أقرّ تعديل على المادة الثانية من اللائحة التنفيذية لنظام الحراسة الأمنية المدنية الخاصة، قصر الحراسات على ثمانية قطاعات خلال وقت العمل فقط، بينما تكون تلك الحراسات على مدار الساعة فيما يتعلق بـ15 نشاطاً من الأنشطة التجارية الحيوية.
ونصّت المادة بعد التعديل على أن المنشآت الملزمة بتأمين الحراسة الأمنية المدنية الخاصة وقت العمل فقط؛ هي المنشآت التعليمية والتدريبية الأهلية والعالمية، وصالات وقاعات الأفراح والمناسبات، والعيادات والمراكز والمجمعات الطبية الأهلية، والمنشآت المرخّص لها من الهيئة العامة للمعارض والمؤتمرات أو من الهيئة العامة للترفيه، وذلك خلال فترة إقامة النشاط.
وتشمل تلك المنشآت أيضاً، المطاعم التي تتجاوز مساحتها 1000 متر مربع وفق رخصة النشاط التجاري، وصالات الأندية الرياضية النسائية، والهايبرات ومحلات بيع المواد الغذائية التي تزيد مساحتها على 2000 متر مربع وفق رخصة النشاط التجاري، والمخيمات والمواقع المعدّة لإيواء الحجاج بالمشاعر المقدسة خلال الفترة من 1/ 12 إلى 15/ 12 من كل عام.
وألزمت المادة 15 نوعاً من المنشآت التجارية بتأمين الحراسة الأمنية المدنية الخاصة على مدار الساعة؛ وهي الفنادق، والبنوك، ومحلات الصرافة، وتحويل الأموال، والمستشفيات، ومحلات الذهب، والمجوهرات وما في حكمها، التي تقع خارج المنشآت المُلزمة بتأمين الحراسة الأمنية المدنية الخاصة، والأسواق والمولات والمراكز التجارية المغلقة والمفتوحة التي تحتوي على 30 محلاً فأكثر، أو تزيد مساحتها التجارية على 3000 متر مربع وفق رخصة البناء.

The amendment to Article Two of the Executive Regulations for the Private Civil Security System has been approved, limiting security guards to eight sectors only during working hours, while those guards will be present around the clock for 15 vital commercial activities.
The article, after the amendment, stated that the establishments required to secure private civil security during working hours only are educational and training institutions, wedding and event halls, private clinics and medical centers, and establishments licensed by the General Authority for Exhibitions and Conferences or the General Authority for Entertainment, and this is during the period of the activity.
These establishments also include restaurants exceeding 1,000 square meters according to the commercial activity license, women's sports club halls, hypermarkets, and grocery stores that exceed 2,000 square meters according to the commercial activity license, as well as camps and sites prepared to accommodate pilgrims in the holy sites during the period from 1/12 to 15/12 of each year.
Article 15 obliges 15 types of commercial establishments to secure private civil security around the clock; these include hotels, banks, exchange shops, money transfer services, hospitals, gold and jewelry shops, and similar establishments that are located outside the establishments required to secure private civil security, as well as markets, malls, and both closed and open shopping centers that contain 30 or more shops, or exceed 3,000 square meters in commercial area according to the building license.
