أعلنت وزارة البيئة والمياه والزراعة ضوابط وآليات بيع المواشي الحية المُعدة للذبح بالوزن، إيذاناً ببدء تطبيق القرار في الأول من محرم 1447هـ.
وحدّدت الوزارة، عدداً من الضوابط لبيع المواشي بالوزن؛ بهدف ضمان تطبيق المعايير التي تكفل تداولها وبيعها للمستهلكين، وتحقيق أقصى فائدة من هذا الإجراء، بما ينعكس بشكل إيجابي على قطاع الثروة الحيوانية في المملكة، إضافةً إلى تعزيز قيم العدالة والشفافية في بيع وشراء المواشي، وتحسين جودة واستدامة الخدمات المقدمة في أسواق النفع العام.
وأوضحت، أن الضوابط تشمل المواشي المُعدة للذبح داخل الحظائر، وخارجها، إذ تضمنت ضوابط البيع داخل الحظائر منع بيع أي من المواشي دون تحديد وزنها، باستخدام موازين معتمدة وفق الاشتراطات، وإلزام مستأجري الحظائر بتوفير الموازين، على أن يلتزم البائع بتحقيق أعلى معايير الدقة في قياس الوزن، إضافة إلى صيانة الموازين بانتظام، والمحافظة على نظافتها؛ لتفادي انتشار الأمراض بين الحيوانات، وتوفير بيئة مناسبة لضمان سلامة المواشي أثناء الوزن والحرص على تفادي إيذائها أو إجهادها، والالتزام بتسجيل جميع عمليات الوزن بدقة، على أن تتضمن التاريخ، ونوع الحيوان، والوزن المسجّل، وأي بيانات تحددها الجهة المشرفة.
وأضافت، أن الضوابط اشترطت أن تكون عملية الوزن متاحة للرؤية من قِبل البائع والمشتري، مع تمكين الأخير من الاعتراض والمطالبة بإعادة الوزن إذا تطلب الأمر، وحظر التلاعب بالموازين أو القياس، أو ارتكاب أي ممارسات غش تؤثر على دقة النتائج، ومنح مراقب الوزارة الحق في إيقاف أي ميزان عن الاستخدام حتى يتم التحقق من مطابقته للمواصفات المعتمدة، إلى جانب تقديم كافة التسهيلات لمراقبي الوزارة وإتاحة المعلومات المطلوبة لهم، إضافةً إلى تأهيل العاملين وتدريبهم على الاستخدام الصحيح للموازين؛ لضمان تحقيق الدقة والكفاءة في الوزن.
من جهة أخرى، بيّنت الوزارة ضوابط بيع المواشي المُعدة للذبح خارج الحظائر وداخل ساحات أسواق النفع العام، وشملت منع بيع أي من المواشي دون تحديد وزنها، وذلك باستخدام ميزان معتمد وفق الاشتراطات، وإلزام مستثمر السوق بتوفير عددٍ كافٍ من الموازين داخل ساحات السوق وخارج الحظائر بما يتناسب مع أعداد المواشي في كل سوق، على أن تكون تلك الموازين معتمدة وفق الضوابط، إلى جانب الالتزام بتوفير موظف مختص للقيام بعملية الوزن.
يُشار، إلى أن الوزارة، تشترط على مستوردي الماشية الحية، بجانب الاشتراطات الصحية، وأذونات الاستيراد، إثبات تطبيق برنامج الاستدامة البيئية، مما يساعد على تطبيق آليات بيع المواشي الحية بالوزن.

The Ministry of Environment, Water, and Agriculture announced the regulations and mechanisms for selling live livestock prepared for slaughter by weight, signaling the start of implementing the decision on the first of Muharram 1447 AH.
The ministry specified a number of regulations for selling livestock by weight, aimed at ensuring the application of standards that guarantee their circulation and sale to consumers, and achieving the maximum benefit from this procedure, which positively reflects on the livestock sector in the Kingdom, in addition to enhancing the values of fairness and transparency in the buying and selling of livestock, and improving the quality and sustainability of the services provided in public benefit markets.
It clarified that the regulations include livestock prepared for slaughter both inside and outside the pens. The regulations for selling inside the pens prohibit the sale of any livestock without determining its weight, using approved scales according to the requirements, and obligating the renters of the pens to provide the scales, with the seller committed to achieving the highest standards of accuracy in measuring weight, in addition to regularly maintaining the scales and keeping them clean to avoid the spread of diseases among animals, providing a suitable environment to ensure the safety of livestock during weighing, and being careful to avoid harming or stressing them, and committing to accurately recording all weighing operations, including the date, type of animal, recorded weight, and any data specified by the supervising authority.
It added that the regulations require the weighing process to be visible to both the seller and the buyer, enabling the latter to object and request a re-weighing if necessary, prohibiting tampering with the scales or measurements, or committing any fraudulent practices that affect the accuracy of the results, and granting the ministry's supervisor the right to stop any scale from use until its compliance with the approved specifications is verified, in addition to providing all facilities to the ministry's inspectors and making the required information available to them, as well as qualifying and training workers on the correct use of scales to ensure accuracy and efficiency in weighing.
On the other hand, the ministry clarified the regulations for selling livestock prepared for slaughter outside the pens and within the public benefit market areas, which included prohibiting the sale of any livestock without determining its weight, using an approved scale according to the requirements, and obligating the market investor to provide a sufficient number of scales within the market areas and outside the pens in proportion to the number of livestock in each market, ensuring that these scales are approved according to the regulations, along with the commitment to provide a specialized employee to carry out the weighing process.
It is noted that the ministry requires live livestock importers, in addition to health requirements and import permits, to prove the application of the environmental sustainability program, which helps in implementing the mechanisms for selling live livestock by weight.
