواق الطاقة العالمية.
The Ministerial Council of the Gulf Cooperation Council held its extraordinary forty-ninth meeting in Doha, Qatar, on Tuesday, the 28th of Dhul-Hijjah 1446 AH, corresponding to June 24, 2025, chaired by the Minister of Foreign Affairs of Kuwait, the current president of the Ministerial Council of the Gulf Cooperation Council, Abdullah Ali Al-Yahya, with the participation of: Minister of Foreign Affairs Prince Faisal bin Farhan bin Abdullah, Minister of Foreign Affairs of the United Arab Emirates Sheikh Abdullah bin Zayed Al Nahyan, Minister of Foreign Affairs of the Kingdom of Bahrain Dr. Abdullatif bin Rashid Al-Zayani, Minister of Foreign Affairs of the Sultanate of Oman Badr bin Hamad bin Hamoud Al-Busaidi, Prime Minister and Minister of Foreign Affairs of Qatar Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, and the Secretary-General of the Gulf Cooperation Council Jassim Mohammed Al-Budaiwi, to discuss the Iranian missile attacks that targeted Qatar on Monday, June 23, 2025, and the following was reached:
The Council expressed its deep regret and strong condemnation of the missile attacks carried out by the Islamic Republic of Iran, which targeted a military base in Qatar. This represents a clear, unacceptable, and dangerous Iranian violation of Qatar's sovereignty, its airspace, the principles of good neighborliness, and a clear violation of international law and the United Nations Charter, regardless of the justifications and excuses. The Council expressed its full solidarity with Qatar and its complete support for the measures it takes to preserve its security and stability.
The Ministerial Council condemned the ongoing Israeli aggression against the Gaza Strip and the killing of civilians, reaffirming its rejection of the military escalation carried out by the occupying authorities in northern and southern Gaza, the expansion of occupation over large parts of the strip, and the prevention of relevant international organizations from delivering humanitarian aid and operating medical facilities. The Council emphasized the necessity of resuming negotiations to reach a ceasefire and provide assistance to civilians.
The Ministerial Council praised the capabilities of the Qatari armed forces in responding to the attack launched by Iran on Qatar, affirming that the security and stability of Qatar is an integral part of the security and stability of all Gulf Cooperation Council countries, and that any threat faced by any member state is a direct threat to all Council countries, reiterating its firm rejection of any infringement on Qatar's sovereignty or threats to its security and stability.
The Ministerial Council emphasized the necessity of adhering to the foundations and principles based on the United Nations Charter and international law, principles of good neighborliness, respect for the sovereignty of states, non-interference in internal affairs, resolving disputes peacefully, and refraining from the use of force and threats.
The Ministerial Council welcomed President Donald Trump's announcement regarding the ceasefire, emphasizing the need for an immediate halt to all military actions, commending Qatar's efforts to mediate and achieve a ceasefire to maintain security and stability in the region, and urging all parties to make joint efforts to seize the ceasefire for de-escalation and to adopt diplomacy as an effective means for conflict resolution, exercising the utmost restraint and sparing the region and its peoples the dangers of wars, and pushing towards a serious return to negotiations leading to sustainable solutions, as the moment represents opportunities to carve a new path towards a positive future for the region, reaffirming its readiness to support all efforts in this regard.
The Council commended President Donald Trump's success in achieving a ceasefire between Iran and Israel and called for efforts to reach a permanent ceasefire in Gaza.
The Ministerial Council noted what was included in the Gulf Cooperation Council's vision for regional security, announced in March 2024, regarding the priority of dialogue and diplomacy in relations between states, asserting that this path is the only way to overcome current crises and maintain the security of the region and the peace of its peoples, emphasizing that any escalation would undermine regional security and drag the region into dangerous paths that would have catastrophic repercussions on international peace and security.
The Ministerial Council praised the role of the Sultanate of Oman in the U.S.-Iran negotiations regarding the nuclear file, and appreciated the role of Qatar, the United States, and other countries that contributed to de-escalation, emphasizing the importance of continuing effective mediation efforts.
The Ministerial Council affirmed the importance of maintaining air and maritime security and waterways in the region, and addressing activities that threaten the security and stability of the region and the world, including targeting commercial vessels and threatening maritime navigation and international trade, as well as oil facilities in the member states. The Ministerial Council also affirmed the commitment and concern of the Gulf Cooperation Council countries for the stability of global energy markets.
