حدّدت وزارة التعليم شروط الابتعاث والإيفاد الخارجي لشاغلي الوظائف التعليمية والإدارية. ومن أبرز الشروط أن يكون الحد الأعلى لعمر المرشح 45 عاماً حسب التاريخ الميلادي، وألا يقل التقدير الجامعي في مرحلة البكالوريوس عن جيد، وألا يقل تقدير الأداء الوظيفي لآخر سنة عن جيد جداً أو ما يعادله، وأن يكون الموظف أمضى سنة في الخدمة الحكومية حسب التاريخ الميلادي، والحصول على قبول من إحدى الجامعات أو المعاهد الموصى بها لدى الوزارة، والحصول على قبول لبرنامج اللغة متوافق مع بدء البرنامج الأكاديمي، وأن يحصل على شهادة معتمدة في اختبار اللغة الإنجليزية لم يمضِ عليها سنتان بدرجة لا تقل عن 5 في اختبار (IELTS) أو ما يعادلها في اختبار التوفل أو أن يكون ملماً بالدرجة المطلوبة التي تحددها الوزارة للغات الأخرى لبلد الابتعاث، وأن يكون التخصص متوافقاً مع خطط التدريب والتطوير والحاجة لدى الوزارة. ومن الشروط ألا يكون المرشح قد أنهيت بعثة سابقة له من قبل الوزارة نتيجة إهمال أو تقصير منه أو لضعف مستواه الدراسي أو الإخلال بواجباته كمبتعث للدراسة، وألا يكون المرشح محالاً للتحقيق أو مكفوف اليد أو صدرت بحقه عقوبة تأديبية خلال العامين السابقين لإصدار القرار.
وأوضحت الوزارة أن شروط التقديم على الإيفاد الداخلي تتمثل في الحصول على قبول من إحدى الجامعات السعودية في الداخل وألا يقل التقدير في مرحلة البكالوريوس عن جيد وألا يقل تقدير الأداء الوظيفي للموظف لآخر سنة عن جيد جداً، وأن يحصل المرشح على الدرجة المطلوبة في الاختبارات المعيارية، وأن يكون الحد الأعلى لعمر المرشح 45 عاماً حسب التاريخ الميلادي وألا يكون المرشح قد أُنهي إيفاده من قبل الوزارة نتيجة تقصير أو لضعف مستواه الدراسي أو إخلاله بواجباته كموفد للدراسة، وأن يكون هناك حاجة لتخصصه توافق مع خطط التطوير للوزارة، وأن يكون الموظف قد أمضى سنة في الخدمة الحكومية حسب التاريخ الميلادي، وألا يكون المرشح محالاً للتحقيق أو مكفوف اليد أو صدرت بحقه عقوبة تأديبية خلال العامين السابقين لإصدار القرار، وللوزارة إضافة أي شروط أخرى للقبول تتوافق مع حاجاتها ومستهدفاتها.

The Ministry of Education has defined the conditions for external scholarship and delegation for holders of educational and administrative positions. Among the most prominent conditions is that the maximum age of the candidate should be 45 years according to the Gregorian calendar, and the university GPA in the bachelor's degree should not be less than "Good," and the performance evaluation for the last year should not be less than "Very Good" or its equivalent. The employee must have spent one year in government service according to the Gregorian calendar, obtained acceptance from one of the universities or institutes approved by the ministry, secured acceptance for a language program that aligns with the start of the academic program, and obtained an accredited certificate in the English language test that is no more than two years old with a score of no less than 5 in the IELTS test or its equivalent in the TOEFL test, or be proficient in the required level set by the ministry for other languages of the host country. The specialization must align with the training and development plans and needs of the ministry. Additionally, the candidate must not have completed a previous scholarship from the ministry due to negligence or shortcomings on their part, or due to poor academic performance, or failing to fulfill their duties as a scholarship student. The candidate must not be under investigation, suspended, or have received a disciplinary penalty in the two years prior to the issuance of the decision.
The ministry clarified that the conditions for applying for internal delegation include obtaining acceptance from one of the Saudi universities within the country, and the GPA in the bachelor's degree should not be less than "Good," and the performance evaluation for the employee for the last year should not be less than "Very Good." The candidate must achieve the required score in standardized tests, and the maximum age of the candidate should be 45 years according to the Gregorian calendar. The candidate must not have had their delegation terminated by the ministry due to shortcomings or poor academic performance, or failing to fulfill their duties as a delegate for study. There must be a need for their specialization that aligns with the ministry's development plans, and the employee must have spent one year in government service according to the Gregorian calendar. The candidate must not be under investigation, suspended, or have received a disciplinary penalty in the two years prior to the issuance of the decision, and the ministry may add any other acceptance conditions that align with its needs and objectives.
