طرحت منصة (استطلاع) التابعة للمركز الوطني للتنافسية 32 مشروعا ذا صلة بالشأن الاقتصادي والتنموي، بالتعاون مع 15 جهة حكومية؛ لتمكين العموم والجهات الحكومية والقطاع الخاص من إبداء المرئيات والمقترحات حولها قبل إقرارها.
وتضمنت مشروعات المنصة مشروع (كود ممارسات الري)، والذي تهدف منه المؤسسة العامة للري إلى وضع معايير التصرف المحكم في الموارد المائية للري في المزارع؛ وتتيح المنصة الاستطلاع على المشروع حتى 3 من يونيو القادم.
ومن أبرز المشروعات مشروع (تحديث جدول المخالفات والعقوبات لنظام العمل ولائحته التنفيذية)، الذي تسعى من خلاله وزارة الموارد البشرية والتنمية الاجتماعية إلى تحديد المخالفات بشكل واضح لكل من المنشآت والمراقبين لتطبيق الأنظمة وتقليل التقديرات والاجتهادات الشخصية، وينتهي الاستطلاع عليه بتاريخ 7 يونيو 2025.
كما قدمت وزارة البلديات والإسكان مشروع (مبادرة تحديث اللائحة التنفيذية لنظام تصنيف المقاولين)، وذلك لمواكبة متطلبات التطورات الحديثة في قطاع المقاولات؛ وينتهي الاستطلاع على المشروع في 12 يونيو القادم.
من جانبها، طرحت الهيئة العامة للطرق مشروع (كود الطرق السعودي)، الذي تهدف منه تطبيق (كود) ليسهم في تطوير شبكات الطرق في المملكة وفق معايير الجودة والسلامة، وينتهي الاستطلاع على المشروع بتاريخ 27 يونيو 2025.
يشار إلى أن طرح مشروعات الأنظمة واللوائح وما في حكمها من خلال منصة (استطلاع)؛ يأتي في إطار التأكيد على تعزيز الشفافية في البيئة التشريعية ونشر ثقافة الاستطلاع لدى العموم، والجهات الحكومية، والقطاع الخاص، وإشراكهم في صياغة المشروعات المتعلقة ببيئة الأعمال.
The (Istital) platform, affiliated with the National Center for Competitiveness, has launched 32 projects related to economic and developmental issues, in collaboration with 15 government entities; to enable the public, government entities, and the private sector to express their views and suggestions on them before they are approved.
Among the projects on the platform is the (Irrigation Practices Code) project, which the General Irrigation Authority aims to establish standards for the proper management of water resources for irrigation in farms; the platform allows for public consultation on the project until June 3rd.
One of the most notable projects is the (Update of the Violations and Penalties Schedule for the Labor System and its Executive Regulations), which the Ministry of Human Resources and Social Development seeks to clarify violations for both establishments and inspectors to apply regulations and reduce estimates and personal judgments, with the consultation ending on June 7, 2025.
The Ministry of Municipalities and Housing also presented the (Initiative to Update the Executive Regulations for the Contractors Classification System), to keep pace with the requirements of modern developments in the contracting sector; the consultation on the project will end on June 12th.
For its part, the Public Roads Authority has proposed the (Saudi Roads Code) project, which aims to implement a code that contributes to the development of road networks in the Kingdom according to quality and safety standards, with the consultation on the project ending on June 27, 2025.
It is worth noting that the launch of regulatory and legislative projects and similar initiatives through the (Istital) platform is part of the commitment to enhance transparency in the legislative environment, promote a culture of consultation among the public, government entities, and the private sector, and involve them in shaping projects related to the business environment.
